Few English rivers carry a flood record as stark as the River Aire’s. On Boxing Day 2015 it rose to the highest level ever measured on the river and put much of central Leeds, Kirkstall and the wider Aire valley under water, and it had flooded the mill towns of Airedale — Skipton, Keighley, Bingley, Shipley — many times before and has done since. The Aire drains a large, fast-responding Pennine catchment into a long, low, embanked lower valley, so flooding from the River Aire takes very different forms along its course. On 27 December 2015 the River Aire at Armley reached 5.21 metres — more than a metre above its previous record — flooding around 1,000 homes and 400 businesses in Leeds and costing the wider city region more than £500 million.
- A river of two halves. Flashy Pennine headwaters above Skipton give way to a long, embanked, tide-influenced lower valley below Leeds, so the flood mechanism changes completely from source to mouth.
- A designated Main River. The Environment Agency regulates the Aire, so the 8 metre byelaw margin and Flood Risk Activity Permits apply to work near the channel.
- A long line of live gauges. More than twenty Environment Agency gauges sit along the river from Gargrave down to Airmyn — Armley, Bingley, Kildwick, Snaygill and the rest — and they appear on the map below with their latest levels.
- Development pressure the length of Airedale. From Skipton and Keighley through Shipley and Leeds to Castleford, sites in and near the floodplain almost always need a flood risk assessment for planning.

The Boxing Day 2015 flood and the Aire’s flood history
The River Aire’s worst modern flood arrived on Boxing Day 2015, when the tail of Storm Eva dropped exceptional rainfall on an already saturated Pennine catchment. Levels smashed records the length of the river, and at Armley in Leeds the Aire reached 5.21 metres in the early hours of 27 December — more than a metre above the previous record of 4.03 metres. Around 1,000 homes and 400 businesses flooded in Leeds, with the water hitting the city centre, Kirkstall and Otley hardest; Leeds City Council put the direct cost to the city at £36.8 million and the cost to the wider city region at more than £500 million. Analysis afterwards estimated the flood at rarer than a 1-in-200-year event on the river.
It was not the first time the Aire had devastated Leeds. In November 1866 the river caused the worst flooding the city had then seen, with water reported knee-deep along Kirkstall Road and around twenty deaths — and the 2015 peak ran more than a metre higher still. In October and November 2000 the Aire flooded badly through Shipley and the middle valley, and in February 2020 Storm Ciara sent it over its banks again: Kirkstall was evacuated, upper Airedale flooded around Snaygill, Cononley and Kildwick, and the Aire at Gargrave set its own record of 1.35 metres on 9 February. In the year that followed, the Environment Agency carried out a £10 million programme of repairs to eighteen flood embankments on the Lower Aire. These are the events an assessment for a site anywhere near the river has to reckon with.
The highest level ever recorded at the River Aire at Armley is 5.21 metres, reached on Sunday 27 December 2015 at 2:15am — comfortably above the previous record of 4.03 metres.

Why does the River Aire flood?
The River Aire floods because of the shape of its catchment. It rises above Malham Tarn in the Yorkshire Dales, emerging at Aire Head near Malham, and runs for roughly 148 kilometres through Gargrave, Skipton, Keighley, Bingley, Saltaire, Shipley, Leeds and Castleford before meeting the River Ouse near Airmyn. Its upper catchment is steep, wet Pennine upland with thin soils and high rainfall, so water reaches the channel fast and the river rises sharply after heavy or prolonged rain. The lower valley is the opposite: a broad, flat, heavily embanked floodplain where the river runs slowly, water backs up, and the very lowest reaches are influenced by the tide as the Aire nears the Ouse. One river, two entirely different flood problems.
Between the two, the mill towns of Airedale were built tight against the river because the Aire powered them, which is exactly why so many of them flood. The river gathers the Worth at Keighley, Eller Beck at Skipton and a web of Pennine becks along the way, each adding its own fast runoff to the main channel. Below Leeds the Aire joins the Calder at Castleford and spreads across the Lower Aire washlands — a chain of thirty-eight natural and managed washlands that between them can store around 33 million cubic metres of floodwater, and which are themselves affected by the tide at the bottom of the catchment.

Which areas does the River Aire put at risk?
Flooding from the River Aire is concentrated on the valley floor, and the Environment Agency runs a formal warning service for the communities most exposed along it. Catchment-based flood alert areas cover the upper and lower reaches, and within them a series of more precise flood warning areas sit at the towns where the Aire can flood individual properties — Gargrave, Snaygill and Cononley, Kildwick, Keighley, Bingley, Shipley and Cottingley, and on down through Leeds to the lower valley. Is the River Aire a Main River — and what that means for your site
Yes. The Environment Agency has designated the River Aire a Main River along effectively its whole length, which means the Agency, rather than the local council, is the regulator for the channel and its immediate margins. That distinction matters if you are developing nearby. Works within 8 metres of the top of the bank generally need a Flood Risk Activity Permit from the Environment Agency before they start, and a site in the river’s floodplain will normally need a flood risk assessment to support a planning application. The many becks and ditches feeding the Aire are ordinary watercourses instead, regulated by the relevant lead local flood authority and by the riparian owners whose land they cross — and getting that classification right at the outset saves time and cost later.
- The 8 metre byelaw margin. Building, excavation or structures near the River Aire usually require a Flood Risk Activity Permit, sought alongside — not instead of — planning permission.
- Flood zones drive the assessment. A site in Flood Zone 2 or 3, or a larger site over one hectare in Flood Zone 1, needs a flood risk assessment for planning.
- Know which watercourse you are on. The Aire itself is Environment Agency territory; its becks and drains are ordinary watercourses under the lead local flood authority. We confirm this for every site.

Because the Aire has flooded Leeds so often, it now carries one of the largest urban flood schemes in the country. The Leeds Flood Alleviation Scheme has cost around £200 million and protects more than 4,000 homes and over a thousand businesses along the river through the city. Its first phase, completed in 2017, installed moveable weirs at Crown Point and Knostrop — the first time such technology had been used for flood defence in the UK — and a second phase, worth £112.1 million, extended protection some 8 kilometres upstream of Leeds station towards Apperley Bridge, better protecting a further 1,048 homes and 474 businesses when it completed in November 2024. Downstream, the Lower Aire washlands continue to do the older, quieter job of storing floodwater across the low ground.
Responsibility for flood risk on the river is shared. The Aire sits within the Humber River Basin District, and the strategy for managing its flood risk is set out in the Environment Agency’s Aire Catchment Flood Management Plan and the wider Humber Flood Risk Management Plan. The Environment Agency regulates the Main River, publishes the flood map for planning and issues flood warnings; the lead local flood authorities along the river — Leeds, Bradford, North Yorkshire and Wakefield among them — manage surface water, groundwater and ordinary watercourses and act as statutory consultees on drainage for major development. Each planning authority also holds its own strategic flood risk assessment, which any site-specific assessment on the Aire has to sit alongside.
