Flood Forecasting Centre vs the Environment Agency: Who Forecasts, Who Warns

The Flood Forecasting Centre forecasts flooding. The Environment Agency warns the public about it. Two organisations, two jobs, and a boundary almost nobody outside the responder community can draw. It matters more than it sounds. A planning condition can hang on which of them your evacuation trigger comes from, and the wrong assumption is the sort of thing a case officer sends back.
This article sets out what the Flood Forecasting Centre (FFC) is, what it produces, who receives it, where its responsibility stops, and how its forecasts reach a flood risk assessment for planning.
The FFC has never issued a warning to a member of the public and is not designed to. Its output goes to responders and government; the public-facing Flood Alerts and Flood Warnings come from the Environment Agency in England and Natural Resources Wales in Wales.
What is the Flood Forecasting Centre (FFC)?
The Flood Forecasting Centre is a joint operation between the Environment Agency and the Met Office, running 24 hours a day from the Met Office headquarters in Exeter. It produces national flood forecasting and guidance for England and Wales, funded by Defra with a contribution from the Welsh Government, and overseen by a joint steering group with an advisory user group of emergency responders.
The point of putting the two organisations in one room is that neither can forecast a flood alone. The Met Office knows what the weather is about to do, and how confident it is in saying so. The Environment Agency knows what happens when that rain lands on a particular catchment, on ground already saturated, upstream of a particular set of defences. Held apart, those are two partial answers. Put together, over a shared desk, they become a forecast a responder can act on.
- A partnership, not an agency. The FFC is a working partnership between the Environment Agency and the Met Office rather than a separate statutory body, and it holds no operational powers of its own.
- England and Wales. Its remit covers both nations. Scotland and Northern Ireland have their own arrangements.
- All four sources at once. It forecasts river, surface water, groundwater and coastal flooding together, which was the reason it was created.
- Twelve hydrometeorologists. The FFC strategic plan for 2025 to 2027 commits to twelve operational hydrometeorologists and six duty managers to hold the 24-hour rota.
Does the FFC issue flood warnings?
No. The FFC issues forecasts and guidance to professionals. Public flood warnings are issued by the Environment Agency in England and by Natural Resources Wales in Wales, through the Check for flooding service and the free flood warning service people sign up to by postcode. The FFC sits behind that, informing it.
The three public messages have fixed published meanings, and they are worth knowing exactly, because they are what a flood warning and evacuation plan actually triggers on.
- Flood alert. "Flooding is possible so you should prepare now."
- Flood warning. "Flooding is expected so you should act now."
- Severe flood warning. "Flooding could cause danger to life and significant disruption to communities."
That distinction has a direct consequence on a planning application. A flood warning and evacuation plan for planning has to name the trigger that starts the plan, the lead time that trigger buys, and the route people take. The trigger is an Environment Agency Flood Warning for a named flood warning area, not an FFC forecast, which the site occupier will never see. Where a site sits outside any flood warning area, there is no trigger to name, and the plan has to be built on something else.
There is also a gap in the warning service that the FFC's own forecasts do not close. The Environment Agency forecasts and warns on rivers, the sea and, in some areas, groundwater. It does not warn on surface water. Its own guidance is blunt about it: "You cannot get flood warnings for surface water flooding (sometimes known as 'flash flooding')." The FFC forecasts surface water flooding every day, and the Environment Agency's national flood risk assessment puts more property in its path than any other source. No public warning follows.
Surface water is now the most widespread source of flood risk in England, with around 4.6 million properties exposed, and it is the one source the public warning service does not cover. That gap is why so much of the FFC's development work points at it.
Why forecasting and warning were split: Pitt Review recommendation 6
The summer 2007 floods killed 13 people, flooded around 55,000 properties and caused roughly £3.2 billion of damage. Emergency services rescued about 7,000 people. Sir Michael Pitt's review reported in June 2008 with 92 recommendations, and found responsibility for flood risk scattered across organisations with nobody owning surface water flooding at all. The Environment Agency and the Met Office should work together, through a joint centre, to improve their technical capability to forecast, model and warn against all sources of flooding.

Two further recommendations shaped what the centre became. Recommendation 34 asked for warnings at a lower probability threshold, to buy preparation time. Recommendation 35 asked for joint warnings and impact information. Both push in the same direction: tell responders earlier, and tell them what the water will do rather than only how much rain will fall.
The FFC opened in 2009. In its first operational year its forecasts gave authorities enough notice to evacuate households a full 36 hours before the water arrived, which is roughly the difference between an orderly departure and a rescue.
What does the FFC produce?
The FFC produces three forecast products, covering lead times that run from a month out to under three hours, and because each is built for a different kind of decision they are complementary rather than alternatives, which is why a responder is expected to read them together rather than picking whichever arrived most recently.

Each product has its own published user guide, covering the Flood Outlook and Rapid Flood Guidance in full. Alongside the three published products, the FFC gives direct technical support during live incidents: situation reports, interpretation for specific sectors, and a seat in the response cells that stand up during a major event. A transport operator asking whether to close a route, or a water company judging when its network will surcharge, gets an answer shaped for that decision rather than a general forecast, which is the practical difference between a national product and a conversation.
How do you read a Flood Guidance Statement?
A Flood Guidance Statement is read as a matrix, not as a headline. Four impact levels (minimal, minor, significant and severe) run against four likelihood bands (very low, low, medium and high). The colour on the map is what those two axes produce together, at local authority scale, for each of the coming five days.
- Start with the colour, but do not stop there. Green is very low risk, yellow low, amber medium, red high. The colour is a product of two judgements, so two amber areas can mean very different things.
- Read the impact level. Severe impact at very low likelihood and minor impact at high likelihood can both land in the middle of the matrix, and they call for entirely different responses.
- Check which source is driving it. The statement covers surface water, river, groundwater and coastal flooding, and the source determines who acts.
- Look at the day. The statement covers five days, with a summary for days six to ten where it is needed, so a red on day four is a planning signal rather than a deployment signal.
- Check the front page for a Rapid Flood Guidance badge. Between May and October, an advisory badge flags days with a heightened risk of rapid flooding, defined as flooding that starts within three hours of the rain.
The statement is the workhorse of UK flood forecasting. It is issued every day by 11:00, and reissued whenever the assessment changes. The 2025 to 2027 plan holds the FFC to delivering 95% of morning statements on time and in full by that hour. The published user guide sets out the matrix in full.
A Flood Guidance Statement is not a forecast of whether it will rain. It is a forecast of what happens to people and property if it does, which is why the impact axis matters as much as the likelihood one.
Who receives FFC guidance, and what do they do with it?
FFC products go to the UK and Welsh governments, to Category 1 and 2 responders under the Civil Contingencies Act, and to the wider responder community across England and Wales, which means the audience is professional throughout. They are not published for general use, although the Flood Guidance Statement is available to anyone who registers for it.
- Environment Agency and Natural Resources Wales. They convert FFC forecasts into the public warnings, and use them to decide when to operate defences and staff incident rooms.
- Lead local flood authorities. They act on the surface water and rainfall elements, which are the sources an LLFA is responsible for under the Flood and Water Management Act 2010.
- Local resilience forums. They use the five-day picture to decide when to convene, and the Rapid Flood Guidance updates to decide where to put people. Lincolnshire's trial of a new warning approach came out of exactly that decision problem.
- Infrastructure operators. Network Rail, National Highways, NHS trusts and electricity distributors use it to close routes, protect assets and stand up contingency arrangements.
- Water companies. Rainfall and surface water forecasts drive their judgements on network capacity and combined sewer overflow risk.
What does FFC forecasting mean for planning and flood risk assessment?
The FFC has no role in the planning system. It does not determine applications, comment on them, or produce flood risk data for planning use. But its work reaches flood risk and drainage in the planning process by two indirect routes, and both are worth understanding before you write a flood risk assessment.
The first is safe access and egress. Where a development relies on people leaving before the water arrives, the assessment has to demonstrate that the warning will come early enough, and that the route stays passable. That argument depends on the Environment Agency's warning service, which in turn depends on FFC forecasting. If the site is not in a flood warning area, the chain has a missing link and the assessment has to say so rather than assume one.
The second is data. Forecasting and flood risk assessment draw on the same rainfall datasets, the same national flood risk mapping and the same terrain data, so they are not separate evidence bases that happen to agree. When forecasting improves, errors in those shared datasets get found and corrected quickly, because a forecast is tested against reality every time it rains. A flood risk assessment is tested only when a planning officer or the Environment Agency reads it. The same pressure is already visible in the May 2026 Flood Map for Planning update, which pushed new surface water climate change extents onto the map used for planning.
The practical consequence is that the evidence bar for a flood risk assessment rises with forecast quality. A residual-risk argument written against the data available in 2026 will be assessed against sharper data by the time a large site reaches reserved matters.
What changes by 2029?
Surface water is the FFC's main development front, and for the first time the timetable is public. The Surface Water Flood Forecasting Improvement Project reported in April 2026 after three years of work, and its recommendations now feed a further three-year programme that is intended to bring new tools into operational use by 2029. - Rapid Flood Guidance is committed to 2028, with full integration into the 24-hour service by March 2027.
- Nowcasting closes the gap. The improvement project tested tools covering the 0 to 6 hour window, where the existing impact model starts at six hours. The trial found the guidance could have been improved on nearly half of the occasions tested.
- Ensemble forecasting moves toward operational use, replacing single deterministic answers with a spread of outcomes and a probability attached to each.
- Artificial intelligence gets a stated strategy rather than ad hoc trials, with a commitment to test at least three machine learning opportunities.
- A digital-first Flood Guidance Statement replaces the PDF, with testing due to complete by March 2026.
The lead-time targets are the ones to watch: a consistent three days for significant flooding, and two days for surface water flooding. Surface water is the source that gives least warning and affects most property, and rainfall intensity is still rising, so a reliable two-day signal would be a material change.

Is it the FFC or the FCC?
FFC, for Flood Forecasting Centre. FCC is a common misspelling, helped along by the Federal Communications Commission in the United States, and the American spelling "flood forecasting center" turns up for much the same reason. The UK organisation is always the FFC, and its guidance is published under that abbreviation on GOV.UK. If you searched for the FCC and arrived here, you wanted the right organisation under the wrong initials.
Can I see the Flood Guidance Statement if I am not an emergency responder?
Yes. The statement is written for responders, but registration is open and the FFC publishes a user guide explaining the matrix. What you cannot get from it is a property-level answer, because it forecasts at local authority scale. For a site-specific picture you need the flood risk map by postcode and, for anything that matters, a site-specific assessment.
Does the FFC cover Scotland and Northern Ireland?
No. Its remit is England and Wales. Scotland is served by the Scottish Flood Forecasting Service, a partnership between the Scottish Environment Protection Agency and the Met Office, and Northern Ireland has separate arrangements. The FFC does work with the devolved administrations on shared standards.
Does the FFC forecast sewer flooding or reservoir failure?
No. It covers river, surface water, groundwater and coastal flooding. Sewer flooding is the water company's responsibility, and reservoir inundation is handled through separate reservoir safety arrangements under the Reservoirs Act, although heavy rainfall forecasts feed into the judgements made under both. Does an FFC forecast change my property's flood zone?
No. Flood zones come from the Environment Agency's Flood Map for Planning and are not affected by any forecast. Forecasting and mapping are separate systems, though improvements to one increasingly expose errors in the other, which is why a map that looked settled five years ago is worth re-checking before you rely on it in an application.
