A topographical survey is a measured land survey that records a site's exact levels, contours, features and existing drainage. For a flood risk assessment or a SuDS drainage design, it is the ground truth everything else sits on. You usually need a topographical survey when national mapping is too coarse to model the site properly or to set floor levels you can defend.

Not every planning application needs one, though, and paying for a survey you could have skipped is money wasted. This article covers what a topographical survey captures, when an FRA or a SuDS scheme actually requires it, what it costs, and how long the data stays usable. A topographical survey turns a site into measured numbers: ground levels, existing drainage and features, all referenced to Ordnance Datum so they line up with your flood levels and hydraulic model.

What does a topographical survey capture?

A topographical survey records the physical shape of a site and everything on it, to within a few centimetres. A surveyor plots each point with a total station, GNSS and sometimes laser scanning, ties it to Ordnance Datum, then draws it up as levels, contours and a feature plan. For flood and drainage work, a handful of those measurements do most of the heavy lifting.

  • Spot levels and contours. Exact ground heights across the site and the land immediately around it.
  • Existing drainage. Manhole positions, cover and invert levels, pipe runs, gullies and channels.
  • Finished floor levels. The threshold and internal floor heights of any buildings already on site.
  • Watercourses and ditches. Bank tops, bed levels and the top of any nearby channel.
  • Discharge points and outfalls. Where surface water currently leaves the site, and at what level.
  • Boundaries, trees and services. The fixed features a drainage layout has to design around.

When do you need a topographical survey for an FRA?

You need a topographical survey for a flood risk assessment whenever the FRA has to work with real levels rather than screening data. In practice that means most sites in Flood Zone 2 or 3, any proposal that sets finished floor levels, and anywhere the assessment has to prove the development will not push flood risk onto a neighbour. If you are still working out whether your project needs an FRA at all, settle that first; the survey follows from it.

The clearest example is compensatory storage. Government planning guidance is blunt about what happens when a building takes up space the floodplain used to hold:

Where flood storage from any source of flooding is to be lost as a result of development, on-site level-for-level compensatory storage… should be provided.

You cannot design level-for-level storage, or set a floor level, without knowing the ground to the centimetre. The Environment Agency's standing advice generally expects finished floor levels at least 600mm above the design flood level, reducing to 300mm only where the modelling is robust, and surveyed levels are what let you show either. The same data then feeds straight into any hydraulic modelling the assessment relies on.

Get the levels wrong and the assessment is built on sand: floor levels, storage volumes and flood extents all reference the same survey.

When is a topographical survey needed for SuDS design?

For a SuDS scheme, the survey is what makes the design buildable rather than notional. Sustainable drainage has to move real water across a real surface to a real outfall, and every stage of that turns on levels. A surface water drainage strategy for planning uses survey data in roughly this order.

  1. Establish existing levels and drainage. Map what the site does with water now, before anything is proposed.
  2. Trace the surface water flow paths. Follow the falls to see where runoff collects and where it leaves.
  3. Fix the discharge point and outfall. Confirm the invert level water can actually drain to, and prove the connection.
  4. Size and place the attenuation. Set storage and flow controls to the levels the site gives you, not the ones you wish it had.
  5. Design the exceedance route. Plan where water goes in a storm larger than the design event, keeping it away from buildings.

Miss the levels and the scheme falls apart at the LLFA's desk: attenuation that cannot drain, or an outfall higher than the water it is meant to take. The same survey underpins the four pillars of SuDS and decisions as specific as whether permeable paving will drain on your ground.

Topographical survey vs LiDAR: which do you need?

LiDAR and a topographical survey are different tools, not rivals. LiDAR is free, national and good enough to understand a catchment; a topographical survey is commissioned, precise, and the only one of the two that records your site's drainage. For detailed FRA and SuDS design you almost always need the survey; for broad context, LiDAR earns its place. On plenty of jobs we use both.

This matters because national data can miss what happens at the property: a coarse surface model will not show a 300mm fall across a garden, a raised threshold, or the ditch that actually drains the plot. Those are exactly the details a survey exists to catch.

How much does a topographical survey cost?

Cost depends on how big the site is, how complex the ground is, and how much access the surveyor gets. For a small residential plot you are usually looking at one day on site plus a day drawing it up; larger or more detailed sites cost more, and are often priced by the acre.

A small residential topographical survey typically runs from about £600 to £1,600 including drawings, with surveyor day rates of roughly £300 to £1,000; larger sites are often priced at £200 to £500 per acre.

Those are the going UK rates in published 2026 cost guides, not a quote. Terrain, tree cover, boundary detail and the level of drawing you need all move the figure. Set against the cost of a refused application or a survey that has to be redone, it is rarely the place to cut corners. The survey then sits alongside the assessment fee, which we cover in what drives the price of a flood risk assessment.

How long is a topographical survey valid?

A topographical survey has no formal expiry date, but most consultants and local authorities treat one as current for about two to three years. Past that, or sooner if the site has physically changed, the levels may no longer match the ground, and an FRA or drainage design built on stale data is easy for a case officer to challenge. It is worth checking the survey date before you rely on it.

  • Ground works since the survey. Any cut, fill, demolition or new hardstanding changes the levels that matter.
  • A long gap. Surveys more than two to three years old, especially on active or fast-changing sites.
  • A revised layout. A masterplan that now spills beyond the area originally surveyed.
  • A validation request. The LLFA or Environment Agency asking for recent, site-specific levels.

Do I need a topographical survey for planning permission?

Not for every application. Smaller householder schemes on flat, unchanged plots often proceed without one. You are far more likely to need a survey where levels matter: sloping sites, sites near a watercourse, anything in Flood Zone 2 or 3, and any scheme that has to prove its drainage works. If a flood risk assessment or drainage strategy is a condition of your consent, a survey is usually part of it.

Can I use free LiDAR data instead of paying for a survey?

Sometimes, for the right job. LiDAR is fine for catchment-scale context and early feasibility. It will not give you manhole invert levels, existing pipe runs or reliable floor levels, so it rarely satisfies a detailed drainage design or a floor-level assessment on its own. We often start with LiDAR and commission a survey once the design needs real precision.

Who arranges the topographical survey: us or a separate surveyor?

Either works. Some clients already hold a survey; others ask us to arrange it. We work with survey firms routinely and brief them on exactly what a flood and drainage job needs (the drainage detail and discharge points a standard survey can leave out), so the data comes back ready for the assessment.

What is the difference between a topographical survey and a measured building survey?

A topographical survey maps the land: levels, features and drainage across a site. A measured building survey records the building itself: floor plans, elevations and sections. Flood and drainage work almost always needs the topographical survey; the building survey only comes in where internal floor levels or a conversion are part of the flood picture.
