Flooding is often associated with rivers overflowing their banks, and this is known as fluvial flooding, sometimes referred to as river flooding.

Fluvial flooding occurs when the volume of water flowing through a river channel exceeds its capacity. When this happens, water spills out of the channel and spreads across the surrounding floodplain or nearby land.

River flooding is one of the most well-known sources of flood risk in the UK and has historically caused many of the country’s most significant flood events. Understanding fluvial flooding is important for property owners, developers and planning professionals, particularly in areas located close to rivers or watercourses.

How Fluvial Flooding Happens

Fluvial flooding occurs when rivers receive more water than their channels can safely convey.

Under normal conditions, rainfall falling within a river catchment drains into streams and rivers before flowing downstream to larger rivers, estuaries or the sea. During periods of prolonged or intense rainfall, however, the volume of water entering a river system can increase significantly.

When river flows exceed channel capacity, water may:

  • overtop riverbanks
  • spill into surrounding floodplains
  • inundate nearby land and property

Fluvial flooding can develop relatively slowly compared with other types of flooding. Water levels may rise gradually following sustained rainfall across a catchment, sometimes over several hours or days.

Several factors influence the likelihood and severity of river flooding, including catchment size, rainfall intensity, soil conditions and the capacity of river channels.

Where Fluvial Flooding Occurs in the UK

Fluvial flooding is typically associated with river valleys and floodplains, where land adjacent to rivers naturally stores excess water during periods of high flow.

Common locations affected by river flooding include:

Floodplains

Floodplains are low-lying areas next to rivers that are naturally prone to flooding. These areas play an important role in storing excess water during high flows.

Settlements near rivers

Many towns and cities in the UK developed historically along rivers because of trade, water supply and transport. As a result, some communities are located within areas that may be affected by river flooding.

Downstream catchments

Water from rainfall across an entire river catchment eventually flows downstream, meaning flood risk may increase further along the river system.

Constrained river channels

Where river channels are restricted by infrastructure, bridges or urban development, water levels may rise more quickly during flood events.

Because of these factors, river flooding is often concentrated within defined floodplain areas, although severe events can extend beyond these zones.

How River Flood Risk Is Mapped

In England, flood risk from rivers is mapped nationally by the Environment Agency.

The government’s Flood Map for Planning service identifies areas that may be affected by flooding from rivers and the sea and is used within the planning system to determine whether development proposals require a Flood Risk Assessment (FRA).

River flood risk is categorised through Flood Zones, which indicate the probability of flooding:

  • Flood Zone 3 – land with a high probability of river flooding
  • Flood Zone 2 – land with a medium probability of flooding
  • Flood Zone 1 – land with a low probability of flooding

These zones are based on modelling of river flows and floodplain behaviour.

National datasets, including the updated National Flood Risk Assessment (NaFRA2), provide a broader national picture of flood risk from rivers, the sea and surface water.

Flood mapping is intended as a screening tool rather than a precise prediction of flooding at individual properties. Site-specific flood risk must usually be assessed through more detailed modelling and analysis.

Local authorities may also provide more detailed flood risk information through Strategic Flood Risk Assessments (SFRAs).

Fluvial Flooding and Planning Applications

River flooding is a key consideration within the planning system.

National planning policy requires development proposals to consider flood risk and apply the Sequential Test, which seeks to steer development away from areas at the highest risk of flooding.

Where development is proposed in areas affected by river flooding, a Flood Risk Assessment is usually required to demonstrate that the development will be safe and will not increase flood risk elsewhere.

Typical mitigation measures for fluvial flood risk may include:

  • setting finished floor levels above predicted flood levels
  • providing flood compensation storage where floodplain is affected
  • designing safe access and egress routes during flood events
  • incorporating flood resilience measures into building design

Flood risk assessments often involve hydraulic modelling to understand flood levels, flood extents and potential impacts on development sites.
