A flood warning and evacuation plan sets out what the people using a site should do when flooding is forecast, while it is happening and after the water has gone. Councils ask for one when a development sits somewhere flooding could put people in danger, and most often when a safe, low-hazard escape route off the site cannot be demonstrated. The plan is a planning document with an operational afterlife. It has to convince a case officer and an emergency planner at the application stage, then work as a set of instructions for whoever ends up living or working on the site years later. Those two audiences want different things from the same document, which is why generic plans get sent back.

A flood warning and evacuation plan manages what is left after the design has done its work. It is not a substitute for getting levels, layout and access right.

What is a flood warning and evacuation plan?

A flood warning and evacuation plan, often shortened to FWEP, is a site-specific document that identifies how occupants will receive warning of a flood, when and by what route they should leave, where they should shelter if leaving is no longer safe, and what happens during recovery. It is normally prepared alongside or after a flood risk assessment for planning, using the same flood levels, depths and climate change allowances.

The Planning Practice Guidance on flood risk and coastal change frames it as part of making a development safe for its lifetime. Paragraph 048 puts the burden squarely on the applicant: a site-specific flood risk assessment may need to show that appropriate evacuation procedures and flood response infrastructure are in place to manage the residual risk associated with an extreme flood event. The National Planning Policy Framework reaches the same point from the other side. The Framework rewritten in August 2026 moved flood policy into a new Chapter 18, and policy F7 now requires that safe access and escape routes are included where appropriate, as part of an agreed emergency plan. It is the same safety test the old paragraph 181 carried, but reworded so that development should be refused unless it is met.

Note the word agreed. The Framework assumes the plan has been agreed with somebody, and that somebody is not the applicant.

When do you need a flood warning and evacuation plan?

The trigger is not simply being in a flood zone. It is whether people on the site could be exposed to dangerous flooding, and whether they can get away from it without help. In practice a plan is needed when the site floods to a depth or velocity that makes movement unsafe, when the access route floods before the buildings do, or when the occupants cannot reasonably be expected to leave under their own steam.

The Planning Practice Guidance is specific about one category. Paragraph 043 states that emergency plans will be essential for sites at risk of flooding used for holiday or short-let caravans and camping and for any site with transient occupancy, giving hostels and hotels as examples. People who do not know the building, do not know the river and may be asleep are the hardest group to evacuate.

What the August 2026 NPPF changed for evacuation planning

The National Planning Policy Framework was rewritten on 17 August 2026, and flood risk now sits in a new Chapter 18. The duty behind an evacuation plan did not change, but the wording around it hardened, and a few points bear directly on when a plan is needed and how much weight it carries.

  • Safe access and escape is now policy F7. The requirement to provide safe access and escape as part of an agreed emergency plan carried over from the old paragraph 181, but F7 is refusal-worded: development should be refused unless it is met, rather than allowed where it is. A weak plan is harder to argue past than it was.
  • The vulnerability classification moved into Annex F. The tables that decide whether a use is compatible with its flood zone now sit inside the Framework. Holiday and short-let caravan and camping sites are still treated as more vulnerable only where a warning and evacuation plan is provided, so for those uses the plan is what holds the classification.
  • The exception test is now policy F6, with a lifetime-safety limb. Where the test applies to river or sea flooding, the scheme still has to be shown safe for its lifetime, and that is the limb a safe-route assessment and an evacuation plan speak to.
  • Surface-water-only sites can be exempt from the sequential test under policy F5. Where that exemption is used, the safety case shifts onto the flood risk assessment, so the evidence an evacuation plan provides matters more, not less.

Who asks for a flood warning and evacuation plan, and who approves it?

This is the part most applicants get wrong, and it costs time. The Environment Agency is the statutory consultee on flood risk, and it will comment on your flood risk assessment. It does not, as a rule, approve evacuation plans. The joint Environment Agency and ADEPT guidance for planners is explicit that the Agency can advise on key flood risks and whether there are any significant omissions, but is not able to comment on the overall adequacy of an emergency plan.

Responsibility sits with the local planning authority, advised by its emergency planning officers and, for surface water, by the lead local flood authority. Planning Practice Guidance paragraph 045 advises authorities to consult their emergency planning officers as early as possible. Paragraph 044 tells them how to secure the outcome: in consultation with emergency planners and services, the local planning authority will need to ensure that agreed emergency plans are secured and implemented through appropriate planning conditions or planning agreements.

  • Environment Agency. Statutory consultee on flood risk. Comments on the flood risk assessment and on significant omissions, not on the adequacy of your evacuation arrangements.
  • Lead local flood authority. Advises on surface water and ordinary watercourse flooding, and in some councils advises directly on whether the emergency flood planning is acceptable.
  • Local planning authority emergency planners. Comment on the content, structure and practicality of the plan. They are not statutory consultees, which is precisely why they are often consulted late.
  • The local planning authority itself. Forms the overall view, imposes the condition and discharges it. Discharge is not endorsement by the Environment Agency or the emergency services.
  • Local Resilience Forums. Multi-agency bodies under the Civil Contingencies Act. Not statutory consultees, but worth approaching on larger schemes where an evacuation would draw on wider resources.

Knowing which of these bodies is actually reading your plan changes how it should be written. A document aimed at the Environment Agency, full of hydrology and light on instructions, tends to satisfy nobody. How a flood warning and evacuation plan condition gets discharged

Most flood warning and evacuation plans arrive as a condition rather than a validation requirement. The application goes in, the flood risk assessment identifies a residual risk to people, and the officer attaches a condition requiring a plan to be submitted and approved before occupation, or sometimes before development commences. That wording matters more than it looks.

A pre-occupation condition gives you time but ties the plan to a building whose finished floor levels and layout are already fixed. A pre-commencement condition forces the work early, when levels may still change. Either way, the plan has to be consistent with the approved drawings, because a case officer will compare them.

  1. Read the condition wording carefully. It will say what the plan must cover and who it must be approved by. Some conditions also require the plan to be provided to future occupiers, or to be secured by covenant.
  2. Check the flood data is still current. National mapping has moved considerably since the NaFRA2 reassessment. A plan built on superseded extents invites a refusal.
  3. Build the plan on the approved scheme. Finished floor levels, access points and the number of occupants all come from the permission, not from the original application drawings if those changed.
  4. Write for the emergency planner as well as the case officer. Contact lists, trigger levels and named responsibilities are what emergency planning teams look for and what generic plans leave out.
  5. Submit and respond. Discharge applications that come back usually do so for a fixable reason: an escape route that floods, a refuge with no capacity figure, or no answer to what happens when no flood warning service covers the site.

Safe access, egress and the FD2320 hazard rating

Safe is a technical judgement, not an adjective. The flood hazard along a route is calculated from depth, velocity and the likelihood of debris, using the method set out in the Environment Agency and Defra supplementary note on flood hazard ratings and thresholds. The hazard rating is HR = d × (v + 0.5) + DF, where d is depth in metres, v is velocity in metres per second and DF is a debris factor of 0, 0.5 or 1 depending on how likely debris is to make things worse.

The resulting number falls into one of four bands. Below 0.75 the hazard is low. Between 0.75 and 1.25 the water is dangerous for some people, including children, the elderly and the infirm. Between 1.25 and 2.0 it is dangerous for most, including the general public. Above 2.0 it is dangerous for all, including the emergency services. The debris factor is normally taken as 0.5 in shallow water and 1.0 once depths reach 0.30m, which is why the rating jumps between those two columns below.

Read across the matrix and the practical problem becomes obvious. Standing water 250mm deep is a low-to-moderate hazard, but the same depth moving at 1.5 m/s reaches the danger-for-some band, and 300mm of slow-moving water is already dangerous for some people before velocity is considered at all. That is why a route judged on depth alone can look acceptable and still fail.

In practice the arithmetic is often unnecessary because velocity data is not published. The Environment Agency's surface water spatial planning datasets give flood extents and banded depths for the 1 in 30, 1 in 100 and 1 in 1000 year events, present day and with climate change, but they do not currently publish velocity or hazard. Where that is the case the route is assessed on depth bands instead, and depths below 150 to 300mm are generally treated as shallow enough not to impede pedestrian movement. Some authorities set a firm ceiling, commonly 300mm on the escape route.

A route that is dry in the 1 in 100 year event but under half a metre of water once climate change is applied is not a safe route for the lifetime of the development.

Which event to test against depends on the source and the lifetime of the scheme, and the climate change allowances that apply to the river basin district. Where the published data will not answer the question, hydraulic flood modelling can produce depths and velocities along the route itself.

What flood warnings are actually available for your site?

A plan that says occupants will act on a flood warning has to establish that a flood warning exists. The Environment Agency's flood warning service issues three levels. A Flood Alert means flooding is possible and is usually issued between 2 and 12 hours ahead. A Flood Warning means flooding is expected and is usually issued 30 minutes to 2 hours ahead. A Severe Flood Warning means there is danger to life.

The coverage limits are where plans come unstuck. The service covers flooding from rivers and the sea, and groundwater in some areas. It does not cover surface water flooding. Given that surface water is the most widespread source of risk in England, a great many sites requiring a plan have no Environment Agency warning available at all. The Environment Agency's own flood risk assessment template guidance anticipates this and asks applicants to set out their proposals for providing an alternative warning system where no warning is available.

  • Check coverage first. Confirm at the Environment Agency sign-up service whether warnings are available for the site address, and record the answer in the plan.
  • Register the occupants, not just the applicant. Warnings only work if they reach whoever is on site at three in the morning, which is rarely the developer.
  • Use Met Office warnings as the second trigger. The National Severe Weather Warning Service issues yellow, amber and red warnings up to seven days ahead, and is the practical trigger where no flood warning service exists.
  • Do not rely on the Flood Guidance Statement. The Flood Forecasting Centre issues it to Category 1 and 2 responders, not to site managers. Site triggers must be built on public warnings.
  • Write in a fallback. Where no service covers the site, the plan needs a named person, a defined observation trigger and a decision point that does not depend on somebody else's alert.

Forecasting for surface water is improving. The Surface Water Flooding Forecasting Improvement Project has brought Rapid Flood Guidance into operational use, and our article on what SWFFIP means for planning covers where that is heading. How a flood warning and evacuation plan differs from a flood risk assessment

The two documents answer different questions, and conflating them is a common reason for a request for further information. The flood risk assessment establishes what the risk is. The plan sets out what people do about it.

The relationship runs one way. A flood warning and evacuation plan cannot rescue a scheme that fails on flood risk grounds, and it is not a route past the Sequential and Exception Tests, now policies F5 and F6. Planning Practice Guidance paragraph 042 is unambiguous on the point: it will not be appropriate to rely solely on emergency plans to mitigate residual risk. The same paragraph adds that measures must ensure people are not exposed to hazardous flooding, irrespective of the development's vulnerability classification.

What is in an Unda flood warning and evacuation plan

Every plan is written around its own site, but the structure follows the sequence a reader needs, from understanding the risk to knowing what to do at two in the morning.

  • Introduction and document control. Who owns the plan, who must be given a copy, and when it should be reviewed — typically on first occupation, every three years, after any incident, and following a change of ownership or of the flood warning arrangements.
  • Location, topography and site use. What the site is, who uses it, and how the ground levels relate to the flood levels around it.
  • Summary of flood risk. Every relevant source, drawn from the flood risk assessment and updated to current mapping: flood zones with and without climate change, fluvial, tidal, defences and residual breach risk, surface water including depth bands, critical drainage areas, groundwater, sewers and historic events.
  • Physical design measures. Finished floor levels, resistance and resilience measures, non-return valves, and how services are routed relative to the flood level.
  • Analysis of the escape route. The hazard assessment described above, tested along the actual route, in the design event with climate change applied.
  • Dangers of floodwater. The physical realities that drive the instructions. The depths at which people and vehicles become unstable, contamination, hidden hazards and health risks.
  • Warning services and triggers. Which Environment Agency and Met Office services cover the site, how to register, and what each warning level means for this site specifically.
  • The evacuation plan itself. When to leave, the route to take, where to go, and the instruction not to attempt evacuation once flooding has started.
  • Safe refuge. Where occupants shelter if leaving is no longer safe, at what level, and what they need to have with them.
  • Flood kit. The items to keep ready, and where.
  • Recovery and re-occupation. What happens after the water goes, covering insurance, drying, and the realistic timescale for a building to become habitable again.
  • Key contacts. Emergency services, Floodline, the council's emergency number, and the utility emergency lines for the site.

Plans are supported by figures: site location, flood mapping, depth mapping and the marked evacuation route. An emergency planner reads the drawings before the text.

Before, during and after a flood

The operational half of the plan is written for the people on site, not for the planning file. It has to survive being read quickly, by someone who is worried.

  1. Before. Sign up for flood warnings and Met Office alerts. Know the route out and where you are going. Keep the flood kit somewhere you can reach it in the dark. Know where the gas, electricity and water isolators are.
  2. On a warning. Move vehicles to higher ground while the roads are still passable. Move valuables and documents upstairs. Check on anyone who will need help. Decide early, because the decision gets worse the longer it is left.
  3. During. Do not walk or drive through floodwater. Water 30cm deep moving at 6mph will float a family car, and 15cm moving at the same speed will take an adult off their feet. If flooding has already reached the site or the surrounding roads, do not attempt to leave — go to the refuge, call 999 and wait.
  4. After. Do not return until the building has been declared safe. Photograph everything before anything is moved. Contact the insurer immediately. Assume drying will take months rather than weeks.

Safe refuge, dry islands and when evacuation is not enough

The order of preference is settled. Leaving before the flood arrives is best. Sheltering in place is a fallback, not a design strategy. A site that becomes an island, dry itself but surrounded by floodwater, sits at the bottom of that order, because the occupants are dependent on rescue.

Planning Practice Guidance paragraph 047 sets the test for refuge, and it is narrower than it is often read. Where a failure of flood risk management infrastructure would result in flooding with a speed of onset that would not allow sufficient time for safe access and escape, an internally accessible place of safety, capable of accommodating the likely number of occupants or users, should also be provided. Three conditions are bound up in that sentence: the onset has to be too fast to escape, the refuge has to be reachable from inside the building, and it has to be big enough for everyone.

The Environment Agency's standing advice for applicants adds the level. A refuge must sit above the estimated flood level, single-storey buildings and ground floors without a route upstairs need one, and basement rooms need clear internal access to a floor above the flood level. The joint Environment Agency and ADEPT guidance adds the limit that matters most: refuges are unlikely to be appropriate for long duration flooding, and the plan should ask whether rescue would even be feasible from the refuge.

Where the constraint is levels rather than routes, design solutions such as floodable voids can lift occupied space clear of the flood without displacing water. What affects the cost of a flood warning and evacuation plan

We quote each plan against the site rather than working from a price list, because the work varies more than the document length suggests. The main drivers are the number of flood sources in play, whether an existing flood risk assessment is available and current, whether the escape route can be assessed from published depth data or needs modelling, the number and vulnerability of the occupants, and whether the council has issued its own guidance on what the plan must contain.

Hazard is calculated as depth multiplied by velocity plus 0.5, with a debris factor added. Below a hazard rating of 0.75 the hazard is low. Where velocity data is unavailable the route is assessed on depth, and depths below about 150 to 300mm are generally treated as passable on foot.

My site only floods from surface water. Can I get flood warnings?

Not from the Environment Agency. Its service covers flooding from rivers and the sea, and groundwater in some areas, but it does not issue warnings for surface water flooding. Where no service covers a site, the plan needs an alternative trigger, typically Met Office severe weather warnings combined with a named responsible person and a defined observation trigger on site.

How much warning will occupants actually get?

The Environment Agency usually issues a Flood Alert between 2 and 12 hours before flooding, and a Flood Warning 30 minutes to 2 hours before. Behind defences, a breach can produce fast, deep flooding with little or no warning, which is why plans for defended sites lean on refuge as well as evacuation.

Is the plan required at validation or as a condition?

Usually as a condition. Planning Practice Guidance paragraph 044 advises authorities to secure agreed emergency plans through appropriate planning conditions or planning agreements. Conditions are commonly worded to require approval before occupation, though some require it before development commences, which brings the work forward considerably.

Who owns the plan once the development is occupied?

The applicant, and then the site owner or management company. Plans should be reviewed on first occupation, every three years afterwards, following any flood event, after a change of ownership or occupation, and whenever the flood warning arrangements change. A plan nobody has updated in a decade is not a working plan.

Is a flood warning and evacuation plan the same as a business continuity plan?

No. A flood warning and evacuation plan is about keeping people safe and is normally driven by planning. A business continuity plan is about keeping an organisation running and recovering afterwards, and is driven by commercial and insurance requirements. The two overlap on contacts and triggers but answer different questions.

Do I need one in Wales?

Wales runs a different system under TAN15 and Planning Policy Wales, with Natural Resources Wales as the reviewing body. Emergency response and safe access still have to be addressed, but within a Flood Consequence Assessment rather than the English framework. What happens if the council rejects the plan?

Most rejections come down to a small number of fixable issues: an escape route that floods in the design event, a refuge with no stated capacity, no answer to what happens where no flood warning service exists, or a plan that is not consistent with the approved drawings.
