Flood risk in Newcastle: the tidal Tyne, surface water and the Ouseburn
Surface water dominates flood risk in Newcastle. The city centre is one of the Environment Agency's nationally significant surface-water flood risk areas, where intense rain runs off hard surfaces faster than the drains can cope. The tidal River Tyne brings a separate risk to the Quayside, and the Ouseburn adds a fast-responding river risk through the eastern valley — so many sites here face more than one source at once.
The Tyne through Newcastle is a tidal estuary and a designated main river, so the level at the Quayside is driven by the tide and North Sea surges rather than by rainfall alone. Inland, the Ouseburn gathers run-off from the northern suburbs and drops through a steep, partly culverted valley before reaching the Tyne, which is why it reacts so quickly to heavy rain. A history of flooding in Newcastle

- 28 June 2012 — the Toon Monsoon. A supercell storm known locally as Thunder Thursday dropped around 50 millimetres of rain on Tyneside in roughly two hours at the evening rush hour. Newcastle Central Station and the Tyne and Wear Metro closed, shopping centres were evacuated, and around 23,000 properties across the North East lost power. Crucially, the flooding was almost entirely from surface water — no property flooded from the river.
- The Ouseburn's speed. During the same 2012 storm the Ouseburn rose about one metre in thirty minutes, a stark illustration of how quickly the catchment responds to intense rain and why its valley is treated as high risk.
- April 2024 — Quayside tidal flooding. The Environment Agency deployed around 185 metres of temporary barriers along Newcastle Quayside during a high spring tide, protecting roughly 87 commercial properties from the tidal Tyne — the recurring riverside risk that the permanent barrier scheme is designed to address.
- A surface-water city. The 2012 event confirmed what the city's mapping already showed: Newcastle's principal flood threat is rainfall running off the urban area, which is why surface-water drainage is now central to almost every planning submission here.

- The Newcastle City Centre Flood Risk Area. Newcastle City Council, as Lead Local Flood Authority, and the Environment Agency are delivering a programme to protect the city centre and Quayside, including a permanent Quayside barrier to replace the temporary defences used during high tides.
