A flood risk assessment for planning is a report that examines how flooding could affect a specific site and how the proposed development responds to it. It is a material consideration in the planning decision: the case officer, and often the Environment Agency, use it to judge whether the scheme can be built and used safely without pushing flood risk onto anyone else. It is prepared under the NPPF and the government's Planning Practice Guidance, and it is specific to your site and your proposal rather than a general statement about the area.
An assessment is not the same as an automated conveyancing flood search, and in Wales the equivalent report is a Flood Consequence Assessment prepared under TAN15. A good report reads the detailed Environment Agency data behind the headline map, weighs every relevant source of flooding, and sets out mitigation the authority can accept.
When is a flood risk assessment required for a planning application?
Under policy F4, a site-specific flood risk assessment should accompany all development in Flood Zones 2, 3a and 3b. In Flood Zone 1 it is required where the site is one hectare or more, where the Environment Agency has identified critical drainage problems, or where the strategic flood risk assessment or the Flood Map for Planning shows the land at risk from any source, now or in the future. Because that map now displays surface water and its climate change extents, sites that once looked clear can fall within scope. The decision flow below follows the F4 test.

Flood zones explained
The Environment Agency's Flood Map for Planning divides England into flood zones by the annual probability of flooding from rivers and the sea, and Annex F of the NPPF now sets out those definitions inside the Framework, including the split between Zones 3a and 3b that the public map does not show. The zones describe areas, not individual buildings, and they are drawn ignoring any flood defences, so a well-defended site can still sit in Zone 3.

Which flood risk report do you actually need?
A flood risk assessment for planning in England is one of several related reports, and applications sometimes stall because the wrong one was commissioned. If your situation is not an English planning application, one of the following is likely to be the right starting point.
- Building in Wales? You need a Flood Consequence Assessment under TAN15, reviewed by Natural Resources Wales, not an English FRA.
- Told to pass the sequential or exception test? That is a separate piece of reasoning — see our sequential and exception test reports.

What a flood risk assessment for planning must cover
An assessment has to look at every way water could reach the site and show that the finished development, and the people using it, stay safe for the building's lifetime. The planning system assumes a residential scheme has a hundred-year design life, so the report considers future risk with climate change, not just the position today. Under policy F7 the report must also show that the development does not increase flood risk anywhere else and that occupiers, users and visitors are not put at risk.
- All sources of flooding: rivers and the sea, surface water, groundwater, sewers and reservoirs or other artificial sources, not just the one shown on the headline map.
- Climate change allowances: the Environment Agency's climate change allowances applied to the relevant epoch, so the assessment reflects future as well as present risk.
- Finished floor levels and mitigation: setting floor levels above the design flood level, resilient construction below that, and safe access and escape where needed.
- No risk displaced elsewhere: demonstrating, with compensatory storage where required, that the scheme does not raise flood risk on neighbouring land.
- Sustainable drainage: surface water managed to the 2025 National Standards under policy F8, with a SuDS statement where drainage on or around the site is affected.
The mitigation is where an experienced consultant earns their fee: our reports set floor levels, access routes and drainage against the actual site levels and the modelled flood level, rather than repeating policy back at the council. The climate change allowances and the 2025 national SuDS standards both feed directly into how a scheme is designed.
How the NPPF shapes your flood risk assessment
Flood risk in the English planning system is governed by the National Planning Policy Framework and its Planning Practice Guidance. The Framework sets out the flood and drainage rules in Chapter 18, policies F1 to F9, with the flood zone definitions and the vulnerability tables in Annex F. Four of those policies decide what your assessment has to demonstrate.
- Whether you need an assessment (policy F4). A site-specific FRA is required for all development in Flood Zones 2, 3a and 3b, and in Flood Zone 1 where the site is one hectare or more, in an Environment Agency critical drainage area, or shown at risk from any source, including surface water, now or in future.
- Whether the sequential test applies (policy F5). A site at risk of surface water flooding only can be exempt from the test where the assessment shows clearly that layout, design and mitigation keep people safe for the development's lifetime without increasing risk elsewhere. The FRA is the document that earns that exemption.
- Whether the exception test applies (policy F6). Confined to river and sea flooding, it must show wider sustainability benefits, lifetime safety and no increase in flood risk elsewhere, and incompatible uses in the wrong zone are refused rather than weighed.
- How surface water is drained (policy F8). Sustainable drainage must be designed to the 2025 National Standards for Sustainable Drainage Systems, with a SuDS statement where drainage on or around the site is affected.

Vulnerability and the flood zones: what can go where
Whether a use is acceptable in a given zone, and whether it needs the exception test, depends on its vulnerability classification. Annex F of the NPPF sets out that compatibility table, and it states outright that incompatible uses should be refused. What's in an Unda flood risk assessment report
Every report is written to the standard the local planning authority and the Environment Agency expect, scaled to the actual risk rather than padded to look thorough. A straightforward Zone 1 site needs far less than a Zone 3 site beside a main river, and we scope each one to what the case officer will actually ask for.
- Site and planning context: the proposal, its vulnerability classification, and the relevant local and national policy, including the strategic flood risk assessment.
- Flood risk from every source: interpreted Environment Agency data in line with its flood risk standing advice, modelled levels where they exist, and the historic record, with a dataset suitability appraisal.
- Climate change and lifetime safety: the risk assessed with the appropriate allowances over the development's design life.
- Mitigation and design: finished floor levels, resilient construction, safe access and escape, and compensatory storage where needed.
- Drainage and off-site effects: a surface water position to the national standards and a clear demonstration that risk is not increased elsewhere.
- A clear conclusion: a plain statement of how the scheme complies with the NPPF, written so the officer can rely on it.
How flood risk affects a planning decision
Flood risk is a gatekeeper issue: get the evidence wrong and it can delay or sink an otherwise sound application. Under the NPPF the safety and exception tests are worded so that non-compliant schemes should be refused, which raises the cost of a weak first submission. The Environment Agency is a statutory consultee for river and sea flooding, and a sustained EA objection is one of the surest routes to refusal or a call-in.
A well-scoped assessment that answers the policy the first time is almost always cheaper than a thin report that comes back from the authority and restarts the clock.
The scale of the issue is why authorities scrutinise it. The Environment Agency responded to more than 9,600 planning consultations flagging flood risk in 2024 to 2025 against a 21-day statutory target, and Aviva's research found roughly one in nine new homes is built in an area of medium or high flood risk. Since April 2026, appeal rules also make it harder to fix weak flood evidence after the original decision, so the submission needs to be right when it lands.
What a flood risk assessment for planning costs
There is no honest flat price for a flood risk assessment, because the cost follows the scope. A desktop screening for a low-risk Zone 1 site is a very different piece of work from a Zone 3 assessment that needs hydraulic modelling of a watercourse, and quoting the same figure for both would mean over-charging one and under-serving the other. Can a planning application be refused because of flood risk?
Yes. The new NPPF is worded so that incompatible development in the wrong flood zone should be refused, and a sustained Environment Agency objection is one of the most common reasons applications fail. A properly scoped assessment that meets the safety and, where needed, exception tests is what keeps flood risk from becoming a reason for refusal.

What is a site-specific flood risk assessment?
A site-specific flood risk assessment is one prepared for your particular site and proposal, using the actual ground levels, modelled flood levels and local data, rather than a generic statement about the area. Policy F4 requires the assessment to be appropriate to the scale, nature and location of the development, which is exactly the proportionate approach we take.
Does a flood risk assessment need to account for climate change?
Yes. The assessment applies the Environment Agency's climate change allowances over the development's design life, which for a residential scheme the planning system assumes is a hundred years. That is why a site can be safe today but still need mitigation for the future risk the allowances project.
What is the difference between a flood risk assessment and a flood consequence assessment?
A flood risk assessment is the English report, prepared under the NPPF and reviewed with the Environment Agency. A flood consequence assessment is the Welsh equivalent, prepared under TAN15 and reviewed by Natural Resources Wales, and it emphasises the consequences of flooding rather than probability. If your site is in Wales, you need the FCA.
