Met Office Flood Warnings: Who Actually Issues Them

The Met Office does not issue flood warnings. That one fact clears up most of the confusion behind the phrase, because a search for Met Office flood warnings almost always ends up somewhere else. The Environment Agency issues flood alerts and flood warnings for England. Natural Resources Wales does the same job in Wales.
What the Met Office issues is a weather warning: rain, thunderstorms, snow, wind, ice, lightning, fog or extreme heat. A rain warning and a flood warning are different instruments. They come from different organisations, rest on different evidence, and mean different things for a property or a development site.
An amber rain warning says the weather is likely to disrupt an area. A flood warning says water is expected to reach specific properties. Only one of them is about your address.
Does the Met Office issue flood warnings?
No. The Met Office forecasts the weather that causes flooding, and warns about severe weather. The Environment Agency turns that forecast into public flood alerts and warnings in England. Natural Resources Wales does the same in Wales. The two organisations work together inside the Flood Forecasting Centre, and the meteorology feeding an Environment Agency flood warning is very often Met Office meteorology, but only the flood risk management authority issues a message tied to a place.
That division matters. It matters more than it sounds, because the three messages travel on different channels, arrive at different times, and describe risks at completely different scales, and the one that names your street is the one that should move you. During the storms that hit the Midlands and Yorkshire in late August 2026, the Met Office had a yellow thunderstorm warning in force, forecasting 30 to 40 mm of rain. The Environment Agency separately issued flood warnings for Smestow Brook at Hinksford and Tanyard Stream at Kenilworth. Birmingham City Council later confirmed 55 properties in Perry Barr had flooded internally after Perry Brook burst its banks. Three organisations, three different jobs, one storm. Nobody reading a weather app that night would have been able to tell which of those messages, if any, referred to their own street, and that is precisely the problem the distinction exists to solve.

What is the Met Office's role in flood management?
The Met Office does four things that flood risk work depends on: it observes the weather, it models what happens next, it warns when severe weather is likely, and it projects how the climate is changing. Every flood forecast in the UK starts with the first two, and every climate change allowance in a drainage design traces back to the fourth.
The four jobs
- Observation. A national network of surface stations, weather radar, satellites, aircraft reports and buoys, producing the rainfall record that every hydrological model is calibrated against.
- Modelling. Numerical weather prediction at high resolution over the UK, feeding rainfall forecasts into the hydrological models the Environment Agency runs. The February 2026 upgrade added a new cloud microphysics scheme and extended the ensemble from seven days to ten.
- Warning. The National Severe Weather Warning Service, covering eight hazard types on an impact and likelihood basis, and the meteorological half of the Flood Forecasting Centre.
- Projection. The Met Office Hadley Centre's UK Climate Projections, which underpin the climate change allowances used in flood risk assessment and drainage design.
None of this makes the Met Office a planning body. It is not a statutory consultee, it does not draw Flood Zones, and it has no view on your planning application. Where its work does reach the planning system is through the evidence base, the rainfall records, the radar archive and the climate projections that sit underneath a flood risk assessment for planning. It also reaches it through the warning arrangements that a flood warning and evacuation plan for planning has to be built around.
Met Office weather warning, or Environment Agency flood warning?
A Met Office warning describes the weather; an Environment Agency warning describes the water. The Met Office publishes severe weather warnings on an impact and likelihood matrix, colour-coded yellow, amber or red. Each one covers a region. The Environment Agency's flood messages are issued against defined target areas, some of them a single street, and escalate through three tiers.
- Flood alert. Flooding is possible. Issued for a wider area, typically two hours to two days ahead, and a prompt to prepare rather than to act.
- Flood warning. Flooding is expected. Issued for a defined target area, usually half an hour to a day ahead, and the point at which property protection goes in and vehicles move.
- Severe flood warning. Danger to life. Issued when flooding poses a significant risk to people, and the trigger for evacuation decisions by the emergency services.
This is why searches for Met Office flood warnings so often end in the wrong place. A yellow rain warning across half of England tells you very little about one site. A flood warning for a named target area tells you a great deal. It also works the other way. Plenty of properties flood with no flood warning at all, because the mechanism that floods them is not one the warning service was built to see. The Environment Agency's public warning service covers rivers and the sea, not the surface water runoff behind most urban flash flooding. The Flood Guidance Statement: the forecast professionals work from
Between the public weather warning and the public flood warning sits a document most people never see. The Flood Guidance Statement is issued every day, 365 days a year, by the Flood Forecasting Centre, the joint Environment Agency and Met Office operation set up in 2009 after the Pitt Review into the 2007 floods. It goes to emergency responders, government departments and infrastructure operators rather than the public. Close to 6,000 email addresses receive it, across England, Scotland and Wales.
The statement covers the coming five days, with a six to ten day outlook added when needed. It assesses four sources separately: surface water, river, groundwater and coastal flooding. Risk is set on a four-by-four grid.
The combination of likelihood and impact gives the overall flood risk – very low, low, medium and high.

The four levels are published as colours: green for very low, yellow for low, amber for medium and red for high. A green day is not a promise that nothing will flood. It is a statement that whatever flooding is expected falls within what the drainage network, the watercourses and the responders already cope with as a matter of routine, which is a materially different claim and one worth understanding before quoting a green day back at anyone.
Alongside it, the Rapid Flood Guidance service runs each summer for the fast-developing events the daily statement cannot anticipate. It was trialled in 2024 and redesigned in 2025 so guidance could go out faster. It runs from early May to mid-October. Defra has funded it to 2028.
In its 2025 season the Rapid Flood Guidance service reached 2,450 registered responders, displayed an advisory badge on 17 days, issued 19 updates on 10 of them, and those updates were downloaded more than 6,200 times.
Why surface water flooding still gets the least warning
Surface water is the hardest flooding to forecast. It is also the most common cause of property flooding in built-up areas, which is an uncomfortable pairing. The rain that causes it falls in minutes over a few square kilometres. That is below the resolution at which weather models are reliable, and it reaches drains and streets before any river gauge responds.
That gap is closing. Slowly. The Surface Water Flood Forecasting Improvement Project reported its results on 16 April 2026, after three years of work. The picture it painted was refreshingly honest about how far there is still to go, and it is worth reading in the original rather than in summary.
- The impact model. The Surface Water Flooding Hazard Impact Model has run at the Flood Forecasting Centre since 2020 and forecasts from roughly six hours to three days ahead.
- The gap. The trials targeted the two to six hour window before a rapid flood, which is where the daily statement runs out and the nowcast has to take over.
- The candidates. A nowcast version of the impact model performed best on likelihood, severity and impact. FOREWARNS, developed at the University of Leeds, was valued for its simplicity and context.
- The honest number. The review recorded that improvements could have been made to the Rapid Flood Guidance forecast on nearly half of occasions.
- The timeline. Next-generation rainfall nowcast data is expected from the Met Office in 2027, with the new tools projected to become operational in 2029.
For anyone designing drainage or assessing a site, the useful reading of that programme is not the emergency-response headline. Forecasting and flood risk assessment draw on the same rainfall datasets, terrain models and impact catalogues. Because the forecasting side is tested against reality every few days rather than every few years, errors that would sit undiscovered in a planning dataset get found at forecast speed and corrected, and the evidence everyone else relies on improves as a side effect. Where a scheme's runoff is the problem rather than the river, the answer is usually a properly evidenced surface water drainage strategy rather than a better forecast.
Met Office climate projections and the numbers in a drainage design
The Met Office Hadley Centre produces the UK Climate Projections, and those projections are the origin of the climate change allowances applied in every flood risk assessment and drainage strategy in England and Wales. This is the least visible part of the Met Office's flood work, and the part with the most direct effect on what actually gets built, because an allowance is not advice: once it is in the published table, it is the number the Lead Local Flood Authority will check your design against.
UK average annual rainfall rose from 1,084 mm in the 1961 to 1990 baseline to 1,163 mm across 1991 to 2020, a shift of roughly 7% that is already inside the design storms in current use.
The chain runs from the projections to the Environment Agency's published peak rainfall and peak river flow allowances. From there it runs into the storm your attenuation is sized for, and the finished floor level your building sits at. The allowances themselves are a separate subject, with their own rules about which one applies to which development in which management catchment, and they are revised often enough that checking the current table is part of the job. Who issues flood warnings in Scotland, Wales and Northern Ireland?
The Met Office works with all four nations. The warning authority differs in each one. The Flood Forecasting Centre covers England and Wales only. Scotland has its own equivalent, and Northern Ireland's arrangements sit with its Department for Infrastructure.

National coverage is not the same as complete coverage. Some flooding mechanisms sit outside any warning service, which is why Lincolnshire has been trialling a different approach to flood warnings for groundwater emergence and ordinary watercourses that the national system cannot see.
What a Met Office warning tells you about your site, and what it doesn't
Most people looking for Met Office flood warnings want one thing: to know whether the storm on the forecast is going to reach their building. A weather warning is a statement about a region on a particular day. It is not evidence about a site. It carries no weight in a planning application, and no planning officer has ever approved or refused a scheme on the strength of one, however alarming the graphic looked on the day. What it does show is how a site behaves under stress. That is a more useful question than whether the site sits inside a mapped flood zone.
A Flood Zone is a long-run probability for a piece of ground. A warning is a forecast for a region on one day. Neither answers the question a planning officer asks, which is what happens to this building, at this level, in this storm.
That distinction is where the practical work sits. A property can sit in Flood Zone 1 and flood every time an amber rain warning goes out, because the mapped zones deal with rivers and the sea rather than runoff. A site behind a completed defence can sit in Flood Zone 3 for its whole life and never once receive a flood warning, because the zones are drawn as though the defences were not there while the warning service is issued on the basis that they are. Neither the warning nor the map is the assessment. The assessment reconciles them for one address, at one level, with one development on it. Where a development depends on people acting on a warning, on a caravan site, a basement flat, a care home, anything in a rapid response catchment, the planning system now wants that dependency written down and tested, and the safe access provisions in the August 2026 NPPF are explicit about it. That is what a flood warning and evacuation plan does, and it is the document where the Met Office's forecast, the Environment Agency's warning service and the site's own levels finally meet.

Homeowners and businesses should register for the Environment Agency's free flood warning service instead. It sends alerts by phone, text or email for a specific address, and it costs nothing.
Does a Met Office amber rain warning change my property's flood zone?
No. Flood Zones come from national modelling of river and sea flooding and are not affected by any weather warning, however severe. A warning is a forecast for a region on one day; a Flood Zone is a long-run probability for a piece of ground, revised only when the national modelling behind it is rebuilt, which happens on a cycle of years rather than days and has nothing to do with what the weather did last week.
Why do I get days of notice for river flooding but minutes for surface water?
River catchments take hours or days to respond to rainfall, so a gauge upstream gives real lead time. Surface water flooding happens where the rain lands, often within the hour. In a rapid response catchment the lag between storm and flood can be shorter than the time needed to confirm the forecast. A rapidly deepening storm compresses that window further.
Which Met Office data ends up in a flood risk assessment?
Mostly the observed rainfall record and the climate projections. Historic rainfall from the station and radar network supports statements about what a site has already experienced. The UK Climate Projections sit behind the climate change allowances applied to design rainfall and river flows.
Does the Met Office decide where flood defences are built?
No. The Environment Agency decides defence investment within the funding framework set by Defra, using its own economic appraisal. The Met Office supplies the climate evidence those appraisals are tested against. It holds no budget and takes no scheme decisions.
