A history of flooding in Chelmsford

Chelmsford's flood record stretches back to 1888 and includes a well-documented flash flood on the River Can in 1958, the city's highest-ever recorded river level in 2001, and a series of smaller surface water events through the 2010s and 2020s. Unlike parts of the Essex coast, Chelmsford has largely been spared single catastrophic events. Its risk is better described as persistent and recurring rather than rare and severe, which is why the Environment Agency's Flood Risk Area designation exists.

The earliest flooding on record dates to August 1888. The most dramatic single event came on 5–6 September 1958, when an intense storm over an already saturated Can catchment caused a flash flood that marooned residents upstairs on Friars Road and triggered the first-ever emergency callout of the Essex RAYNET radio network. Just over four decades later, on 22 October 2001, the Environment Agency's gauge at Springfield recorded its highest level to date on the River Chelmer, 1.43m, with flooding at the Rivermead Industrial Estate and further flooding reported in Great Dunmow, Little Waltham and Broomfield.

The summer 2007 floods that affected much of England reached Chelmsford too: council records list 15 separate flooding incidents across the city centre and suburbs, including Springfield, Great Baddow, Moulsham and Melbourne, with Writtle, Boreham and Howe Green also affected. February 2009 brought flooding severe enough along the Baddow Meads and Chaucer Road Meadow floodplain to earn the nickname "Chelmsford on Sea" locally, and the city was affected again during the winter 2013–14 floods that hit much of the UK.

More recently, December 2019 brought modest flooding to Admirals Park, Central Park and the Meads floodplain, and on 15–16 August 2020 a flash flood hit Writtle and west Chelmsford after roughly 40mm of rain fell in a single hour, close to the area's entire average August rainfall, leaving land earmarked for new homes near the River Chelmer under standing water and prompting one long-standing resident to call it the worst flooding they'd seen in 23 years. Further, smaller events were recorded in 2021, 2023 and early 2024.
