Why Cheltenham floods: the River Chelt, surface water and the Cotswold scarp

Cheltenham floods because of where it sits. The town lies in a bowl at the foot of the Cotswold escarpment, drained by the small but volatile River Chelt. Heavy rain runs quickly off the scarp into the Chelt and its brooks, while intense downpours overwhelm the town’s older drainage and pond in the low-lying streets. Most sites here face surface water, the Chelt, or both at once.

The River Chelt rises from springs in the hills above Charlton Kings, drops steeply onto the vale, and runs west through the centre of Cheltenham before joining the River Severn near Wainlode, well to the north-west of the town. That steep drop makes it flashy: the stretch through Charlton Kings is an Environment Agency-designated rapid response catchment, where rain can become a flood in hours with little warning. Through the town the Chelt is held back by a flood alleviation scheme, with storage at Cox’s Meadow and Sandford Park taking the peak off the river before it reaches the centre. Understanding which watercourse drives the risk on a given site, and how quickly it responds, is the heart of a credible fluvial flood risk assessment.

  • Surface water (pluvial) is the dominant urban risk. Intense rain overwhelms Cheltenham’s older, combined drainage faster than the Chelt itself, which is why so much of the 2007 damage came from water in the streets rather than the river.   • The Chelt and its brooks (fluvial). The Chelt is joined by the Hatherley Brook, Wymans Brook, Hyde Brook and Lilley Brook — ordinary watercourses that flood low-lying land and back up when the Chelt is high. A site beside one of them often turns on the brook, not the main river.
  • Groundwater. Springs and seepage off the permeable Cotswold limestone, and a water table that rises through the valley gravels, can affect sites that screen as low risk on the national maps. Groundwater flooding appears on no standard flood map and is assessed within the flood risk assessment.

A history of flooding in Cheltenham

These dated events are why the authorities here scrutinise development so closely, and why a flood risk assessment in Cheltenham has to be evidence-led rather than generic. Each one reshaped local policy and the drainage and defences a developer now has to design around.

  • July 2007 — the defining flood. On 20 July 2007 around 600 properties were flooded across the town in two close but separate incidents, with a far higher share than usual coming from surface water rather than the river. The same event inundated the Mythe water treatment works near Tewkesbury, cutting treated mains water to Cheltenham, Gloucester and Tewkesbury for days. It remains the benchmark event and helped drive the national Pitt Review.
  • The response after 2007. The Environment Agency carried out further work on the River Chelt and its storage areas, and Severn Trent Water invested in sewers and drainage across the town, including at Warden Hill, to reduce the surface water risk exposed in 2007.
  • 2012 to 2020 — the repeat winters. Wet winters through the 2010s brought renewed flooding and flood alerts to the Chelt and its brooks, a reminder that 2007 was not a one-off and that surface water can flood streets outside the mapped river floodplain.
  • January 2024 — Storm Henk. Storm Henk brought widespread flooding across Gloucestershire, with the Chelt and the Severn-vale rivers high and roads closed around the town and its edges.
  • Winter 2025–26 — renewed alerts. Through the wet winter of 2025–26 the Environment Agency issued repeated flood alerts for the Chelt and the tributaries in and around Cheltenham, including the Wymans Brook and Hatherley Brook, as river levels rose with the rain.

In 2007 a much higher share of Cheltenham’s flooding came from surface water than from the river — a single fact that captures why a report built only on the river Flood Zones will not satisfy planners in this town.

Which parts of Cheltenham are most at risk of flooding?

Flood risk is not spread evenly across the town. The Chelt’s Flood Zones 2 and 3 follow the river through the centre, while several neighbourhoods sit low against a brook or flood from surface water that has nowhere to drain by gravity. The areas below are repeatedly flagged, but surface water can flood streets well outside the mapped floodplain — which is why a site-specific assessment matters even where the national map looks reassuring.

  • The town centre and Lower High Street. The streets around the Chelt and Sandford Park sit close to the water and flooded in 2007; Sandford Park itself is used to take floodwater off the river.
  • Charlton Kings. At the foot of the scarp where the Chelt and Lilley Brook respond fastest — the rapid response catchment that can flood with little warning.
  • Hatherley and Warden Hill. Low-lying south-western suburbs where the Hatherley Brook and surface water are the main constraints.
  • Rowanfield, St Marks and Arle. Drained by the Wymans Brook on the west of the town, with surface water adding to the risk in heavy rain.
  • Prestbury. On the north-east edge, exposed to the Hyde Brook running off the hills.
  • Alstone and the lower Chelt corridor. Older, low-lying streets along the Chelt towards the west of the town where river and surface water risk combine.

Planning policy and your Lead Local Flood Authority in Cheltenham

Two kinds of authority set the rules. The Environment Agency leads on the River Chelt as a main river. A Lead Local Flood Authority (LLFA) leads on surface water, groundwater and ordinary watercourses such as the Hatherley and Wymans Brooks — and in Cheltenham that is Gloucestershire County Council.
