Where flood risk comes from in Eastbourne: the coast, the levels, surface water and groundwater

No single source defines flood risk in Eastbourne. The tidal coast and the Sovereign Harbour frontage bring sea flooding; the Willingdon and Pevensey Levels behind the town sit below high-tide level; intense rain overwhelms the Victorian sewers in the built-up neighbourhoods; and the chalk of the South Downs and the clay of the coastal plain bring groundwater. Most sites here face more than one at once.

There is no large river running through Eastbourne, which catches some applicants out — the risk is not a single floodplain but a combination of the sea, the low-lying levels and the way water moves across an almost flat town with limited natural drainage. Knowing which source governs a particular site is the first job of any flood risk assessment, because it decides what data, modelling and mitigation the assessment needs.

Tidal and coastal flooding

The sea is the defining flood risk in Eastbourne. The whole frontage, from the chalk cliffs at Holywell round the pier and the seafront to Sovereign Harbour and the Crumbles, sits behind defences, and the Environment Agency identifies the coast here as the "Eastbourne and Pevensey Bay" flood risk area for rivers and the sea. Tidal flooding reaches inland across the low-lying levels rather than up a river valley, and with sea levels projected to rise by more than a metre over the next century, a defended coastal site needs an assessment that looks honestly at the residual risk if a defence is overtopped or breached.

The Willingdon and Pevensey Levels and Eastbourne Park

Behind the town, the ground falls to the Willingdon Levels and the wider Pevensey Levels — reclaimed marsh that lies at or below the level of a high spring tide and stays dry only because of the sea defences and a network of pumped drainage. At the heart of this sits Eastbourne Park, a large area of undeveloped low-lying land that doubles as the town's flood storage, holding back surface water from the Willingdon Levels catchment before it is discharged to the sea. Much of it is mapped as functional floodplain (Flood Zone 3b), where the Local Plan resists new building, and any scheme in the catchment has to show it will not increase the volume of water reaching the Eastbourne Park storage.

Surface water flooding

Surface water is now the most widespread flood risk in England, and Eastbourne has its own designated surface water flood risk area. Rain running off the Downs meets an almost flat, heavily built town drained by ageing Victorian sewers that were never sized for today's development or rainfall, and in places sit beneath buildings. The result is repeated surface water flooding in Hampden Park, Roselands, the Old Town and the town centre. Since the 2025 Planning Practice Guidance update, surface water shown on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.

Groundwater and sewer flooding

The geology of Eastbourne makes groundwater a genuine constraint. The chalk of the South Downs forms a major aquifer that can saturate and flood low ground after a wet winter, while the clay and alluvium of the coastal plain hold a high water table that rises close to the surface across the levels. Groundwater appears on no national flood map, can persist for weeks, and undermines the infiltration assumptions behind soakaways. A history of flooding in Eastbourne

Dated flood events are the clearest test of how a place really behaves, and they are why the authorities here scrutinise development so closely. A flood risk assessment in Eastbourne has to treat this recorded history as evidence, not background colour.

  • A coast shaped by the sea. Flood defences protecting Eastbourne

Eastbourne exists in its present form because of its defences, and those defences change what a development near them has to prove. A sea wall, a lock gate or a flood storage area reduces the chance of flooding, but it never removes it, and planning policy still expects the residual risk to be assessed.

  • The Pevensey Bay to Eastbourne Coastal Management Scheme. This Environment Agency scheme manages around 15 km of frontage from Holywell, west of Eastbourne, to Cooden Beach, and is designed to better protect roughly 10,000 homes, businesses and infrastructure over the next century, bringing the whole flood cell under one managed approach from 2027.
  • Sovereign Harbour's sea locks. The marina was built on the former shingle of the Crumbles and opened in 1993; its twin sea locks manage tidal differences of up to about 7.4 metres, keeping the inner harbour and the homes around it safe while allowing access, backed by a rock revetment and shingle replenishment.
  • Eastbourne Park flood storage. The low-lying land behind the town holds back surface water from the Willingdon Levels catchment and releases it in a controlled way, which is why protecting that storage capacity is written into local planning policy.

The catch for developers is the one we set out in residual flood risk and why a site stays in a flood zone after defences are built: the Flood Map for Planning is drawn as if the defences are not there, so a defended site behind the seafront or the Sovereign Harbour locks can still sit in Flood Zone 3. Climate change makes this sharper still, which is why an assessment applies the Environment Agency's allowances over the development's whole lifetime.

The local evidence base is the Eastbourne and South Wealden Strategic Flood Risk Assessment, refreshed in 2025 and signed off by the Environment Agency and East Sussex County Council, which maps the flood zones, the surface water risk and the climate allowances and underpins the Sequential Test on windfall sites. Where a higher-risk site is involved, the right vulnerability classification has to be argued, and on drainage the four pillars of SuDS shape what the county council will accept — including a minimum 5 metre buffer from the top of bank of an ordinary watercourse and at least 10 metres between a soakaway base and the maximum winter groundwater level.
