Do you need a flood risk assessment in Penzance?

Penzance floods from three directions. Mount’s Bay drives tidal and wave overtopping along the promenade, the harbour and the seafront roads; short, steep streams — the Larrigan River, the Chyandour Brook and, in Newlyn, the Newlyn Coombe River — rise within hours of heavy rain; and surface water overwhelms the drains in the low-lying town centre. Surface water is now the most widespread source of flood risk in England, and in a tightly drained seafront town like Penzance it is often the issue that decides whether an application is approved. The Chyandour Brook is a good example of why local detail matters: it rises on the Penwith moors above Madron, runs down through Heamoor and the Treneere estate to reach Mount’s Bay at Chyandour, and the Environment Agency places much of the ground around its lower reaches in Flood Zone 3, the highest-probability band — a constraint a national desk study can miss entirely.

The Penzance Critical Drainage Area

A Critical Drainage Area is a place with recognised surface-water drainage problems, notified to the local planning authority by the Environment Agency. Penzance is one of Cornwall Council’s designated Critical Drainage Areas. Inside it, Cornwall Council expects new development to reduce flood risk downstream rather than leave it unchanged, so the bar is betterment, not a neutral impact.

  • Betterment, not neutrality. A scheme in the Penzance CDA has to show it lowers flood risk downstream, typically by holding runoff below greenfield rates and adding storage — a stricter test than the usual “no worse than before”.
  • It can apply in Flood Zone 1. Being clear of the tidal and river floodplain does not exempt a CDA site; surface water and drainage are assessed in their own right.
  • Householder and minor schemes too. Cornwall Council asks even small extensions in a Critical Drainage Area, or in Flood Zones 2 and 3, to complete its householder and minor-extension flood risk process.
  • Check the boundary early. CDA limits come from Cornwall Council’s mapping, not the national flood maps, so confirm whether your site is in or out before the layout is fixed — getting ahead of it avoids an LLFA drainage objection that stalls determination.

A history of flooding in Penzance

Penzance’s flood record is part of why Cornwall Council scrutinises development here so closely, and why an assessment in the town has to be evidence-led rather than generic. The seafront in particular has been hit hard and often, and each event reshaped the defences a developer now designs around.

  • February 2014 — the Promenade storms. A run of Atlantic storms threw rock-armour boulders weighing up to around ten tonnes onto the Promenade, smashing paving, railings and concrete. Cornwall Council’s contractor winched some 280 granite boulders back into place in 2015 to reinstate the sea defence.
  • Chyandour Brook, 2002–2014. Cornwall Council records repeated significant flooding from the Chyandour Brook across this period, the reason much of its lower valley sits in Flood Zone 3.
  • Newlyn Coombe River, January 2022. The Environment Agency gauge on the Newlyn Coombe recorded its highest level on 8 January 2022, with riverside roads — The Strand, The Coombe and Tolcarne — among those at risk.
  • Storm Chandra, January 2026. Prolonged rain and an easterly storm battered the Penzance and Newlyn seafront and flooded Western Promenade Road — a reminder the risk is current, not historic, which we cover in our Storm Chandra report.
  • The wider Penwith picture. Flash flooding at nearby Coverack and, further along the coast, the catastrophic 2004 Boscastle flood show how fast West Cornwall’s steep catchments respond to intense rain.

No defence removes flood risk entirely, so a site behind the Penzance seafront or the harbour wall can still sit in a flood zone and must be assessed for the risk that remains if a barrier is overtopped or fails. The Promenade — Cornwall’s only Victorian promenade — has been the subject of major repair and a wider coastal-protection and regeneration scheme, but the residual risk behind it is exactly what a flood risk assessment has to quantify.

Cornwall Local Plan Policy 26 (Flood Risk Management and Coastal Change) requires development to avoid flood-risk areas in the first instance, to be consistent with the Shoreline Management Plan, and to decrease surface-water runoff — particularly in Critical Drainage Areas like Penzance — through sustainable drainage. The Climate Emergency Development Plan Document goes further: Policy CC4 expects SuDS to control surface water as close to source as possible and to be visible, multifunctional and biodiverse, with non-buried systems prioritised in town centres and redevelopment. National policy is set out in the NPPF and its Planning Practice Guidance, and where a higher-risk site is involved the Sequential and Exception Tests apply.

SuDS, ground conditions and groundwater in Penzance

Cornwall Council publishes a detailed SuDS for Cornwall guidance suite that a drainage strategy has to engage with directly, and it is more prescriptive than many counties’. Getting ahead of it is the surest way to avoid a drainage objection — and in Penzance the ground itself is often the constraint.

  • The drainage hierarchy. Discharge must follow the SuDS hierarchy — reuse or infiltrate first, then to a watercourse, then a surface-water sewer, with the combined sewer a last resort — in line with the four pillars of SuDS.
  • Infiltration on granite and killas. West Penwith’s granite and the slates (“killas”) around Penzance are largely low-permeability, so soakaways frequently fail a BRE 365 infiltration test and an alternative discharge route has to be ready.   • Mining legacy. Tin and copper mining around Penzance left made ground, shafts and altered groundwater pathways that can surface as flooding or undermine soakaway assumptions.
  • Groundwater monitoring. Where infiltration is proposed, Cornwall’s LLFA may expect a season of groundwater monitoring — data that takes months to gather, so it pays to start early. Where it is a genuine constraint, groundwater is assessed within the flood risk assessment.
  • Ordinary watercourse consent. Works to culvert, divert or build over an ordinary watercourse such as the Larrigan or Chyandour need land drainage consent from Cornwall Council, on top of any SuDS approval — a common riparian responsibility.

On Penzance’s granite and killas, assuming a soakaway will work is the single most common drainage mistake — the ground often will not take the water, and the strategy has to prove a realistic discharge route from the outset.
