What Is the Met Office’s Role in Flood Management?

The Met Office is widely recognised for its daily weather forecasts, but its role in flood risk management across the UK is far more extensive, technical, and embedded within national infrastructure. As the UK’s national meteorological service, the Met Office provides the foundational data, forecasts, modelling, and early warning systems that underpin flood risk management at every level — from strategic planning and policy development to on-the-ground emergency response.
Its contributions are not limited to predicting rainfall. The Met Office plays a central role in forecasting flood risk by modelling how weather systems interact with topography, catchments, land use and urban drainage. It provides continuous updates on weather conditions, issues real-time alerts for heavy rainfall and flooding, and works closely with the Environment Agency, local authorities, infrastructure operators, and the emergency services to coordinate response.
Crucially, it also supports longer-term resilience planning through the work of the Met Office Hadley Centre, which produces climate projections that help to quantify how flood risks are changing over time — for example, through more frequent convective storms or rising sea levels. These insights directly inform government strategies, flood investment frameworks, and local development planning, including the work of Lead Local Flood Authorities (LLFAs) and Local Planning Authorities.
In short, the Met Office is not just a forecast provider: it is a national hazard resilience partner, helping to anticipate, communicate, and manage flood risk in a changing climate.
The Flood Forecasting Centre
A key component of the UK’s national flood risk infrastructure is the Flood Forecasting Centre (FFC) — a partnership between the Met Office and the Environment Agency. Established in 2009 following the Pitt Review into the devastating 2007 floods, the FFC provides integrated hydrometeorological forecasting for England and Wales.
The Centre brings together meteorologists from the Met Office and hydrologists from the Environment Agency to produce unified guidance on the risk of flooding from rivers, surface water, groundwater and the sea. This collaboration enables a more accurate and timely understanding of flood risk, particularly for emergency responders and Category 1 and 2 organisations.
Rapid Guidance in Evolving Situations
To support decision-making during fast-developing flood events, the FFC launched a Rapid Flood Guidance service in 2025. This service provides targeted alerts and risk assessments designed for local resilience forums and emergency planners. By enhancing situational awareness during severe weather events, it improves the speed and effectiveness of response.
This kind of rapid forecasting is particularly valuable in surface water flood scenarios, where intense rainfall over short periods can overwhelm urban drainage systems, often with little lead time. The development of local surface water drainage strategies remains critical in these contexts.
Severe Weather Warning System
The Met Office also leads the National Severe Weather Warning Service, which issues colour-coded alerts to the public and emergency services when weather conditions — including heavy rainfall, snow, or wind — are likely to cause disruption or danger to life. These warnings frequently include a flooding component and are often the first indication of heightened flood risk.
Warnings are underpinned by high-resolution flood modelling and numerical weather prediction models, continuously updated with new data from radar, satellite, and surface observations. This allows forecasters to track weather systems in real time and adjust predictions as conditions evolve.
Climate Change Projections and Strategic Planning
Through the Met Office Hadley Centre, the organisation also plays a vital role in long-term flood risk management by developing climate projections. These inform assessments of future flood vulnerability — particularly from sea level rise and more intense rainfall — and support government policy, national risk registers, local resilience strategies and infrastructure design.
Such modelling forms the scientific basis for documents like the UK Climate Projections (UKCP) and informs the Environment Agency’s Long-Term Investment Scenarios and shoreline management planning. These projections are also used to update national policies such as the Flood and Water Management Act 2010, which guides the responsibilities of key stakeholders including water companies and LLFAs.
UK-Wide Partnerships
While the FFC focuses on England and Wales, the Met Office also works closely with the devolved administrations. In Scotland, for example, it supports the Scottish Flood Forecasting Service, delivered in partnership with the Scottish Environment Protection Agency (SEPA). In Wales, it supports Natural Resources Wales (NRW) in the development of flood alerts, mapping, and adaptation strategies. Similarly, the Met Office contributes to forecasting and emergency planning in Northern Ireland.
The integration of meteorological science and flood hydrology has become increasingly important as flood events grow more frequent and severe. By linking real-time observations, forecasting technology and cross-agency coordination, the Met Office ensures that the UK’s flood risk management system remains agile, evidence-led and future-ready.
