1817 and the recorded storm record

Formal accounts of severe flooding in Looe stretch back at least to 1817, when storms and flooding caused significant structural damage to the town. The 19th and early 20th centuries brought repeated episodes of harbour inundation, wave overtopping and river flooding that periodically halted trade and damaged properties along both quays. The modern flood record

In recent decades the documented record is both more detailed and increasingly alarming. Key events include:

  • December 2012. A significant coastal surge event flooded approximately 30 homes in Looe. The combination of a high spring tide and strong onshore winds pushed water across the quay and into residential streets on both sides of the estuary.
  • 14 February 2014 — the Valentine's Day flood. One of the most widely reported events in Looe's recent history. The historic Banjo Pier was damaged by wave action. Shops and homes along both quays were inundated under around a foot of water, roads became impassable, and the coastal railway — Looe's only rail connection — was flooded and temporarily closed. The town centre was effectively cut off for several hours.
  • Recurring high tides, 2019–2022. Multiple events in this period caused water to flow across The Quay and into Fore Street, with road closures and flooding of ground-floor businesses becoming an increasingly routine occurrence during winter months.
  • March 2023. At a single high tide event in March 2023, 17 properties in Looe were flooded — a reminder that even without an exceptional storm, the combination of a large spring tide and modest swell is enough to inundate significant numbers of properties in the current flood zone.

Environment Agency Flood Zones in Looe

Flood Zone 3 — highest risk

The tidal estuary floor and the quayside areas on both sides of the river — The Quay in East Looe, The Quay in West Looe, Fore Street, The Strand and the harbour front — fall within Flood Zone 3. This is the Environment Agency's highest-risk category, defined as land with a greater than 1-in-100 annual probability of flooding from rivers and sea (or a greater than 1-in-200 probability from the sea). In practical planning terms, Flood Zone 3 is the zone where national planning policy applies its most stringent requirements: only certain types of development are considered acceptable, and a site-specific flood risk assessment is required for almost all applications.

Flood Zone 2 — medium probability

The margins of the flood zone — land at slightly higher elevation that is nonetheless at risk during significant or extreme events — falls within Flood Zone 2. This is land with a 1-in-100 to 1-in-1,000 annual probability of river flooding, or 1-in-200 to 1-in-1,000 from the sea. Development in Flood Zone 2 requires a flood risk assessment and must pass the Sequential Test. The Rivers Looe and Seaton flood alert area

Because Looe's estuary responds rapidly to tidal and rainfall conditions, the gap between an alert and actual flood water reaching the quay can be very short. Surface water risk

When Do You Need a Flood Risk Assessment in Looe?

The National Planning Policy Framework (NPPF) sets out when a flood risk assessment is required. In a town like Looe, where significant parts of the built area sit in Flood Zone 3, the threshold is low — and Cornwall Council, as both the local planning authority (LPA) and Lead Local Flood Authority (LLFA), applies the policy rigorously.

NPPF requirements

  • All development in Flood Zone 3. Any planning application on land within Flood Zone 3 requires a site-specific flood risk assessment, regardless of the scale or nature of the proposal. There is no de minimis threshold in Zone 3.

The Sequential and Exception Tests

Development in Flood Zone 3, and in some cases Flood Zone 2, must also pass the Sequential Test before Cornwall Council can grant permission. The Sequential Test requires the applicant to demonstrate that there is no reasonably available alternative site at lower flood risk that could accommodate the proposed development. Where the Sequential Test cannot be passed, development can only proceed if it also passes the Exception Test — demonstrating that wider sustainability benefits outweigh flood risk and that the development will be safe for its lifetime.

A proposed tidal barrier for the estuary

Cornwall Council has been developing proposals for a major flood defence scheme for Looe centred on a tidal barrier across the estuary. The scheme, with an estimated cost in the range of £60 to £70 million, would be designed to prevent tidal water from backing up the estuary and flooding the town centre during high tides and storm events. If built, it would be one of the most significant pieces of flood infrastructure in the South West, reflecting the exceptional severity and frequency of flooding that Looe experiences.

The scale of the flood zone change that the scheme is intended to address is striking. Climate projections prepared for Cornwall Council show that the area regularly inundated by tidal flooding could grow from approximately 2.5 hectares at present to around 16 hectares over the next century as sea levels rise — a sixfold expansion, and one that would place the GP surgery, the police station, the fire station, the town's food stores, the fish market and the A387 trunk road within the regularly flooded zone without intervention.

What this means for current planning applications

Until the Looe Flood Defence Scheme is formally consented and constructed, the flood zones remain as mapped. A flood risk assessment in Looe today must be prepared on the basis of existing conditions — the proposed barrier cannot be assumed or relied upon, and Cornwall Council cannot grant planning permission on the basis that future defences will manage risk that currently exists.

Future flood defences are a material consideration once formally adopted, but they cannot substitute for a site-specific assessment of present-day risk. Applications in Looe's flood zone must demonstrate safety now, not in anticipation of works that have not yet been built.

Streets and Areas of Looe Most Affected by Flooding

The A387 — Looe's primary road connection — passes through a low-lying section susceptible to flooding, periodically severing road access to the town. The railway station and the Looe Valley Line are at tidal level and have been closed by flooding on a number of occasions, including the Valentine's Day event in 2014.
