Flooding in Manchester comes from several directions at once. The rivers can spill onto the floodplains of the Irwell and Mersey corridors; the city centre sits over culverted watercourses with limited capacity; and intense rain regularly overwhelms drains and sewers far from any river. The city's rivers
Manchester's three central rivers — the Irwell, the Irk and the Medlock — converge in and around the city centre, with the larger Irwell forming the historic boundary with Salford. Surface water: Manchester's biggest flood risk
For most Manchester sites, surface water is the risk that decides the application. The city is heavily built over, its rivers are confined to culverts and walled channels, and its drainage still leans on a Victorian network designed for far smaller storms — in many places to cope with only a 1-in-5-year event. When intense rain falls on hard ground faster than the drains can take it, water ponds in streets and low spots well away from any river. Manchester's own assessments record that surface water flooding rose roughly tenfold between 1945 and 2008, and is expected to keep rising with climate change.

- Critical Drainage Areas. The Conurbation Core, Manchester South, Levenshulme & Fallowfield and Didsbury are identified as Critical Drainage Areas, where even a Flood Zone 1 site can need a full assessment and drainage strategy.
- Culverts and capacity. Many channels have been culverted over long lengths with limited hydraulic capacity, and are prone to blockage — the cause of repeated city floods in 1995, 2000, 2002, 2004 and 2006.
- Why a clean map is not the end of it. National maps screen at strategic scale, so a low-risk flag can still hide a culvert, a local depression or a sewer that surcharges — the reason to read the mapping against site levels.
A history of flooding in Manchester
Dated events are the clearest evidence of how flooding behaves here. Manchester's recent record is dominated by surface water and culvert failures in ordinary years, punctuated by major river floods when the wider catchment saturates.
- 1995–2006 — recurrent surface water floods. A run of floods across the city in 1995, 2000, 2002, 2004 and 2006 was driven by blocked culverts, sewer overflow and overwhelmed drains rather than rivers bursting their banks.
- Boxing Day 2015 — Storm Eva. Up to 128mm of rain fell in 36 hours over the upper Irwell catchment north of the city. 37 of 44 river gauges in the Irwell, Roch and Croal catchments recorded their highest ever levels, the Roch beating its 64-year record by 1.1m. More than 2,200 properties flooded internally across 65 communities in eight local authority districts, with residents evacuated by boat.
- New Year 2024 — Storm Henk and successive storms. Some 70mm of rain fell in 18 hours, the Environment Agency issued 55 flood warnings and alerts across Greater Manchester, and the River Mersey reached its highest ever recorded levels. Around 11,974 properties were protected by defences, but over 200 still flooded; in Didsbury and Northenden the Mersey embankment was compromised and homes on Palatine Road and Stenner Lane flooded at ground-floor level.
- Defences in response. The £10m Salford Flood Improvement Scheme created a flood storage basin and wetlands on the former Manchester Racecourse at Kersal to better protect around 2,000 homes and businesses in Lower Broughton and Lower Kersal, while the Environment Agency continues to repair and review the Mersey defences through its South Manchester strategy.
Ground conditions and groundwater in Manchester
What lies beneath a Manchester site shapes both its groundwater risk and whether sustainable drainage can work there. The city sits over the Sherwood Sandstone — the most important aquifer in the North West — with mudstones beneath, mantled by a usually thin but locally very deep cover of glacial deposits. Surface water drainage and SuDS in Manchester
