Why Pevensey Bay floods: the sea, the shingle and Flood Zone 3

Flood risk in Pevensey Bay is overwhelmingly tidal. The village sits at the seaward edge of a drained coastal marsh where the ground lies close to, and in places below, the level of a high spring tide. The Environment Agency lists this coast in its named Eastbourne and Pevensey Bay flood risk area, and a sound assessment reads three sources together — the sea, surface water and groundwater — because on this shore they interact.

Tidal and coastal flooding

Behind the beach the ground falls away into roughly 50 square kilometres of low-lying land between Eastbourne and Bexhill that stays dry only because of the sea defences. During a surge, the Environment Agency expects beach-top properties along The Parade, the Promenade, Beachlands and Normans Bay to flood for around two hours either side of high water — the trigger for its Pevensey seafront flood warning area. For any site here, the tidal case is the heart of the assessment: today's still-water and wave levels, an allowance for more than a metre of sea-level rise this century, safe access and egress, and finished floor levels set against the residual risk.

Surface water and the ground behind the beach

Away from the shore, the flat, slowly-draining marsh means surface water has nowhere quick to go. New hard surfaces can raise run-off sharply unless a scheme stores and releases water at a controlled rate. A drainage strategy here works down the SuDS hierarchy and, because the ground is often unsuitable for soakaways, usually leans on attenuation and a limited discharge rather than infiltration.

Groundwater and ground conditions

The reclaimed marsh carries a high water table that rises and falls with the tide and the season. It does not show on the Flood Map for Planning, yet it decides whether a soakaway will ever work and how deep a foundation can safely go. The Pevensey Bay sea defences and what they mean for your site

The defences are the single most important fact about flood risk in Pevensey Bay, and they cut both ways: they are why the village is habitable, and why every site here still sits in a high-risk flood zone. The 8.5km frontage is a managed shingle barrier, held to its design profile by continually recycling and recharging beach material.

From 2000 to 2025 the beach was maintained by Pevensey Coastal Defence Limited under a 25-year Environment Agency contract — the world's first sea-defence public-private partnership — which began by importing around 200,000 cubic metres of shingle from Hastings and Littlehampton and then recycled it along the frontage year on year. In 2025 management returned to the Environment Agency, with a short-term programme (2025–2027) keeping the frontage to standard while the longer Pevensey Bay to Eastbourne Coastal Management Scheme is developed.

  • Roughly a 1-in-400-year standard. The beach is designed to hold, without a breach, against a storm with about a 0.25% chance of occurring in any given year.
  • Over 3,000 homes and businesses. Protected by the current frontage works, with the wider scheme aiming to safeguard up to 18,000 properties over the next century.
  • Protection by maintenance. The standard depends on the beach being recharged and reprofiled continually — a September 2025 replenishment is part of that cycle.
  • Residual risk remains. Because the maps show risk as if the defences were not there, a defended Pevensey Bay site stays in Flood Zone 3 — which is exactly the point a good assessment addresses.

This is why a Pevensey Bay assessment turns on residual flood risk — the flooding that could still occur if the barrier were overtopped or breached, or if a tide arrived larger than the one the scheme was built for. A history of flooding in Pevensey Bay

The clearest lesson on this coast is the great North Sea flood of 31 January to 1 February 1953, when a storm surge overwhelmed sea defences along the east and south coasts and inundated low ground behind them, Pevensey's marshes among the areas at risk. The disaster led directly to the Waverley Committee and the national storm-tide warning service that still forecasts surges for this shore today. The threat has not gone away: as recently as 8 April 2024 the Environment Agency issued a flood warning for the Pevensey seafront when a higher-than-normal tide met Force 7 south-westerly winds and large waves.

  • 1953. The North Sea flood swept the east and south coasts, prompting the storm-tide warning system that protects the Pevensey shore today.

Planning and drainage policy for a flood risk assessment in Pevensey Bay

Development in Pevensey Bay answers to three bodies. Wealden District Council is the planning authority and applies its Local Plan, which steers development away from Flood Zones 2 and 3 and refuses schemes that would raise flood risk elsewhere or leave occupants unsafe. East Sussex County Council is the Lead Local Flood Authority for surface water, groundwater and ordinary watercourses, and a statutory consultee on drainage. What a flood risk assessment in Pevensey Bay has to show

An assessment for a defended tidal site has a heavier burden of proof than one inland. It has to demonstrate the development is safe for its whole lifetime, allowing for climate change, without increasing flood risk anywhere else — and it has to do that on the basis of what happens if the beach is tested, not merely that it exists.
