Why Jaywick floods: the coast, Flood Zone 3a and the marshes behind it

Jaywick sits on former marshland reclaimed from the North Sea, on a low, flat spit of land between the sea, St Osyth Creek and the tidal reaches of the River Colne. That combination of low ground, an exposed North Sea frontage and a soft, low-lying hinterland is why the settlement carries some of the highest flood risk of any place in the country. A flood risk assessment in Jaywick has to read every one of those sources together, not just the sea.

  • Tidal and coastal flooding. A storm surge on the North Sea, combined with a high spring tide, can overtop or breach the sea wall — the mechanism behind both the 1953 disaster and the more recent evacuations.

A history of flooding in Jaywick

Jaywick began in 1928, when the entrepreneur Frank Stedman bought the land to build low-cost holiday chalets for East Enders escaping London — the Brooklands and Grasslands plots were laid out in the shape of a car radiator grille, with roads named after vehicle manufacturers. After the Second World War, a national housing shortage meant many of these seasonal chalets became permanent homes, on land that had never been built to withstand a serious flood. That history is central to why 1953 was so lethal here, and why flooding has kept recurring since.

An earlier Tendring District Council strategic flood risk study of Jaywick, produced with JBA Consulting, found that without further investment the standard of protection would fall from roughly 1-in-200-years to as often as 1-in-8-years within 50 to 75 years as sea levels rose. The Cockett Wick scheme is a direct response to that evidence, but it does not remove the need for a site-specific flood risk assessment. It changes what that assessment has to show.

The Cockett Wick seawall scheme and why a defended site still needs an assessment

Between 2023 and August 2024, the Environment Agency, main contractor BAM and design consultant Jacobs delivered a £12 million improvement to the Cockett Wick sea wall between Jaywick and Seawick: 14,000 tonnes of Norwegian granite rock armour, around 150 steel piles (recycled rather than new, saving more than 1,000 tonnes of embodied carbon), and 330 metres of reinforced concrete footpath and sea wall. The defence is designed to be raised again in around 50 years, extending protection for a further half-century while keeping the sea view along the promenade.

No flood defence removes risk entirely. A scheme built to hold back a defined design event — here, a high standard of tidal protection for the properties behind it — still carries residual flood risk: the chance the defence is overtopped in an event larger than it was designed for, the small chance of a structural breach, and the surface water or drainage risk that has nothing to do with the sea wall at all. National planning policy requires a flood risk assessment in Jaywick to quantify that residual risk explicitly, including what happens to occupants and property if the defence is exceeded during the lifetime of a development, allowing for climate change. Research on human-driven sea level rise has already named the wider east coast/North Sea corridor — the same corridor behind the 1953 flood — as one of the UK’s more exposed tidal systems, alongside the Thames Estuary, where a comparable disaster prompted the Thames Barrier. That research is a reminder that the design allowance behind any tidal defence, including Cockett Wick, has to be checked against a lifetime, not just today’s tide.

Planning policy and your Lead Local Flood Authority in Jaywick
