Flood risk in Maidenhead: the Thames, the Jubilee River and local watercourses

River flooding from the Thames is the defining risk in Maidenhead. The river runs along the western and northern edge of the town, then spreads onto a low floodplain through Cookham, the Riverside and the open ground towards Bray. Surface water and groundwater add to the picture, because much of the town sits on river gravels that lie close to the water table and drain poorly once the Thames is high. Most sites here face more than one source at once, which is why a single map is never enough.

Alongside the Thames, a network of smaller channels shapes local risk. The Jubilee River carries high Thames flows around the town from a weir above Maidenhead; the Cut drains land to the north and west towards the river near Bray; and the historic Maidenhead Waterways — the White Brook, Strand Water, Maidenhead Ditch, the York Stream and Moor Cut — thread the town centre itself.   • Rivers (fluvial). The Thames is the controlling source. When it rises it spreads onto the floodplain through Cookham and the Riverside before it threatens the wider town, and land in Flood Zones 2 and 3 along these corridors almost always needs an FRA.
  • Surface water (pluvial). Now the most widespread flood risk in England. Intense rain overwhelms drains across the built-up town centre, and since the 2025 update to national guidance, surface water on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.
  • Groundwater. The Thames gravels beneath Maidenhead hold water close to the surface, so levels rise quickly in a wet winter. We treat groundwater as a source in its own right, not an afterthought — it matters for any basement or below-ground level.

On this floodplain the question is rarely whether a site can flood, but how deep, how fast and how often — and that is exactly what a site-specific assessment answers, drawing on flood modelling where the national maps are not detailed enough.

Why Cookham still floods when Maidenhead is protected

One feature sets Maidenhead apart from the towns downstream of it: the relief channel that protects the town takes its water from the Thames below Cookham. That means Cookham and the riverside villages above the intake sit outside the protection and continue to flood, which has a direct bearing on any site in or near them.

The Jubilee River draws high Thames flows off at a weir near Taplow, above Boulter's Lock and below Cookham. Everything downstream of that intake — the main body of Maidenhead, Windsor and Eton — gains from the diverted water. Everything upstream of it does not. Cookham, Cookham Rise, Bisham and the Hurley reach therefore flood from the Thames much as they always have, and Cookham is regularly cut off when the river is high. A flood risk assessment for a site in Cookham has to be built on this reality rather than on the protection the town centre enjoys.

  • The intake sits below Cookham. The relief channel begins at a weir near Taplow, so the protection it provides starts downstream of Cookham, not above it.
  • Cookham floods on the open Thames floodplain. Cookham, Cookham Rise and the surrounding moor lie on undefended Thames floodplain and flooded in 1990, 2003 and 2014, with the village repeatedly cut off by road.
  • Local context decides the report. Two sites a few miles apart — one in protected central Maidenhead, one in Cookham — can need very different assessments, which is why we never treat the town as a single risk picture.

A history of flooding in Maidenhead

Maidenhead has flooded from the Thames for as long as records exist, and the dated events are the clearest proof of why an assessment here has to be taken seriously. The flood history also explains why local communities watch the river closely, and why a report that ignores the local story rarely convinces a planning officer or an objector.

  • March 1947 — the benchmark flood. The most severe Thames flood of the twentieth century followed a hard winter and rapid thaw. More than 2,000 dwellings flooded in Maidenhead alone, the Thames stayed out of its banks for around a fortnight, and the army was brought in to help with rescue and relief.
  • 1990 — the Riverside floods. Torrential rain in early 1990 put the Thames over its banks again, flooding homes in Maidenhead's Riverside area and cutting off Cookham — one of the events that made the case for the flood alleviation scheme.
  • A recurring pattern. The Thames flooded notably through the twentieth century and again in 2000, 2003 and 2014, a reminder that significant floods recur every few years on this reach, not once a lifetime.
  • 2014 — the recent benchmark for the valley. The wettest winter in years put the Thames over its banks for weeks across the valley; central Maidenhead was largely held by the completed scheme, but Cookham and the open floodplain upstream were badly affected.

A pattern runs through all of it: ground that flooded once tends to flood again. A robust assessment treats this recorded history as evidence, not background colour.

The lesson runs deeper than the figures. The flood alleviation scheme, the Jubilee River and residual risk

Maidenhead gives its name to the scheme that protects it. Understanding what that scheme does, and what it does not do, is central to any assessment in the town.

The Maidenhead, Windsor and Eton Flood Alleviation Scheme was completed in 2002. Its centrepiece is the Jubilee River, an 11.6 kilometre flood relief channel that takes high flows off the Thames at a weir near Taplow and returns them below Eton, alongside embankments, flood walls, flood gates and a flow-control structure in Cookham and north Maidenhead. Operated and monitored by the Environment Agency, it carries up to around 180 cubic metres of water a second and lowers the risk of flooding to roughly 3,200 properties in Maidenhead, Windsor, Eton and Cookham. It is a genuine asset, but it manages the risk rather than removing it.

A relief channel changes the odds, not the rules: because the flood maps ignore defences, riverside Maidenhead stays in Flood Zone 2 or 3, and an assessment has to show a site is safe even when the channel is overwhelmed.

This matters for development. The channel is designed to a standard and can be overtopped by a larger event, and because the Environment Agency maps flood risk as though defences and channels were not present, riverside Maidenhead stays firmly within the flood zones on the planning map. That remaining risk — the chance of a flood beyond the design standard, or of the channel being managed differently in an extreme event — is exactly what an assessment has to characterise. The longer-term picture is uncertain too: the River Thames Scheme planned further down the valley has faced years of delay, and a planning case that leans on a defence not yet built transfers the risk straight back to the developer and the occupier.

Planning and drainage policy for a flood risk assessment in Maidenhead

The Royal Borough of Windsor and Maidenhead is both the local planning authority and the Lead Local Flood Authority, so it decides your application and reviews the surface-water drainage behind it. National policy sets the baseline; the borough's own plan and guidance decide the detail.

The borough's adopted Borough Local Plan 2013–2033 (adopted February 2022) carries Policy NR1, Managing Flood Risk and Waterways. NR1 requires a flood risk assessment for development in Flood Zones 2 and 3, expects development to account for climate change over its lifetime and to design in sustainable drainage, and asks for an eight-metre buffer alongside watercourses to keep flood risk down, allow maintenance access and protect wildlife corridors. Policy QP3 backs this up with sustainable design and the use of blue and green infrastructure. The borough's Strategic Flood Risk Assessment, refined in 2017/18, maps where these requirements bite hardest, and its Sustainable Drainage Systems Design Guidance sets out what a drainage strategy must show.

National rules set the floor beneath all of this. Under the NPPF and its Planning Practice Guidance, a flood risk assessment is expected for development in Flood Zones 2 and 3, for any site of a hectare or more even in Flood Zone 1, and for smaller sites where surface water, a critical drainage area or the borough's records flag a risk. You can confirm a site's zone on the government's Flood Map for Planning and against our own flood risk map, but the published zone is only a starting point.

Sequential and exception tests
