The Jubilee River is an 11.6 kilometre flood relief channel on the River Thames, opened in 2002 to lower flood levels in Maidenhead, Windsor and Eton. Because it moves a large volume of water from one part of the river to another, the same question has followed it for more than twenty years: does the Jubilee River increase downstream flood risk for the communities below it?

The short answer is that it was designed and modelled not to raise downstream peak flood levels, and the Environment Agency's own modelling supports that. But a relief channel does not remove water from a river. It moves it. During prolonged, catchment-wide floods, places downstream can still flood, which is why the debate has never quite settled.

The Environment Agency states its modelling showed "very little difference in the flows at Windsor, and the downstream water levels, with and without the Jubilee Flood Relief Channel being operated".

What is the Jubilee River, and what was it built to do?

The Jubilee River is an artificial channel that diverts water from the River Thames at Taplow, carries it along a parallel course of roughly 11.6 kilometres, and returns it to the Thames near Datchet. It was built as the central element of the Maidenhead, Windsor and Eton Flood Alleviation Scheme and opened in 2002, the year of the Queen's Golden Jubilee, which is where the name comes from.

Its job is narrow and deliberate. By splitting flow away from the Thames before it reaches the towns, the channel lowers peak flood levels through the built-up reach at Maidenhead, Windsor, Eton and Cookham, protecting around 3,000 properties. It was never intended to be a catchment-wide storage scheme, and the official position has always been explicit that it is not designed to reduce flood risk to communities upstream or downstream of it.

The Berkshire reach of the Thames it protects is one of the most flood-exposed stretches of lowland river in England, and the towns behind the scheme sit squarely on the floodplain. That is the context for everything that follows: the channel changes how the river behaves through a densely developed corridor, and any flood risk assessment along the River Thames in this area has to account for it.

How the Jubilee River flood relief channel works

The Jubilee River is actively managed infrastructure, not a passive overflow. In normal conditions it carries a modest base flow to support water quality and habitat. In flood conditions, the Environment Agency operates it by degrees.

  1. Environment Agency duty officers monitor rainfall forecasts, river levels and hydraulic modelling continuously.
  2. When operational thresholds are met, the gates at Taplow weir are opened incrementally.
  3. Diverted flow builds gradually, in staged increases, drawing water away from the town reach.
  4. Structures along the channel regulate levels before the flow rejoins the Thames near Datchet.

The channel was designed to carry up to around 215 cubic metres of water per second, though the rate that can actually be diverted at any moment depends on conditions on the Thames itself. The design intent throughout is to cut flood levels in Maidenhead, Windsor and Eton without lifting peak levels downstream, and that intent is exactly what the downstream debate turns on.

Does the Jubilee River increase downstream flood risk?

No. On the Environment Agency's modelling, the scheme is designed and operated so that it does not make flooding worse for communities downstream. Diverting water does not destroy it, though, so a fair answer has to separate what the channel is engineered to do from what people downstream experience in an extreme event.

When the Jubilee operates, part of the Thames flow bypasses the town reach and rejoins lower down. Any honest assessment of downstream risk therefore has to weigh several things at once: peak water levels, how long flooding lasts, the timing of the flood peak, and the rainfall falling across the whole catchment at the same time. In a low-gradient river like the Thames, prolonged high flows interact in complex ways, and if diverted water rejoins the main river when downstream levels are already high, the perception of added impact is understandably strong.

Communities downstream of the Jubilee do not benefit from it, but they are not at increased risk either.

The Agency's position rests on modelling rather than assertion. Its comparison of flows with and without the channel in operation found very little difference in downstream water levels, and the whole scheme was assessed against the requirement that it must not increase flood risk beyond its own reach. Whether the Jubilee River increases downstream flood risk therefore depends on how you define "increase": the channel was modelled to avoid any measurable rise in downstream peak levels, but that is not the same as promising that downstream flooding can never happen. This is the distinction between a mapped flood zone and the residual flood risk that survives every defence, and it is why complex sites along this reach often need site-specific flood modelling rather than national mapping alone.

Did the Jubilee River cause the 2013–14 floods at Wraysbury and Old Windsor?

Not according to the Environment Agency, which attributes that winter's flooding to exceptional, prolonged rainfall across the entire Thames catchment and to ground that was already saturated. During the floods of winter 2013–14, downstream communities including Wraysbury and parts of Old Windsor were badly inundated, and some residents argued that operating the Jubilee River had worsened their position. Both points can sit within the same system: the channel performed as designed, and those communities still flooded because the whole catchment was under water.

The figures from the more recent January 2024 flood are instructive. In 2014, more than 1,000 properties flooded internally across the Thames area; in January 2024, around 300 did, even though the total volume of flow passing down the Jubilee channel appeared similar in both events. The scale of flooding tracks the size of the flood across the catchment, not the operation of the channel. For anyone assessing a site in Wraysbury, Old Windsor or Datchet, the practical point is that these are genuine floodplain locations whose risk comes from the Thames itself, with or without the relief channel.

Early performance and the January 2003 bank erosion

The Jubilee River's first serious test exposed problems. During high flows in January 2003, barely a year after opening, the channel suffered weir damage and significant bed and bank erosion at flows well short of its design capacity, and required substantial remedial engineering.

Repairs cost in the region of £3.5 million, and the Environment Agency later settled a claim against the scheme's design consultants for £2.75 million.

Early performance problems are not unusual once major flood infrastructure meets real flood conditions, and the channel has operated as part of the Thames system since the works were completed. The episode is worth remembering for one reason: it is a reminder that the Jubilee River is substantial engineered infrastructure with a maintenance and performance history, not a natural watercourse that can be assumed to work perfectly on demand.

Climate change and more frequent operation

Flood conditions on the Thames are shifting, and the Environment Agency is operating the Jubilee River more often as a result. The Agency has been direct about why.

With climate change we are seeing more frequent and more intense rainfall, which will lead to flooding more often across the Thames Valley. In response to this we are having to operate the Jubilee more frequently.

More frequent operation reflects heavier and more frequent rainfall across southern England, not a failing channel. But it does change the planning picture. A defence that is called on more often is a defence whose downstream effects, and whose condition, come under closer scrutiny, and it makes the case for assessing flood risk against future climate allowances, not just today's conditions, more pressing for any development along the corridor.

Conveyance versus storage in Thames flood management

The Jubilee River is a conveyance scheme: it increases the river system's capacity to move water quickly through a constrained urban reach. It does not reduce the total volume of flood water in the catchment. That is a different approach from storage-based flood management, which holds water back in reservoirs or on floodplains upstream to lower the peak.

The distinction matters because it explains both what the Jubilee River achieves and what it cannot. Conveyance can produce real, measurable reductions in peak level at a specific location, which is exactly what Maidenhead and Windsor needed. It also changes the timing and distribution of flow within the river corridor, which is exactly what makes downstream communities watchful. Neither approach removes flood risk; they manage it differently.

The Jubilee River and the wider River Thames Scheme

The Jubilee River was always meant to be one part of a longer-term strategy for the Thames, not the finished article. Further downstream, the River Thames Scheme proposes two more relief channels between Egham and Teddington to reduce risk to roughly 11,000 homes and 1,600 businesses, but that scheme has drifted, and has been described as in abeyance since 2025.

That delay carries a direct lesson for anyone developing land on the strength of protection that is planned but not built. Flood risk in a planning application has to be assessed on the defences that exist today, not on a channel that may or may not be delivered years from now. The Jubilee River is a live case study in exactly that: engineered flood defence, active operational management, and the gap between what infrastructure is designed to do and how it is experienced downstream. The same caution applies to the tidal reaches lower down, where the Thames Barrier protects central London on an entirely separate footing.

What the Jubilee River means for planning and development along the Thames

If you are developing or buying between Maidenhead and Datchet, or downstream at Wraysbury, Old Windsor, Egham or Staines, the Jubilee River changes how the Thames behaves near your site but does not remove flood risk from it. Two points matter most for a planning application.

The Flood Map for Planning is drawn ignoring defences, so a site can sit inside Flood Zone 2 or 3 even though the Jubilee River lowers levels through the reach.

First, you cannot rely on the relief channel as a reason your site is safe: a site-specific flood risk assessment has to assess the residual risk that remains when a defence is overtopped, fails, or is simply not operating, and set finished floor levels and access accordingly. Second, where a proposal sits in Flood Zone 2 or 3, the Sequential and Exception Tests may apply regardless of the channel. Local knowledge of the reach helps here, whether the site is in Maidenhead or Windsor and Eton.

So, does the Jubilee River increase downstream flood risk? On the evidence, it was designed and modelled not to raise downstream peak levels, and the Environment Agency's monitoring supports that. Frequently asked questions

Is my property at greater risk because it sits downstream of the Jubilee River?

Not because of the channel itself. The Environment Agency's modelling shows the Jubilee makes very little difference to downstream water levels, so a downstream property's risk comes from the Thames and the wider catchment rather than from the relief scheme. What matters for your property is its own ground level, its distance from the river, and how the modelled flood level compares with your floor levels, which is what a site-specific assessment establishes.

Does the Jubilee River protect against surface water and groundwater flooding?

No. It manages river (fluvial) flooding on the Thames only. Surface water and groundwater are separate flood sources that the channel does nothing to control, and on this stretch of the Thames valley groundwater in particular can be significant. A thorough assessment has to look at every source, not just the river.

Is the Jubilee River a natural river or engineered infrastructure?

It is engineered infrastructure, built to look natural. The channel was cut with meanders, shallow margins and reed beds so that it reads as a river rather than a concrete cut, but it is operated by the Environment Agency, controlled by weirs and gates, and has a maintenance and repair history like any large asset. It can, but not always in the way owners expect.
