Why Truro floods: rivers, tide and surface water
Truro floods because three flood sources meet in the same place. The rivers Kenwyn and Allen run off high ground north and west of the city and join in the centre to form the Truro River, which is tidal and rises and falls with the Fal estuary. The city sits in a steep-sided bowl, so heavy rain runs off quickly into the same low streets the tide can reach. When a river flood peak coincides with a spring tide, the water has nowhere to go.

Truro's flood defences and residual flood risk
Truro is a defended city. After the 1988 floods, storage dams were built on the Kenwyn at New Mills and on the Allen at Idless to hold back river peaks, and a tidal barrier was installed at Newham to keep spring tides and surges out of the centre. In 2024 and 2025 the Environment Agency replaced the tidal gates at Newham, securing protection for around 185 properties for the next thirty years. Even so, the flood zones still apply.
