Hillingdon expects applicants to work down the SuDS hierarchy — reusing and storing water first, then infiltrating, then discharging to a watercourse, and only using the sewer as a last resort — using a mix of options such as permeable paving, swales, attenuation ponds and green roofs where they fit the site, rather than defaulting to a single below-ground tank. Where the most sustainable option genuinely can't be used, the council expects that to be justified, not assumed. Even small householder schemes are expected to help: hard surfacing should be permeable, and downpipes connected to soakaways rather than the combined sewer.

Policy DMEI 9 — management of flood risk
Policy DMEI 9 requires a flood risk assessment for any Hillingdon development proposed in Flood Zone 2 or Flood Zone 3, and rules out development in the functional floodplain (Zone 3b) except in defined, limited circumstances. The policy singles out surface water as the flood risk that matters most across the borough, tying it back to the Critical Drainage Areas identified in Hillingdon's Surface Water Management Plan — so a Hillingdon FRA needs to engage properly with surface water risk, not just the Colne, Pinn and Frays.
Policy DMEI 10 — water management, efficiency and quality
Policy DMEI 10 is Hillingdon's operative drainage policy. The emerging Local Plan review
Hillingdon is reviewing its Local Plan. A "call for views" under Regulation 18 closed in June 2024, and a revised timetable — agreed by Full Council in January 2026 — points to scoping through 2026, a draft plan later that year, and submission in 2027. The West London Strategic Flood Risk Assessment
Hillingdon doesn't hold its own Strategic Flood Risk Assessment. Instead, it shares a joint West London Strategic Flood Risk Assessment with Barnet, Brent, Ealing, Harrow and Hounslow, published by Metis Consultants in March 2018 with an accompanying Level 2 screening exercise.
