Where does flood risk come from in Aylesbury?

Aylesbury faces two dominant sources at once. The River Thame threatens the north and west of the town, while Bear Brook and its tributaries drive both river and surface water risk through the east and south — and a site can sit close to either, or both, depending on which side of the town it falls.

The Thame rises to the west of Aylesbury and flows around the northern edge of the town before continuing east towards the Chilterns and, eventually, the River Thames. The Environment Agency's flood warning area for this reach — River Thame from Long Marston to north Aylesbury — covers the ground around Watermead, Berryfields and Quarrendon, where new housing sits close to the floodplain. Bear Brook rises near Wendover and Weston Turville and runs down through the east of Aylesbury; a separate, more localised warning area covers Bear Brook and its tributaries from Walton Court in the Ellen Road area down to St Marys School, and surface water has also caused problems around Stocklake, where the ground drains more slowly than the surrounding streets.

  • River (fluvial) flooding. The Thame to the north and west, and Bear Brook through the east and south, both flood the low-lying ground alongside them. Land in Flood Zones 2 and 3 close to either watercourse will almost always need a fluvial flood risk assessment.
  • Surface water (pluvial) flooding. Now the most widespread flood risk in England, and the dominant issue in the Walton Court, Ellen Road and Stocklake areas, where heavy rain overwhelms drains faster than Bear Brook itself rises. Since the 2025 PPG update, surface water shown on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.
  • Groundwater. The Vale of Aylesbury sits on clay with pockets of sand and gravel, so groundwater is a less dominant source here than in the chalk country further south in Buckinghamshire, but it still needs assessing on sites relying on soakaway drainage or with below-ground floor levels — see groundwater flooding.
  • Sewers and ordinary watercourses. Smaller ditches, culverts and the surface-water sewer network back up in heavy rain across the town, including the culverts under Wendover Road that Aylesbury Garden Town's own drainage studies have flagged. This sits with Buckinghamshire Council as Lead Local Flood Authority rather than the Environment Agency.

Storm Alex and a history of flooding in Aylesbury

Aylesbury's modern flood record is dominated by one event: Storm Alex in October 2020. It is the benchmark against which we test every flood risk assessment in Aylesbury, alongside the earlier record set on the River Thame in 2003.

  • 2–4 October 2020 — Storm Alex. Frontal rain fell over southern England for three days, with the Met Office recording some of the heaviest totals of the year across the region. Bear Brook and California Brook burst their banks around Aylesbury, and surface water flooded low-lying streets in the town and in nearby villages including Ickford and Quainton.
  • A record on Bear Brook. The Environment Agency's gauge on Bear Brook at Aylesbury reached 2.00 metres at 5.33pm on 4 October 2020 — its highest level since records began at that station.
  • A dry summer made it worse. Aylesbury had a dry summer before Storm Alex arrived, so rain that fell on hardened, dry ground and impermeable urban surfaces ran off quickly rather than soaking in, adding to the speed at which Bear Brook and the town's drains were overwhelmed.
  • 2003 — the Thame's highest recorded level. The Environment Agency's River Thame gauge at Aylesbury Thame reached 2.51 metres on 2 January 2003, still its highest level on record, during the same wet spell that caused widespread flooding across the Thames catchment.

Buckinghamshire Council, as Lead Local Flood Authority, has a statutory duty under the Flood and Water Management Act 2010 to investigate significant flood events in its area and publish what it finds, which is one of the ways this kind of local flood history feeds back into planning advice for new sites. Aylesbury Town Council and Buckinghamshire Council also run an active local response: the Aylesbury Outdoor Maintenance Team deploys and maintains flood barriers at the Willows Estate, a flood-prone riverside area, working with council officers and local volunteers whenever a flood alert is issued.

A pattern runs through Aylesbury's flood record: ground that flooded in 2020 tends to flood again in the next significant storm. A robust assessment treats this recorded history as evidence, not background colour.

Aylesbury Garden Town and development flood risk

Aylesbury is one of the largest single sites of housing growth in the South East, designated a Garden Town and expanding on land either side of the railway line that splits the town's drainage into two distinct catchments. Land to the east of the railway drains to the Bedgrove Brook, while land to the west drains to the Southcourt Brook, and the majority of the surface water on each side reaches its brook through piped connections from the surrounding urban areas. Buckinghamshire Council's Aylesbury Garden Town policy expects built development to be kept out of areas still shown to be at risk from a 1-in-1,000-year event after mitigation, and requires hydraulic modelling to demonstrate that a proposal will not increase flood risk elsewhere.

  • Large-scale, phased growth. Aylesbury Garden Town brings forward thousands of new homes on greenfield and edge-of-town land, where the surface-water strategy has to be designed from masterplan stage, not bolted on afterwards.
  • A SuDS-led approach. The drainage strategy behind the Garden Town favours source control — green roofs, permeable paving and rain gardens — ahead of piped solutions, in line with the SuDS hierarchy every Aylesbury drainage strategy has to follow.
  • Town centre and riverside regeneration. Sites closer to the historic core and the Thame corridor often sit in or near Flood Zones 2 and 3, needing careful finished floor levels, safe access and egress, and sometimes compensatory flood storage.
  • Rural and edge-of-town schemes. Development on the fringes of Aylesbury, and in the surrounding villages within the Vale, more often turns on Bear Brook's smaller tributaries, ordinary watercourses and surface water rather than the Thame itself.
