Romsey Flood Alleviation Scheme: How New Defences Are Reducing Flood Risk in 2026

The Romsey flood alleviation scheme has just been strengthened again. In May 2026 the Environment Agency finished raising Stockbridge Road near Timsbury by around 40 centimetres and rebuilt the flood defence at a nearby weed-recovery compound: the latest step in a scheme that has protected 127 Romsey properties from the River Test and surface water since 2021. Neither change adds a new wall or basin to the town. Both remove a point where the existing scheme still depended on someone turning up with a temporary barrier, and both have already been tested by a winter of high water levels without a single road closure.

A history of flooding in Romsey
Romsey sits on the River Test, a chalk stream that drains a wide swathe of Hampshire farmland into Southampton Water, with the Barge Canal and Fishlake Stream threading through the town centre. That combination of low-lying ground and multiple watercourses has a long record of flooding.
- 1960s, 1995, 2000 and 2001: Romsey experienced flood events in each of these years, driven by the River Test, the Barge Canal and Fishlake Stream.
- Winter 2013/14: the worst event on record. Fishlake Stream and the Barge Canal overtopped their banks and badly flooded 36 homes and 44 commercial properties.
- The result: it was that 2013/14 flood, more than any other, that made the case for a dedicated Romsey flood alleviation scheme.
The 2022 Romsey flood alleviation scheme
The Environment Agency’s answer was a £9.5 million flood alleviation scheme, built between 2018 and 2021 and officially unveiled in July 2022 by Caroline Nokes, then MP for Romsey and Southampton North. It is funded through a mix of sources.

Engineering-wise, the scheme centres on a tilting weir that controls flows on Fishlake Stream, backed by earth embankments that hold excess water within the floodplain rather than letting it spread into the town. At the Causeway, further embankments work alongside a new bridge and a spillway that lets the floodplain drain back into the River Test once levels fall. Drainage improvements at Mainstone junction and Middlebridge Street cut the risk from surface water alongside the river work. The scheme also found room for some ecological gains: around 150 metres of new water vole habitat, enhanced river structure along the Barge Canal, and the deliberate preservation of some of the country’s oldest London plane trees during construction.

Fixing Stockbridge Road at Timsbury
The 2022 scheme protected the town, but a 200-metre stretch of Stockbridge Road at Timsbury (the route between Romsey and Stockbridge) sits within the floodplain and kept flooding through the winter months regardless. Until recently, protecting it meant deploying temporary barriers and diverting traffic every time river levels rose.
Work to fix that started in July 2025, when Hampshire County Council Highways closed the road for around five weeks to raise the kerb and road surface and fit better drainage with non-return valves. That work is now complete. The road has been raised by around 40 centimetres, creating what the Environment Agency calls a passive barrier: one that keeps floodwater within the floodplain without needing anyone to install anything. The £300,000 joint investment between the Environment Agency and Hampshire County Council has already been tested.
During last winter’s high water levels, the raised road would previously have needed a closure. This time, none was required.
A permanent defence for the weed-recovery compound
The second change tackles a smaller but persistent operational headache nearby: a river weed-recovery compound used to capture weed cuttings during the summer months. Previously, a gap had to be left between the floodwall and the flood embankment for machinery access, with a temporary barrier installed whenever a flood was forecast. That took time, needed several people to deploy, required ongoing monitoring, and could be undermined by uneven ground. The Environment Agency has now replaced that arrangement with a permanent, demountable defence: a 25-metre concrete base fitted with demountable uprights and channels, into which purpose-made aluminium stop logs can be slotted quickly by a smaller team.
Both of these projects will make the scheme more resilient to future flood events. Because the measures are passive or quicker to deploy, we can use our resources more efficiently when water levels rise.

Better protected doesn’t mean risk-free
It’s worth being precise about what these improvements actually do. They reduce the effort and disruption involved in defending Romsey during a flood, and they close two specific weak points in an otherwise well-established scheme. They do not mean the flood risk has disappeared, and a defended property doesn’t automatically leave the flood zone on the Environment Agency’s map. Every flood scheme is designed to a standard, not built to remove risk entirely, and the risk that remains once a defence has done its job, which we cover in detail in our residual flood risk explainer, is still there if a defence is overtopped, or if water arrives from a source the scheme wasn’t built to handle, such as groundwater or a blocked drain.
That context matters nationally, too. Set against it, Romsey’s approach, targeted, lower-cost fixes to known weak points rather than waiting on a large new scheme, looks like a sensible way to keep an existing investment working properly.
The National Audit Office found the Environment Agency on course to better protect around 200,000 properties by 2027, against an original target of 336,000.

What it means if you live, buy or develop near Romsey
Hampshire’s flood risk is unusually varied even within one county: chalk rivers like the Test and Itchen, a long Solent coastline, and widespread groundwater risk inland, all of which we cover in our Hampshire flood risk guide. Here’s what the scheme actually changes for residents, buyers and developers:
- Check your actual flood risk: don’t assume the scheme has settled the question. Look up your postcode against Environment Agency flood mapping rather than relying on local reputation.
- Sign up for flood warnings: the Environment Agency’s free flood warning service, available at gov.uk or by calling Floodline on 0345 988 1188, still matters even with the improved defences in place.
- Commission a site-specific flood risk assessment if you’re developing: the scheme changes nothing about the planning requirement. A site in or near a flood zone, or one that increases impermeable area, still needs a flood risk assessment and drainage strategy regardless of what protection exists nearby, and Test Valley Borough Council and the Lead Local Flood Authority will still expect that evidence.

Frequently asked questions
What happens if Stockbridge Road floods despite the upgrade?
In an exceptionally large flood event, Hampshire County Council Highways may still need to close the road temporarily as a last resort, and a clearly signposted diversion would be put in place, as happened during the 2025 works. Drivers should follow local signage and check Hampshire County Council’s road updates during periods of heavy or prolonged rain.
Does the Romsey flood alleviation scheme affect home insurance premiums?
Not automatically. Insurers price flood risk from current Environment Agency data and their own modelling, not from a scheme’s completion date, so a reduction in premiums isn’t guaranteed just because local defences have improved. It’s worth telling your broker about the scheme and asking whether it changes your quote.
