The River Pinn is one of north-west London’s most built-around rivers, and that is a large part of why it floods. It rises on Harrow Weald and runs 17 kilometres through Pinner, Eastcote, Ruislip, Ickenham and Uxbridge before joining the Frays River near Yiewsley, and for most of that journey it is boxed in by housing, roads and hard standing. Rain runs off those surfaces and reaches the channel fast, so the river rises sharply and spills onto low ground and back streets within hours of a downpour. On 22–23 September 2024, after around 48 millimetres of rain fell in a single afternoon, the London Borough of Hillingdon logged 172 flood incidents across the Pinn catchment — worst-hit were Ickenham and Ruislip, and some residents were still in temporary accommodation months later.

Why does the River Pinn flood?

The River Pinn floods because of what sits on top of its catchment. It drains one of the most thoroughly urbanised corners of north-west London, where the fields that once slowed rainfall have long since become housing, roads, driveways and car parks. Water that would once have soaked away now runs straight off those hard surfaces and into the channel, so the river fills quickly, peaks hard and falls away just as fast. Hydrologists call a river that behaves like this “flashy”, and the Pinn — narrow, shallow and hemmed in by development for most of its length — is a textbook example.

The river rises on Harrow Weald, at around 120 metres above sea level, and runs roughly 17 kilometres south and west through Pinner, Hatch End, Eastcote, Ruislip, Ickenham, Uxbridge and Cowley before joining the Frays River — an arm of the River Colne — near Yiewsley. That makes the Pinn part of the wider Colne system, which drains on to the Thames. Along the way it gathers the Woodridings Stream above Pinner, Cannon Brook at Ruislip and a network of minor ditches, each adding its own quick pulse of runoff to the main channel. Where the river has been narrowed, straightened or culverted to make room for development, the water has even less room to spread, and pinch points back up during heavy rain.

  • An urban catchment that sheds rain. Extensive roofs, roads and paving generate rapid runoff, giving the Pinn a fast-rising, sharply peaking flood response.
  • Tributaries that concentrate the flow. The Woodridings Stream, Cannon Brook and a web of ditches feed the main channel, so several sub-catchments can peak together.
  • Three gauged reaches. The Environment Agency records levels at Pinner (Eastcote Road), Ruislip and Uxbridge — the reaches where flooding bites hardest.
  • Culverts and pinch points. Long culverted and straightened sections through the suburbs restrict the channel and can back water up when the river is high.

A history of flooding on the River Pinn

The Pinn’s flood record is a long one, written mostly in surface-water and out-of-bank flooding through the suburbs it runs behind. The most serious recent event came on 22–23 September 2024, when an intense band of rain crossed north-west London. A rain gauge at nearby RAF Northolt recorded around 48 millimetres in about eleven hours, with almost 11 millimetres in a single fifteen-minute burst, and the Met Office ran an amber warning through much of the 23rd. The London Borough of Hillingdon, as Lead Local Flood Authority, opened a formal investigation under Section 19 of the Flood and Water Management Act 2010 and recorded 172 flood incidents across the catchment — 123 of them internal to properties — concentrated in Ickenham and Ruislip, with the River Pinn confirmed to have spilled out of bank in several places.

That event sits on top of a familiar pattern. The Environment Agency notes that communities in the Pinn catchment have flooded several times in recent decades, most recently before 2024 in June 2016 — the day the Ruislip gauge reached its own record of 1.83 metres. Hillingdon carried out earlier Section 19 flood investigations after significant events in December 2013 and July 2014, and the gauges preserve the high-water marks of older floods still: 2.42 metres at Pinner’s Eastcote Road gauge on 3 August 2004, and 1.89 metres at Uxbridge back on 9 May 1988. As recently as January 2024 the Environment Agency issued a flood alert for the Pinn and Woodridings Stream as levels rose overnight, naming risk spots around Hatch End, Pinner and Eastcote.

Communities in the River Pinn catchment have experienced flooding several times, most recently in June 2016.

Which areas does the River Pinn put at risk?

Flooding from the River Pinn is concentrated on the low ground of the valley floor and the streets closest to the channel, and the Environment Agency runs a formal warning service for the communities most exposed. A catchment-wide flood alert area — “River Pinn and Woodridings Stream” — covers the whole river from Pinner down to Yiewsley, and within it sit three more precise flood warning areas, at Eastcote Village, Ruislip and Uxbridge, where the Environment Agency can warn individual properties. Is the River Pinn a Main River — and what that means for your site

Yes. The Environment Agency has designated the River Pinn a Main River through Harrow and Hillingdon, which means the Agency, rather than the local council, is the regulator for the channel and its immediate margins. That distinction matters if you are developing nearby. Works within 8 metres of the top of the bank generally need a Flood Risk Activity Permit from the Environment Agency before they start, and a site in the river’s floodplain will normally need a flood risk assessment to support a planning application. The smaller ditches and streams feeding the Pinn are generally ordinary watercourses instead, regulated by the London Borough of Hillingdon or Harrow as Lead Local Flood Authority and by the riparian owners whose land they cross — and work on those needs ordinary watercourse consent rather than a permit. Getting that classification right at the outset saves time and cost later.

  • The 8 metre byelaw margin. Building, excavation or structures near the Pinn usually require a Flood Risk Activity Permit, sought alongside — not instead of — planning permission.
