Flood risk in Middlesbrough: the Tees, its becks and surface water

Most of Middlesbrough drains through urban becks into the south bank of the tidal Tees, so the town faces three sources at once: surface water that overwhelms drains after intense rain, the becks that back up when tides are high, and tidal flooding from the Tees Estuary in the low ground by the river. Surface water is the most widespread, and many sites carry more than one source.

The whole borough sits within the Tees river management catchment. Its becks rise on the higher ground to the south and west and fall quickly towards the river, so the catchments respond fast to heavy rain. Knowing which source drives the risk on a given site, and how it behaves, is the heart of a credible flood risk assessment.

The River Tees and the Middlesbrough Becks

The Environment Agency designates the River Tees, Blue Bell Beck, Marton West Beck and Ormesby Beck as main rivers through Middlesbrough, along with Spencer Beck and the Nunthorpe Stell. The becks have been intensively urbanised — straightened, confined and culverted in long reaches — and are tide-locked where they meet the Tees, so they cannot discharge freely when the estuary is high. Where a watercourse is culverted beneath a site, a blockage or a surcharge becomes a flood-risk question the council will expect an assessment to answer.

  • Marton West Beck. Rises south of Coulby Newham and flows north through Marton, Linthorpe and Grove Hill before joining Ormesby Beck — the watercourse behind much of central Middlesbrough's flood history.
  • Ormesby Beck. Rises around Nunthorpe in the south-east and drains the eastern side of the town towards the Tees.
  • Blue Bell Beck. Rises in Hemlington in the south-west and runs north along the borough boundary towards the river via The Fleet.
  • Spencer Beck and the Nunthorpe Stell. Drain the south and east of the borough; Spencer Beck flows into the Tees in the north-east near South Bank Road.

Tidal flooding from the Tees Estuary

Downstream of the Tees Barrage, the estuary is still tidal, and the low-lying land along the south bank — around Middlehaven and the river frontage — lies within the area where tidal flooding is a credible risk. High tides and high river flows together are the worst case, because they hold back the becks at the same time as the river is high. The 1995 Tees Barrage controls levels upstream of the barrage, but it does not protect the tidal reach below it, where a site-specific assessment has to consider both the tide and climate-driven sea level rise.

Surface water: the most widespread risk

Surface water flooding follows the town's topography and its drains, and Middlesbrough Council names it as the leading local flood source. The 2018 Strategic Flood Risk Assessment identified surface water hotspots at Valley Road and Marton West Beck, Linthorpe, Coulby Newham, North Ormesby, Ormesby Beck, Nunthorpe and Blue Bell Beck, and the 2025 update flags high surface water risk at North Ormesby, Brambles and Thorntree, Longlands and Beechwood, Park End and Beckfield, Berwick Hills and Nunthorpe. Because the bedrock is largely low-permeability mudstone, rain runs off rather than soaking away, which is why surface water can flag a site even in Flood Zone 1.

A history of flooding in Middlesbrough

Middlesbrough has flooded repeatedly from surface water and its becks since records began, most severely in November 2000 when record sustained rainfall overwhelmed watercourses and the surface and foul sewers across the town. A dense run of surface water and flash-flood incidents through the 2000s and 2010s reads as a clear local record of where the water goes.

These dated events are exactly the kind of local evidence the Environment Agency and the council weigh when they review an assessment, and why a credible report is built on the town's own flood history rather than national mapping alone.   • November 2000. Record sustained rainfall caused widespread flooding as watercourses and the surface and foul sewers were overwhelmed — the event that prompted extra stormwater storage at Albert Park and, later, the Marton West Beck scheme.
  • 2002–2009. Repeated summer events: around 40 locations flooded in 2002, up to 50 incidents in a single 2003 thunderstorm, further flooding in 2005 and 2007 (including foul sewer flooding), and around 50 locations recorded in 2009.
  • 2011–2017. Recorded surface water and flash flooding at Berwick Hills, Acklam, Thorntree, the Town Centre, Marton, Clairville, Coulby Newham, Nunthorpe, Park End and Gresham, plus main-river flooding at Middlehaven in December 2013.
  • Marton West Beck overtopping. Properties along Marton Road, Talbot Street, Park Vale Road, Valley Road and Aspen Drive have flooded when the beck overtopped — the corridor the 2022 scheme was built to protect.

Flood zones and the Middlesbrough Strategic Flood Risk Assessment

Flood Zone 3 in Middlesbrough follows the Marton West Beck corridor as it runs north, the urban area where the becks converge, the River Tees frontage by Middlehaven, and the Ormesby Beck corridor from Ormesby past Berwick Hills towards North Ormesby. Most of the rest of the borough is Flood Zone 1 for rivers and the sea, but can still carry surface water risk.

The council's Level 1 Strategic Flood Risk Assessment, updated by JBA Consulting in March 2025, is the evidence base for the emerging Local Plan. It screened 37 proposed and alternative sites and gave eight of them a recommendation to avoid the risk areas, and sixteen a recommendation for further Level 2 work and possible Exception Test. If your site sits in or near one of those corridors, the Flood Map for Planning sets the flood zone, but a site-specific assessment is what demonstrates the development is safe.

  • Flood Zone 3 (high risk). Marton West Beck through central Middlesbrough, the beck confluence, the Tees frontage at Middlehaven, and Ormesby Beck towards North Ormesby.
  • Flood Zone 1 is not a free pass. The 2025 Planning Practice Guidance update means surface water and groundwater must be considered for all sources — so a Flood Zone 1 site flagged for surface water can still need an assessment.
  • The SFRA steers the Local Plan. Where a site carries a recommendation to avoid risk areas or to undertake Level 2 work, expect the council to ask for that evidence early.

Planning and drainage rules for development in Middlesbrough

Because Middlesbrough is a unitary authority, the same council is your local planning authority and your Lead Local Flood Authority. It decides the application, advises on surface water drainage for major development, and regulates the ordinary watercourses — so a flood risk assessment and a drainage strategy that satisfy the council's standards from the outset are the surest way to keep an application moving.

A development of ten or more dwellings, or a site of one hectare or more, normally triggers the council's role as a statutory consultee on surface water drainage, and a sustainable drainage strategy is expected on all major development.   • One authority, two roles. Middlesbrough Council is both the local planning authority and the Lead Local Flood Authority, with the Environment Agency retaining the main rivers and the tidal Tees.
  • Climate change is built in. For the Tees catchment, peak river flows are assessed with an allowance of around 21% to 41% by the 2050s and up to 61% by the 2080s, alongside Northumbria sea level rise allowances for tidal sites.
  • Sustainable drainage to the 2025 standards. Major development is expected to deliver SuDS against the four pillars — quantity, quality, amenity and biodiversity — designed to the discharge hierarchy.
  • Mudstone means test, don't assume. Low-permeability ground makes infiltration unreliable, so the council expects BRE 365 results before a soakaway-based strategy is accepted.

The Marton West Beck scheme — and why residual risk still matters

In 2022 Middlesbrough Council and the Environment Agency completed the £4.8 million Marton West Beck Flood Alleviation Scheme, which better protects around 500 homes and businesses and reduces the risk of flooding from the beck, the sea and surface water in central Middlesbrough. It holds water back upstream on Newham Beck, with new flood walls, an extended trash screen and surface water storage at Albert Park.

A scheme like this reduces the probability of flooding; it does not remove it. The Environment Agency's Flood Map for Planning is drawn as if defences are not there, so a site behind the scheme can still sit in a flood zone, and planning policy requires the residual risk — the risk that remains if a defence is overtopped or a culvert blocks — to be assessed over the development's lifetime, including climate change. That residual case is often where a defended-site application in Middlesbrough is won or lost.

  • What it protects. Around 500 homes and businesses in central Middlesbrough, with an estimated long-term saving to the local economy of about £58 million.
  • How it works. Upstream storage on Newham Beck slows and holds back flows, with stone-clad flood walls and a surface water storage area and extended trash screen at Albert Park.
  • Why an assessment still applies. Defended sites stay in their flood zone on the planning map, and the residual risk of overtopping, breach or culvert blockage must still be shown to be safe.
