Lynmouth is the site of the worst river flood disaster in British history: on one night in August 1952 the East and West Lyn rivers killed 34 people and destroyed a quarter of the village, and the way Lynmouth was rebuilt still shapes what can be built here today.

The 1952 Lynmouth flood disaster
On the night of 15–16 August 1952, a storm of tropical intensity broke over an already saturated Exmoor, and the East and West Lyn rivers tore through Lynmouth carrying rock, trees and the remains of buildings. Thirty-four people died, still the highest death toll from a river flood recorded anywhere in Britain.
A storm of tropical intensity over Exmoor
Around 229mm (9 inches) of rain fell within 24 hours on 15 and 16 August 1952, with roughly 150mm (6 inches) of that falling in only a few hours during the afternoon and evening. It landed on ground already saturated after a wet August, so almost none of it could soak away. Across North Devon and West Somerset that day, an estimated 90 million tons of rain fell, more than the moor's thin, largely impermeable soils and steep valley sides were ever going to hold.
How the East and West Lyn rivers destroyed the village
The East Lyn and West Lyn gather on the high ground of Exmoor and converge at Lynmouth, dropping close to 500 metres in barely six kilometres. As the rivers rose, fallen trees and boulders jammed together in the upper West Lyn valley and formed a temporary debris dam. When it gave way, it released a wave of water, rock and timber down the valley and through the village; contemporary accounts put the volume of rock alone moved that night at over 50,000 tons. Twenty-eight of Lynmouth's thirty-one bridges were swept away as the flood cut new channels through streets never designed to carry a river.
The toll
- 34 people died, the single largest loss of life from a river flood recorded in Britain.
- More than 100 buildings were destroyed or seriously damaged across Lynmouth and the surrounding villages, including around 55 buildings in Lynmouth itself, roughly a quarter of the village's rateable properties.
- 28 of 31 bridges in the village were destroyed, along with roads, sea defences and the harbour.
- Hundreds were made homeless overnight, in a village that before the flood numbered only a few hundred houses.
Rebuilding Lynmouth around the river
It took nearly six years to rebuild Lynmouth. The rebuilding scheme diverted the river around parts of the village, widened and deepened the channel through the centre, and created a floodplain and overflow area above the village to carry future floodwater away from properties. Twelve buildings, including several of Lynmouth's Victorian hotels, were not rebuilt on their original sites so the river could be given more room. The Lynmouth Flood Memorial Hall, built on the site of the former lifeboat station lost in the flood, opened on 10 July 1958, marking the rebuild's completion, and still holds an exhibition on the disaster today.
Why 1952 still governs flood risk assessment in Lynmouth today
The post-1952 floodplain and river channel were engineered to carry around one and a half times the flow that came through the village that night, and that design event remains the reference point for understanding flood risk in Lynmouth. The Environment Agency has since carried out further modelling and mapping work to check whether the current standard of protection is still adequate, and a flood risk assessment in Lynmouth has to show how a site behaves not just in an ordinary storm, but in the kind of event the valley is now known to be capable of producing. The original Devon River Board's 1952 report on the Lynmouth floods remains the primary historical record consultants and the planning authority still refer back to.

Flood risk in Lynmouth today
Flood risk in Lynmouth comes from more than one direction at once: the East and West Lyn rivers, the sea at the harbour and the Esplanade, and surface water running off the steep valley sides above the village. Groundwater is a much smaller factor here than in lowland Devon, because Exmoor's sandstone and slate geology sheds rain quickly rather than storing it, but it is still assessed within every flood risk assessment in Lynmouth.
- Rivers (fluvial). The East and West Lyn drain a steep, fast-responding catchment; land near the river channel and the harbour sits within Flood Zones 2 and 3.
- Coastal and tidal. The Shoreline Management Plan (unit 7D12) classifies Lynmouth's frontage as hold the line, so the sea wall is maintained now and due to be rebuilt to a larger standard; Environment Agency modelling continues to check whether current defences remain adequate. - Surface water (pluvial). Steep, largely impermeable Exmoor slopes shed rainfall quickly into the village rather than absorbing it, so intense rain can generate fast-rising surface water even away from the river channel. It's one reason nature-based measures such as leaky dams and "spongy" upland restoration are being tested on Exmoor's rivers.
- Groundwater. A minor source given the moor's shallow, well-drained soils and hard geology, but still considered within the assessment, particularly for any below-ground development.
- The Environment Agency's flood warning area covers riverside and low-lying parts of Lynmouth, including around Lyndale Bridge, Riverside Road, Lynmouth Street and the Esplanade.

Planning and drainage policy for development in Lynmouth
Lynmouth sits inside Exmoor National Park, so development is judged first against the Exmoor National Park Local Plan and the National Park's own Strategic Flood Risk Assessment, read alongside the national NPPF and its Planning Practice Guidance.
