Flood risk in Northamptonshire: the Nene, its tributaries and surface water
River flooding dominates Northamptonshire. Almost the whole county drains through the River Nene, which gathers its upper arms at Northampton and carries their combined flow east along the Nene valley. Surface water now threatens the built-up parts of Northampton, Wellingborough, Kettering and Corby, and groundwater rises through the valley deposits in places — so most sites here face more than one source at once.
Northampton sits where the upper arms of the Nene meet, with the Ise, Tove and Welland adding to the system across the county. A prolonged rainfall event in the upper catchment becomes a flood peak in Northampton a short time later, which is why the town has flooded repeatedly and why the Northampton Washlands flood-storage reservoir was built downstream to hold back the peak. Understanding which watercourse drives the risk on a given site, and how it behaves, is the heart of a credible fluvial flood risk assessment.
- Rivers (fluvial). The Nene and its tributaries — the Ise through Kettering, the Tove near Towcester and the Welland on the northern border — flood the valley floors. Land in Flood Zones 2 and 3 along these corridors almost always needs an FRA.
- Surface water (pluvial). Now the most widespread flood risk in England. Intense rain overwhelms drains in low-lying parts of Northampton, Wellingborough and Kettering. Since the 2025 PPG update, surface water on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.

A history of flooding in Northamptonshire
These dated events are why local authorities here scrutinise development so closely, and why a flood risk assessment in Northamptonshire has to be evidence-led rather than generic. Each one reshaped local policy and the flood defences a developer now has to design around.
- 1998 — the Easter floods. Over the 9th and 10th of April 1998, more than 4,000 properties flooded across Northamptonshire, around 2,500 of them in Northampton. Two people lost their lives and about 150 were injured or treated for hypothermia, with damage estimated at £75 million. It remains the benchmark flood event for the county.
- The 1998 failures. No flood warnings sounded in Northampton in the early hours of 9 April, partly because telemetry gauges recorded the rainfall incorrectly and ageing forecasting did not account for new development or the full reservoirs on the Nene. The lesson — assess the real catchment, not a generic map — still drives how the regulators review schemes here.
- 2020 — surface water and ordinary watercourses. North Northamptonshire's Section 19 flood investigations for 2020 record flooding at Corby, Geddington and Wellingborough — a reminder that the risk here is not only the main river.
- 2024 — Storm Henk and Storm Bert. Both storms brought significant flooding and evacuations across Northamptonshire, and the scale of Storm Bert led many to compare it with 1998.
A pattern runs through all of it: ground that flooded once tends to flood again. A robust assessment treats this recorded history as evidence, not background colour.
Flood defences and schemes protecting Northamptonshire
Major investment followed the 1998 floods, and the schemes change what a development next to them has to prove. A new defence reduces the chance of flooding, but it never removes it, and planning policy still expects the residual risk to be assessed.
- The Northampton Washlands. A large flood-storage reservoir downstream of Northampton, ringed by embankments, sluices and floodgates, that holds back around 2.4 million cubic metres of water and releases it to the Nene in a controlled way to protect the town and the valley below.
- Central Northampton defences. After 1998, flood defences were built through the centre of Northampton alongside improved sluices and warning systems, where the three upper arms of the Nene combine.
- A system under pressure. The Washlands has finite storage and there is little additional downstream storage to absorb increased flows, so climate change and upstream development put the Nene system under growing strain.
The catch for developers is the one we set out in residual flood risk and why a site stays in a flood zone after defences are built: the Flood Map for Planning is drawn as if the defences are not there, so a defended site can still sit in Flood Zone 3. Climate change makes this sharper still, which is why an assessment applies the Environment Agency's allowances over the development's lifetime.

Two kinds of authority set the rules. The Environment Agency leads on the River Nene and the other main rivers.
