  • Moselle Brook. Rises around Muswell Hill and Highgate and flows towards the Lea Valley through Tottenham. Historically an open watercourse that flooded Tottenham High Road repeatedly, it was progressively culverted from 1836 onward, though a stretch was daylighted through Lordship Recreation Ground in 2012.
  • Pymmes Brook. Bisects the borough and discharges into the Lea Navigation near Tottenham Hale. The Environment Agency maintains a named flood warning area, "Pymmes Brook at Upper Edmonton and Tottenham", covering this stretch.
  • Surface water (pluvial). The most widespread and frequent source of flooding recorded across Tottenham, driven by highway drainage exceedance during intense rainfall rather than river overtopping.
  • Groundwater. Generally a lower risk across the borough, though Tottenham Marshes, adjoining Walthamstow Wetlands, has been flagged with slightly higher susceptibility, and historic groundwater incidents have been recorded in the wider Tottenham area.

The Environment Agency's Flood Map for Planning shows sections of Lordship Recreation Park and the eastern extents of Bruce Grove and Tottenham Hale falling within Flood Zone 2, with most of the rest of the area in Flood Zone 1 — though surface water risk can still apply on a Flood Zone 1 site, so every source has to be checked at site level rather than assumed from the flood zone alone. Named high-risk locations recur across Haringey's own investigations: the A10 Tottenham High Road, Bruce Grove, South Tottenham and Broad Lane, St Ann's and Seven Sisters Road, Green Lanes, and the Willow Walk and Langham Road area around the Milton Road Estate.

A history of flooding in Tottenham

Tottenham's flood record runs from a Victorian-era Moselle flood through to two recent, well-documented flash flood events that Haringey Council formally investigated. Local-history sources describe a severe 1878 thunderstorm that sent the Moselle down Tottenham High Road to a depth reportedly navigable by rowing boat — an account worth treating as local history rather than a precise measured record, but consistent with why the Moselle was progressively culverted afterwards.

  • April 2012. Flooding recorded on Tottenham High Road, logged in Haringey's own Strategic Flood Risk Assessment data.
  • 12 and 25 July 2021. A major North London flash-flood event. Haringey's Section 19 investigation for South Tottenham recorded 31 flood reports after the 12 July storm and 47 after 25 July, when a local gauge recorded 49mm of rain, estimated locally as up to a 1-in-70-year event. At least ten businesses on Tottenham High Road flooded, a manhole surcharged in Clarence Road, and Turnpike Lane Underground station closed. London Fire Brigade took 99 calls across the borough on 12 July and 58 on 25 July.
  • 17 August 2022. A further borough-wide event with 32 reported incidents. Investigations covered 369 Green Lanes, where commercial premises flooded, plus highway flooding near Bounds Green Road. A private gauge in south Haringey recorded 56.3mm, an estimated 1-in-36-year event, and Harris Academy Tottenham on Ashley Road had its reception flooded to a depth of 4cm.
  • Larkspur Close. A site with a documented history of flooding affecting an estimated 30 to 50 properties in a prior event. A flood alleviation scheme — a detention basin, rain gardens and permeable paving — is now at detailed design stage.

The pattern in Tottenham's own investigation reports is consistent: ground that has flooded before tends to flood again, and a robust assessment treats that recorded history as evidence rather than background detail.

Planning and drainage policy for flood risk assessment in Tottenham

Haringey Council is both the Lead Local Flood Authority and the local planning authority covering Tottenham, so it sets the drainage standard a scheme has to meet and decides the planning application against it. Its Local Flood Risk Management Strategy, published in May 2025, sets out eleven objectives including identifying the highest-risk areas, embedding sustainable drainage and improving property-level resilience.

The adopted Local Plan sets flood policy through Strategic Policy SP5, "Water Management and Flooding", and the Development Management DPD, which includes Policy DM24 (Managing and Reducing Flood Risk), DM25 (Sustainable Drainage Systems), DM26 (Critical Drainage Areas), DM27 (Protecting and Improving Groundwater Quality and Quantity) and DM28 (Watercourses and Flood Defences).

Since April 2019, every GLA-referable application in London, including those in Tottenham, must also submit the London Sustainable Drainage Proforma required by the Greater London Authority and the London Drainage Engineers Group, alongside the standard Environment Agency and Lead Local Flood Authority consultation.
