Flood risk in Oxfordshire: rivers, surface water and groundwater
Oxfordshire's flood risk is driven first by its rivers, then by surface water in its towns, and in places by groundwater rising through the gravels beneath Oxford. Most sites here face more than one source at once, which is why a desktop map rarely satisfies a planning officer on its own.
The county drains through the Thames and its tributaries. The Thames runs as the Isis through Oxford before continuing past Abingdon and Wallingford to Henley, gathering the Cherwell, the Windrush, the Ock, the Evenlode, the Ray, the Thame and the Glyme along the way. Much of the developed land in Oxford, Abingdon, Witney and Banbury sits on or near these floodplains, and the Environment Agency maps large parts of them in Flood Zones 2 and 3. Understanding which watercourse drives the risk on a given site, and how it behaves, is the heart of a credible flood risk assessment.
- Rivers (fluvial). The Thames and Cherwell dominate risk in and around Oxford and Kidlington, the Ock at Abingdon, the Windrush at Witney and the Cherwell at Banbury. Land in Flood Zones 2 and 3 along these corridors almost always needs an assessment.
- Surface water (pluvial). Now the most widespread flood risk in England. Intense rain overwhelms drains and runs off hard ground well away from any river, which is why Oxfordshire County Council scrutinises surface water drainage so closely. Since the 2025 PPG update, surface water on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.
- Groundwater. Oxford sits in a narrow valley underlain by permeable river gravels, and the British Geological Survey notes the city can flood from rising groundwater driven by rainfall and high river levels. The low-lying western side of Oxford is the textbook case for why a single map is never enough. Recognised high-risk areas across Oxfordshire
Several parts of the county are repeatedly identified as higher-risk, and a flood risk assessment in Oxfordshire has to reflect that recorded picture rather than rely on generic mapping.
- Central and west Oxford. Osney, Botley, New Hinksey and South Hinksey lie in Flood Zone 3 from the Thames and its channels — the area the Oxford Flood Alleviation Scheme is designed to protect.

This list is not exhaustive. As climate change and new development increase pressure on the system, the number of locations needing careful assessment continues to grow, which is why the right scope on a specific site matters more than a county-wide generalisation.
A history of flooding in Oxfordshire
These dated events are why local authorities here scrutinise development so closely, and why a flood risk assessment in Oxfordshire has to be evidence-led rather than generic. Each one reshaped local policy and the defences a developer now designs around.
- 1894 — the great Thames flood. One of the most severe floods on record around Oxford, part of a pattern in which serious Thames flooding struck the city every ten to twenty years through the eighteenth and nineteenth centuries.
- 1947 — the post-war Thames Valley flood. A sudden thaw on heavy snow followed by rain produced a flood described at the time as unique for its volume and persistence, affecting Oxford and the towns downstream.
- July 2007 — the defining modern event. As much as 140mm of rain fell in 24 hours on the Thames catchment above Oxford. The Thames and Cherwell burst their banks in Oxford, the Ock flooded Abingdon and the Windrush flooded Witney; around 3,000 homes flooded and roughly 600 people were evacuated, some sheltering at the Kassam Stadium.
- Winter 2014. Prolonged Thames flooding again affected south Oxford and riverside communities, though better management limited the damage.
- January 2024 — Storm Henk. Large parts of Oxford and the county flooded, with Christ Church Meadow, University Parks and the Oxford Canal inundated; affected properties became eligible for government Flood Recovery Framework grants.
A pattern runs through all of it: ground that flooded once tends to flood again. A robust assessment treats this recorded history as evidence, not background colour.
The Oxford Flood Alleviation Scheme and what it means for development
The Oxford Flood Alleviation Scheme (OFAS) is a major project to reduce Thames flood risk to the city, but a new defence changes what a development next to it has to prove rather than removing the need to prove it.
OFAS will create a new channel running roughly five kilometres from Botley Road, west of the city, south to the A423 near Kennington, carrying high flows away from built-up areas. It is designed to better protect more than 1,600 properties along with key infrastructure including the Great Western main line, and to create over 36 hectares of new wetland and floodplain meadow. The catch for developers is the one we set out in residual flood risk: the Flood Map for Planning is drawn as if the defences are not there, so a defended site can still sit in Flood Zone 3. Overtopping, breach and flooding from other sources still have to be assessed over the development's lifetime, applying the Environment Agency's climate change allowances. A scheme like OFAS reduces flood probability; it does not remove flood risk, and an assessment remains necessary even where a site benefits from it.

Planning and drainage policy in Oxfordshire
Two kinds of authority set the rules. The Environment Agency leads on the main rivers; Oxfordshire County Council, as Lead Local Flood Authority, leads on surface water, groundwater and ordinary watercourses, while the five district councils determine planning applications against their own Local Plans.
