The Thames Barrier is the largest movable flood barrier protecting London, holding back the tidal surges that would otherwise push up the estuary and into the heart of the city. It spans 520 metres of the River Thames near Woolwich and has guarded more than 1.4 million people and £321 billion of property since it became operational in 1982.

It is not the only thing keeping London dry. Embankments, raised river walls, smaller barriers and the recently completed Thames Tideway Tunnel all play a part, and surface water flooding is now managed through the wider London Surface Water Strategy. But the Barrier remains the single most important defence against the kind of tidal flooding that could put large parts of central London under water.

What and Where Is the Thames Barrier?

The Barrier sits across the river near Woolwich in east London, with its northern end at Silvertown in the London Borough of Newham and its southern end at New Charlton in the Royal Borough of Greenwich. The site was chosen because the banks here run unusually straight and the chalk beneath the riverbed is strong enough to carry the structure.

Across its 520-metre span, the Barrier divides the river into ten separate openings. Four of these are wide navigable channels for shipping, framed by the steel-hooded piers that are now a familiar part of the London skyline.

Why Was the Thames Barrier Built?

London has flooded throughout its history. A North Sea surge in 1928 overwhelmed the Thames embankments and drowned fourteen people in their basements in central London. The far larger North Sea flood of 1953 killed more than 300 people along the east coast and the Thames Estuary, and came close to inundating the capital itself.

That 1953 disaster forced the question of how to protect London for good. The Waverley Committee, set up to investigate the flood, recommended a structure across the Thames that could be closed against a surge rather than simply raising the river walls ever higher. After years of design work and debate, that recommendation became the Thames Barrier.

A Short History of the Barrier

The breakthrough came from an engineer named Charles Draper. In 1969, working from his parents' house in Wood Green, he built a model of a rising gate that rotated into place rather than dropping from above. The idea for the rotating cylinders came from the taps on his gas cooker, and it solved the central problem of how to keep the river open to shipping while still being able to seal it within minutes.

The Thames Barrier and Flood Prevention Act authorised construction in 1972. Work began on site in 1974, with the gates fabricated on the River Tees and floated down to the Thames. The first full trial of all ten gates together took place in October 1982, and the Queen formally opened the completed Barrier on 8 May 1984.

How Does the Thames Barrier Work?

The Barrier has ten steel gates that rest out of sight on the riverbed under normal conditions, letting ships pass freely overhead. The four main gates each weigh around 3,300 tonnes and, when raised, stand as high as a five-storey building and as wide as the opening of Tower Bridge.

When a dangerous tide is forecast, the Environment Agency decides whether to close the Barrier. A closure is triggered when high tides predicted in the North Sea combine with high river flows coming downstream, indicating that water levels in central London could rise to a dangerous height. The hollow gates then rotate up from the riverbed, filling with water as they turn, until they form a continuous steel wall facing the incoming surge.

A full closure takes around 90 minutes, with the gates raised in sequence rather than all at once. Once the tide outside has dropped below the level held back upstream, the gates are lowered in a controlled release so the river can flow on towards the sea. Each gate is tested monthly, with a full closure of the whole Barrier once a year.

How Often Is the Thames Barrier Used?

When it was built, the Barrier was expected to close two or three times a year. It is now used far more often than that. As at November 2025 it had been closed 221 times for flood defence: 119 to hold back tidal surges from the sea, and 102 against combined tidal and river flooding.

The pattern over the decades tells its own story:

  • 1980s — 4 closures
  • 1990s — 35 closures
  • 2000s — 80 closures
  • 2010s — 74 closures
  • 2020s — 28 closures (to late 2025)

The single most extreme period came in the winter of 2013–14, when the Barrier closed 50 times in one season during the wettest winter on record. Rising sea levels and more intense rainfall mean this upward trend is expected to continue.

How Much Did the Thames Barrier Cost?

The Barrier cost around £535 million to build, which is close to £1.5 billion in today's money. Strengthening the river defences downstream added roughly £100 million more on top of that.

Those are only the construction figures. A structure of this scale needs constant inspection, testing and maintenance to stay reliable, and the cost of keeping it working has continued for more than forty years. When weighed against the damage a single major flood would cause, running into many billions of pounds, the Barrier has long since paid for itself.

What Would Happen If the Thames Barrier Failed?

A failure during a major surge would be one of the most serious peacetime emergencies London could face. Modelling suggests that around 125 square kilometres of central London could flood, affecting hundreds of thousands of people and many of the city's most important buildings.

The Thames floodplain covers heavily populated boroughs including Westminster, Southwark and Tower Hamlets, along with hospitals, power supplies, large stretches of the London Underground and landmarks such as the Houses of Parliament and the Tower of London. The same pressures are now being felt at historic sites across the country, where defences built for an earlier climate are being tested more often.

In practice, the risk of outright failure is very low. The Barrier is rigorously maintained, and dangerous tides can be forecast up to 36 hours ahead, so closures are planned well in advance. Sudden failure is unlikely; the harder question is how long it can keep providing the same level of protection.

Criticisms, Disadvantages and Limitations

For all its success, the Barrier has real limitations, and it is worth being honest about them.

It was designed mainly for tidal surges, not for the prolonged high river flows that climate change is making more common. It is ageing, having now passed forty years in service. And it is being asked to close far more often than its designers ever envisaged, which raises long-term questions about wear and reliability. The Environment Agency expects the Barrier to keep protecting London until around 2070, but the standard of protection it offers will gradually decline after 2030 as sea levels rise.

There is also a wider point. A defence reduces flood risk but never removes it, and the assets behind it are only as good as their condition. Almost one in ten flood defences in England were found to be below their target condition standard at the start of one recent winter. The Barrier itself is well looked after, but the principle holds across the system as a whole.

Future-Proofing London's Flood Defences

The Barrier was originally meant to protect London until 2030. That horizon has since been extended to around 2070, but planning for what comes next is already well underway.

The Thames Estuary 2100 Plan sets out the long-term strategy, including raising defences upstream, strengthening river walls, and eventually deciding whether to upgrade the existing Barrier or build a larger one further down the estuary. A decision on the best approach for the rest of the century is expected by 2040.

The case for acting is getting stronger. Recent research shows that human-driven sea level rise is already increasing coastal flooding, with the Thames Estuary named among the most exposed systems in the country. Delivery is its own challenge: the separate River Thames Scheme further upstream has spent years and more than £100 million without construction starting, a reminder that designing a defence and building it on time are two different things.

What the Thames Barrier Means for Property in London

For anyone who owns, buys or develops property in London, the Barrier is reassuring but not the whole picture. Living or building behind a major defence does not take a site out of the floodplain, and it does not remove the need to understand the risk in detail.

This catches people out regularly. A property can sit comfortably behind the Barrier and still appear in a mapped flood zone, because the Flood Map for Planning shows the underlying risk rather than the protection in front of it. A home can be in Flood Zone 3 and never have flooded in living memory. In both cases, the map shading on its own tells you very little about the real risk to a particular building.

That is where a site-specific assessment earns its place. If you are buying, a flood risk survey for a property purchase shows what the risk actually is and whether the price reflects it. If you are developing, a flood risk assessment for planning demonstrates that a scheme is safe and will not increase flooding elsewhere, and where the picture is complex, detailed flood modelling and a sound surface water drainage strategy make the difference between an application that stalls and one that proceeds.
