Flood risk in Rochdale: the River Roch, its tributaries and surface water
River and surface water flooding dominate Rochdale. The River Roch and its tributaries drain the steep Pennine moors above the town, so rainfall becomes runoff quickly and arrives in the valley as a sharp flood peak. On the borough's hard, low-permeability ground that same intensity overwhelms drains away from any river, so most sites here face more than one source at once.
The Roch rises on the moors near the Calderdale border and flows down through Littleborough towards Rochdale, where it is joined by the River Beal at Belfield and the River Spodden at Mitchell Hey before turning west past Heywood and Bury to meet the River Irwell. The Spodden alone falls some 235 metres over its twelve-kilometre length and is fed by more than a dozen brooks, which is why the upper catchment responds so fast to heavy rain. Add the Rochdale Canal and Hollingworth Lake reservoir at Smithy Bridge, and you have a borough where managed water, ordinary watercourses and steep natural catchments all interact. A history of flooding in Rochdale

- December 2015 — the Boxing Day floods. - 2019–2020 — repeated flooding. Rochdale and Littleborough flooded again in March, July and November 2019 and in February 2020, a run of events that underlined how often the upper Roch catchment now reacts to intense rain.

After 2015, major investment followed. The Rochdale and Littleborough Flood Risk Management Scheme is a roughly £56 million Environment Agency-led programme building flood storage and defences along the River Roch — but defences reduce flood risk, they do not remove it, so a defended site still needs careful assessment.

- Residual risk is now central. Because the Flood Map for Planning is drawn as if defences are not there, a protected site can still sit in a flood zone.
