Flood risk in Grays: the tidal Thames, the Mardyke and surface water

Two sources dominate flood risk in Grays. The tidal Thames threatens the low-lying riverside frontage at the front of the town, and surface water overwhelms drains across the built-up area behind it. The River Mardyke and Stanford Brook add a fluvial element in the north of Thurrock, so many sites here face more than one source at once.

Grays grew up on the chalk and gravel terrace above the Thames, but the land that drew industry, wharves and modern regeneration is the low marshland along the estuary. That ground sits below the level of a high spring tide, so the town depends on a continuous line of tidal walls and embankments. The most serious flooding comes from a storm surge in the North Sea funnelling into the Thames and coinciding with a high spring tide, which is the mechanism behind every major flood on this stretch of the river. Understanding whether a site is defended, and what happens if those defences are overtopped, is the heart of a credible tidal flood risk assessment in Grays.

A history of flooding in Grays and Thurrock

These dated events are why Thurrock scrutinises low-lying development so closely, and why a flood risk assessment in Grays has to be evidence-led rather than generic. The river that the defences hold back has reached the town before.

  • 1953 — the North Sea flood. On the night of 31 January 1953, a storm surge drove the Thames over and through the defences along the Thurrock frontage. The sea wall near Tilbury Fort gave way, Tilbury town and the West Thurrock industrial area were inundated, more than 2,500 homes were flooded and around 1,300 people were evacuated. At Grays the river rose to within a foot of the top of the sea wall. It remains the defining flood event for this stretch of the estuary and the reason the modern defences exist.
  • The Mardyke and Stanford Brook. Since 1953, smaller-scale flooding from the River Mardyke, Stanford Brook and flash surface-water flooding has been experienced across Thurrock, which is why fluvial alleviation measures were put in place on the Mardyke.
  • Surface water in recent years. Intense summer downpours have repeatedly overwhelmed drains in the urban parts of Thurrock, the pattern that led the council to map fourteen Areas of Critical Drainage and to treat surface water as a borough-wide risk rather than a riverside one.

Flood defences and the Thames Estuary 2100 plan at Grays

Grays is only habitable in its low-lying parts because of the tidal defences, and those defences are being managed and raised over the coming decades under the Environment Agency's Thames Estuary 2100 plan. What that plan requires has a direct bearing on what a development here has to demonstrate.

Grays falls within the Purfleet, Grays and Tilbury policy unit of Thames Estuary 2100, the Environment Agency's long-term strategy for managing tidal flood risk along the estuary as sea levels rise. Updated climate modelling has brought forward the timetable: the defences upstream of the Thames Barrier, which include this frontage, now need to be raised by 2050, around fifteen years earlier than the original plan, with flood walls and embankments raised and the riverside reshaped between roughly 2035 and 2050. Locally, the Environment Agency replaced the former Tilbury tidal barrier with a dual-function lock gate, built between 2021 and 2022, and improvement works have targeted the defended frontage between Grays Town Wharf and Tilbury Docks.

Because the defences are being raised, a development on the Grays frontage must not only be safe today but must avoid constraining the future flood-management works the estuary depends on, which is something planning officers here look for directly.

The practical consequence for development is the idea of residual risk. The Flood Map for Planning places the defended riverside in the high-probability tidal flood zone because it is mapped as if no defences were present. A site protected by the Thames walls can therefore still sit in Flood Zone 3, and planning policy requires the residual risk that remains if a defence is overtopped or fails to be assessed across the development's lifetime, including climate change. Setting finished floor levels, safe access and egress and, where needed, compensatory measures is what turns that residual risk into an approvable scheme.
