Flood risk assessment in Whaley Bridge: rivers, reservoir and surface water

Whaley Bridge sits where the River Goyt, Todd Brook and the Peak Forest Canal converge in a narrow Pennine valley, directly below Toddbrook Reservoir. A flood risk assessment in Whaley Bridge has to read all of this together: the Goyt's fluvial risk, the reservoir's residual risk, surface water shedding off steep ground on both sides of the valley, and the canal's own place in the drainage picture.

The River Goyt is a main river, rising on the moors above Errwood and Fernilee reservoirs before running down through the Goyt Valley into the town, where it is joined by Todd Brook. Because Whaley Bridge sits in a steep-sided valley bottom, rainfall on the surrounding gritstone and shale slopes reaches the town quickly. Surface water here behaves differently from the slower build-up of a lowland river flood: it responds to short, intense rainfall and can affect a site with little warning, which is why a flood risk assessment in Whaley Bridge has to model surface water separately from the river catchments rather than treating fluvial risk as the whole picture. Research into climate whiplash across UK river catchments points to exactly this kind of fast-responding, Pennine-fed river becoming more volatile as the climate warms, which is a reasonable factor to note in a scheme's climate change allowance. A history of flooding in Whaley Bridge: 1872, 1998 and 2019

Whaley Bridge's dated flood history runs from a sharp rise on the Goyt in 1872, through the flooding of the town's water treatment works in 1998, to the summer of 2019, when heavy rain flooded homes and businesses before the Toddbrook Reservoir spillway itself began to fail.

The earliest recorded flood dates to 19 June 1872, when regional thunderstorms sent the Goyt an estimated 12 to 14 feet above its normal level. Contemporary newspaper accounts, held in the Newcastle University flood chronologies archive, describe houses near the river at Whaley Bridge as completely flooded, with people taken into the chapel and local inns for shelter. No casualty figures survive for the town specifically. Whaley Bridge's water treatment works flooded again in October 1998, an event recorded in High Peak Borough Council's Strategic Flood Risk Assessment alongside the more recent events below.

Then came 2019. Heavy rain fell from 27 July, intensifying through 30 and 31 July, and the same rainfall flooded 17 residential and 11 commercial properties in Whaley Bridge before the reservoir crisis even began — a fact recorded in the council's 2024 Strategic Flood Risk Assessment and often overlooked in the coverage of the dam itself. The reservoir peaked on 31 July, and on 1 August engineers found that concrete slabs on Toddbrook's auxiliary spillway, built in 1970, had been dislodged by floodwater overtopping it. With the spillway compromised and the dam wall at risk, Derbyshire Constabulary evacuated around 1,500 residents from Whaley Bridge, Furness Vale and New Mills that evening. Fire crews ran high-volume pumps around the clock, pushing more than a billion litres of water into the River Goyt over the following days, and an RAF Chinook helicopter dropped bags of aggregate onto the damaged spillway to help stabilise it. Water levels in the reservoir fell by more than ten metres over the course of the week, and residents were allowed home on 6 and 7 August once police and engineers judged the dam safe. The then Prime Minister, Boris Johnson, visited the town on 2 August and described the dam as "dodgy but stable."

The government commissioned an independent review of the incident, led by Professor David Balmforth and published in February 2020; its 22 recommendations were formally accepted in March 2020 and have shaped reservoir safety practice nationally since. For anyone assessing flood risk on a site in Whaley Bridge today, the lesson of 2019 is not that the town floods often; the dam had operated without a comparable failure since it was built in the 1830s. It is that residual risk behind ageing infrastructure has to be assessed properly rather than assumed away, a point we return to in our wider explainer on residual flood risk.

Reservoir risk and the Toddbrook Reservoir restoration: what it means for your flood risk assessment

Toddbrook Reservoir is classed as a large raised reservoir under the Reservoirs Act 1975, which means it is subject to statutory annual supervising-engineer reports and a full independent inspection at least once a decade, regardless of who owns it. As of mid-2026, the reservoir is in an active, monitored refill from Todd Brook following completion of a new permanent spillway, and any flood risk assessment for a site near or below it still has to treat reservoir failure as a residual risk to be assessed properly, not a problem that ended in 2019.

The 2010 reform of reservoir safety regulation, brought in under Schedule 4 of the Flood and Water Management Act 2010, introduced the risk-based inspection regime that governs reservoirs like Toddbrook today. Canal & River Trust, which owns the reservoir as a feeder for the Peak Forest and Macclesfield canals, appointed Kier as contractor and Mott MacDonald as engineer to design and build a new spillway, weir, tumble bay and stepped stilling-basin arrangement at the dam's northern end, replacing the flawed 1970 structure that failed in 2019. That work was substantially complete by December 2025, taking the total cost of the incident and its repair to around £50 million, and a sixteen-week monitored natural refill using Todd Brook's own flow was planned through spring and summer 2026, with full canal-supply function expected by late summer 2026 and restoration of the surrounding Memorial Park, playground and sailing club continuing into the autumn.

None of this removes reservoir risk from a site near Whaley Bridge; it manages it. Environment Agency reservoir inundation mapping models what an extremely unlikely full breach could look like, and that mapping is a genuine input to a flood risk assessment here, used in context rather than as a standalone constraint. A 2016 flood risk assessment for a 125-dwelling outline scheme on land south of Whaley Bridge, prepared by AAH Planning Consultants, is a useful local precedent: the site itself sat entirely within Flood Zone 1, and a small eastern portion was screened for theoretical risk from a hypothetical failure of Combs Reservoir, roughly 2.5 kilometres away, which the assessment judged extremely unlikely and proportionate to note rather than a reason to redesign the scheme. Planning policy and your Lead Local Flood Authority in Whaley Bridge

Whaley Bridge sits just outside the Peak District National Park boundary. The wider Whaley Bridge and Furness Vale neighbourhood planning area, jointly adopted by High Peak Borough Council and the Peak District National Park Authority in January 2024, overlaps the Park in places, so which authority engages with a scheme can depend on exactly where a site sits. Sites in the town span the full range of the Environment Agency's Flood Zones, from land immediately alongside the Goyt in Flood Zone 2 or 3 to plots further up the valley sides in Flood Zone 1, which is why the Sequential and Exception Tests can still be relevant to a Whaley Bridge scheme even where reservoir risk is not the deciding factor.

Development and flood risk assessment in Whaley Bridge

Whaley Bridge's development story runs through canal-side regeneration and small-scale infill rather than large new estates, so most flood risk assessments here relate to sites on former industrial or agricultural land close to the Goyt, Todd Brook or the canal, where reservoir and fluvial risk both need to be screened alongside surface water.
