The River Rother is the river that shapes flood risk across the eastern High Weald and the Rye levels. It falls quickly off the clay hills above Mayfield and Etchingham, floods the valley floor at Robertsbridge and Bodiam after heavy winter rain, then runs out through a tide-locked lower reach to meet the sea at Rye, where river flow and storm surge can arrive together. In the autumn 2000 floods the Rother reached its highest recorded flow at Udiam, near Bodiam — about 104 cubic metres a second on 12 October 2000 — and roughly 100 homes flooded at Robertsbridge, some of them left uninhabitable for months.

Flooding from the Rother concentrates on the valley floor and the Rye levels, and the Environment Agency runs a formal warning service for the communities most exposed. A catchment flood alert area, “River Rother and its tributaries from Turks Bridge to the Royal Military Canal”, covers the fluvial valley and names Crowhurst Bridge, Etchingham, Robertsbridge, Salehurst and Bodiam; more precise flood warning areas sit at Etchingham and Robertsbridge, where the Agency can warn individual properties; and separate tidal warnings cover Rye, Rye Harbour and East Guldeford. Why does the River Rother flood?

The Rother floods because of what lies beneath its catchment and how its lower valley meets the sea. The upper river drains the sands and clays of the High Weald, where most of the ground is impermeable and average rainfall is around 900 millimetres a year. Clay sheds rain rather than soaking it up, so water runs off the fields and lanes into the channel quickly, and the river rises sharply after prolonged or intense wet weather. Hydrologists call a river that behaves this way “flashy”, and the Rother above Etchingham is a clear example.

From springs near Rotherfield the river runs for about 56 kilometres, gathering the Dudwell at Etchingham, the Darwell near Robertsbridge and the Line and Limden along the way, before the Kent Ditch joins on the north bank and marks the county boundary. Its catchment covers roughly 970 square kilometres. Below Bodiam the character changes completely: the bed drops below the level of ordinary high tides, and at Scots Float Sluice near Iden the river becomes tidal for its last few miles to Rye Bay. When heavy rain coincides with a high tide the sluice holds the sea out but the river cannot discharge, so the reach up to Bodiam is used as a holding reservoir for flood water — a deliberate piece of management that shows how tightly river and tide are bound together here.

  • Impermeable Weald clay. A largely clay catchment produces rapid runoff and a fast-rising river, so the fluvial risk at Etchingham and Robertsbridge is driven by winter rainfall.
  • A tide-locked lower valley. Below Scots Float Sluice the Rother is tidal; when a fluvial peak meets a high spring tide or surge, the two combine and the valley cannot drain freely.
  • Tributaries that concentrate the flow. The Dudwell, Darwell, Line, Limden, Hexden Channel and Kent Ditch all feed the main channel, sharpening the peak that reaches the lower valley.
  • Gauged from hill to harbour. Levels are recorded at Burwash in the upper catchment, at Udiam near Bodiam on the main fluvial reach, and at Rye Harbour on the tidal mouth.

A history of flooding on the River Rother

The Rother valley has a long flood record, and it is worth knowing the events that shaped today’s defences. In 1960 prolonged rain put some 80 square kilometres of the valley under water, with parts of the lower levels staying flooded for months. That disaster prompted the Rother Area Drainage Improvement Scheme through the 1960s and 1970s, which raised floodbanks along the lower river and installed around twenty pumping stations to drain the marshland — much of the low ground either side of the river still depends on them.

The benchmark modern event came in the autumn of 2000. On 12 October the river reached its highest recorded flow at Udiam, and about 100 properties flooded at Robertsbridge, with some residents out of their homes for months. In its aftermath the Environment Agency built the Robertsbridge flood alleviation scheme, completed in 2003 to 2004, with roughly 1,100 metres of embankment and 750 metres of floodwalls and gates giving the village protection against a flood with a one per cent chance of happening in any year. There has been no recorded property flooding at Robertsbridge from the river since. Etchingham, which has no comparable scheme, remains more exposed, and the railway through the valley has a long history of disruption in wet winters.

The tidal risk showed its teeth on the night of 5 to 6 December 2013, when the storm surge from Cyclone Xaver drove the North Sea into Rye Bay. Water at Rye rose to around 5.1 metres, within about 70 centimetres of the top of the town’s defences, and a sea wall breached at Rye Harbour, flooding the nature reserve. The defences at Rye largely held, but the event is a reminder of what a surge on top of a spring tide can do. The river has been in flood alert or warning several times since, including during Storms Ciara and Dennis in February 2020, when the Robertsbridge defences were deployed and held.

Some 1,200 homes in low-lying areas of Rye are deemed to be at risk of flooding, as they are dependent on flood defence structures.

Is the River Rother a Main River, and what that means for your site

For most of its length, yes. The Environment Agency has designated the Rother a Main River below Mayfield, which means the Agency, rather than the local council, is the regulator for the channel and its immediate margins. That distinction matters if you are developing nearby. Works within 8 metres of the top of the bank — 16 metres on the tidal reach below Scots Float — generally need a Flood Risk Activity Permit from the Environment Agency before they start, sought alongside, not instead of, planning permission. The many small brooks, ditches and marsh drains that feed the river are ordinary watercourses instead, and work affecting them can need ordinary watercourse consent from the lead local flood authority. Getting that classification right at the outset saves time later.

  • The byelaw margin. Building, excavation or structures near the Rother usually need a Flood Risk Activity Permit — within 8 metres of a fluvial main river, or 16 metres of the tidal reach.
  • Flood zones drive the assessment. A site in Flood Zone 2 or 3, or a larger site of a hectare or more in Flood Zone 1, needs a flood risk assessment for planning.
  • Two counties, one river. The Rother forms part of the East Sussex and Kent boundary, so the lead local flood authority may be East Sussex or Kent County Council, and a internal drainage board manages the levels around Rye.
