Flood risk in Blackburn: the Blakewater, the Darwen and surface water

Surface water dominates flood risk in Blackburn. The town sits in a steep-sided Pennine valley where heavy rain runs quickly off the moors and overwhelms drains and culverts faster than the open rivers do. The River Blakewater and the River Darwen carry the fluvial risk, much of the Blakewater system runs in culverts beneath the streets, and the impounding reservoirs above Darwen add a reservoir source — so most sites here face more than one source at once.

The Blakewater rises on the moors above Guide as Knuzden Brook, runs north-west through Little Harwood, Cob Wall and Brookhouse, then disappears into a culvert under the town centre — beneath Ainsworth Street and between Blackburn Cathedral and the bus station — before re-emerging on the western side at Whalley Banks and Redlam. It joins the River Darwen outside Witton Country Park, and the Darwen carries the combined flow north to meet the River Ribble at Walton-le-Dale. Understanding which watercourse, drain or culvert drives the risk on a given site is the heart of a credible surface water and drainage assessment here.

  • Surface water (pluvial). The most widespread flood risk in England and the dominant issue in Blackburn, where steep ground sheds rain into drains that surcharge in heavy storms. Since the 2025 PPG update, surface water on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.
  • Rivers (fluvial).   • Culverted watercourses. The Blakewater and its tributaries — Audley Brook from Queen's Park, Snig Brook from Corporation Park and Little Harwood Brook — run through long culverts under the town. A blocked or undersized culvert surcharges and floods the streets above, a risk that sits squarely with the Lead Local Flood Authority and with riparian owners.
  • Reservoirs. Sunnyhurst (1875) and Earnsdale (1863) impounding reservoirs sit on the moors above Darwen, holding back water that feeds Blackburn's supply. Reservoir inundation is a recognised source on the Environment Agency's maps and is assessed where a site lies on the flow path below a raised water body, as the Shropshire canal breach showed.

Blackburn town centre is the textbook case for why a single map is never enough: the open Flood Zone of the Darwen and the Blakewater is only part of the picture, while the genuine day-to-day risk pools where culverts and drains cannot cope with runoff off the hills. A history of flooding in Blackburn and Darwen
