Flood risk in Leeds: the Aire, the becks and surface water
Leeds faces three main kinds of flooding. The River Aire drives the river risk through the centre of the city, a network of becks carries fast surface-water and ordinary-watercourse risk through the suburbs, and intense rain increasingly overwhelms drains in the built-up core. Most city sites face more than one of these at once, which is why a desktop map rarely satisfies a planning officer on its own.
The River Aire is the spine of it. Rising in the Pennines, it enters the district at Kirkstall, runs through the city centre at Crown Point and Leeds Bridge, and continues past Hunslet and Stourton, joined by the Aire & Calder Navigation and the Leeds–Liverpool Canal. Because the upper catchment is steep, heavy rain over the Pennines becomes a flood peak in Leeds within hours rather than days. Understanding how the Aire behaves on a given reach is the heart of a credible fluvial flood risk assessment.
- The River Aire (fluvial). The dominant source. Kirkstall, the city centre and the South Bank sit on or close to the Aire's floodplain, and land in Flood Zones 2 and 3 along the river corridor almost always needs an FRA.
- The becks (ordinary watercourses). Wyke Beck in the east, Meanwood Beck in the north and Wortley (Farnley Wood) Beck in the south-west are Aire tributaries that flood quickly. Meanwood Beck flooded in 2002, 2007 and 2015; Wortley Beck most recently in 2022.
- Surface water (pluvial). Now the most widespread flood risk in England. Intense rain overwhelms drains across the city centre and along arterial roads such as Kirkstall Road and the Ring Road. Since the 2025 PPG update, surface water on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.
- Groundwater. Less dominant than the river and surface water, but the Coal Measures and Sherwood Sandstone beneath Leeds can raise water tables that affect basements and below-ground levels without showing on a river map. Critical for any soakaway. See groundwater flooding.

A history of flooding in Leeds

- 2000 — the autumn floods. Prolonged rainfall sent the Aire and the Wharfe over their banks across the district, part of the wider Yorkshire flooding that pushed flood risk up the national planning agenda.
- 2007 — the summer deluge. Exceptional June and July rainfall caused widespread surface-water and beck flooding across Leeds, including the Meanwood Beck corridor. Nationally the event triggered the Pitt Review and, in turn, the Flood and Water Management Act 2010.
- 2015 — the Boxing Day floods. Storm Eva pushed the Aire to a record 2.95 m at Crown Point, more than two metres above its normal level and above the previous high of 2.45 m set in 2007. More than 2,000 homes and around 650 businesses were flooded, with Kirkstall Road and the railway lines beside it under several feet of water.
- 2020 — Storms Ciara and Dennis. February storms sent the Aire high again within weeks of each other, the first major test of the new city-centre defences and their moveable weirs.
- 2022 — Wortley Beck. A fast rise on Wortley (Farnley Wood) Beck flooded properties and closed part of the Leeds Outer Ring Road, a reminder that the becks, not just the Aire, drive real risk in the suburbs.
A pattern runs through all of it: ground that flooded once tends to flood again. A robust assessment treats this recorded history as evidence, not background colour.
Flood defences protecting Leeds
Major investment followed the 2015 floods, and the schemes change what a development next to them has to prove. A new defence reduces the chance of flooding, but it never removes it, and planning policy still expects the residual risk to be assessed.
- Leeds Flood Alleviation Scheme, Phase 1. A roughly £50 million scheme through the city centre, opened in 2017, built around innovative moveable weirs at Crown Point and Knostrop that lower in high flows to draw the river level down.
- Leeds Flood Alleviation Scheme, Phase 2. A £112.1 million extension upstream from the city centre towards Newlay and Apperley Bridge, completed in 2024, combining hard defences with natural flood management in the upper Aire catchment.
- A 1-in-200-year standard. Together the scheme protects the city to a 0.5% annual chance of flooding, with an allowance for climate change, safeguarding more than 4,000 homes and over a thousand businesses.
- Unlocking the South Bank. By bringing flood-constrained land back into use, the scheme underpins the South Bank regeneration, with an estimated £774 million of benefit and thousands of jobs over a decade.
The catch for developers is the one we set out in residual flood risk and why a site stays in a flood zone after defences are built: the Flood Map for Planning is drawn as if the defences are not there, so a site behind the Leeds scheme can still sit in Flood Zone 3.
