Flood risk in Peterborough: the River Nene, the Brooks and the fen edge

River and surface water dominate flood risk in Peterborough. The River Nene runs straight through the city and becomes tidal just downstream, while intense rain overwhelms drains across the built-up area and the Peterborough Brooks rise quickly in the north. Add a high water table held in clay and river gravels, and most sites here face more than one source at once.

The Nene arrives at Peterborough having gathered the whole of its Northamptonshire catchment, then slows as it crosses low, flat land towards the Wash. Through the city it is embanked and managed; a short way to the east, at the Dog-in-a-Doublet sluice, it meets the tide. When heavy rainfall and a high spring tide coincide, the sluice cannot release water to the sea and the river “tide-locks”, which is the moment the Nene Washes are called on to store the overflow. Understanding which mechanism drives the risk on a given site, and how it behaves, is the heart of a credible flood risk assessment.

  • Rivers (fluvial). The River Nene floods the valley floor and the low ground along its corridor through the city. Land in Flood Zones 2 and 3 beside the Nene and its embanked channel almost always needs an assessment.
  • Surface water (pluvial). Now the most widespread flood risk in England. Intense rain overwhelms drains across built-up Peterborough. Since the 2025 PPG update, surface water on the Flood Map for Planning, or a critical drainage area, can trigger an assessment even on a Flood Zone 1 site.
  • The Peterborough Brooks. Paston Brook, Werrington Brook and the Cuckoo’s Hollow watercourses drain the northern suburbs and can rise quickly, carrying their own surface-water and ordinary-watercourse risk away from the main river.

  • Tidal (the tide-locked Nene). Below the Dog-in-a-Doublet sluice the Nene is tidal towards the Wash, so the eastern edge of the area carries a tidal as well as a fluvial influence, assessed against the 0.5% annual probability event.
  • Sewers and ordinary watercourses. The surface-water sewer network, ditches and the fen drains east of the city back up in heavy rain. These ordinary watercourses are the Lead Local Flood Authority’s and the internal drainage boards’ responsibility rather than the Environment Agency’s — see the role the LLFA plays.

A site can screen as low risk on the river map yet sit behind an embankment, below the level of the very channel meant to take its water, with a winter water table near the surface. A credible assessment in Peterborough reconciles all of it.

A history of flooding in Peterborough

These dated events are why the council scrutinises development closely here, and why a flood risk assessment in Peterborough has to be evidence-led rather than generic. Each one shaped the defences and drainage standards a developer now has to design around.

  • 1947 — the great fen flood. In March 1947, snowmelt on frozen ground and heavy rain breached fen banks along the Nene and the Great Ouse, flooding tens of thousands of acres east of Peterborough. It drove the post-war investment in the washes and the pumped drainage network that protects the fen edge today.
  • April 1998 — the Easter floods. Over the Easter weekend the Nene burst its banks after roughly a month’s rain fell in 24 hours, flooding hundreds of properties across Peterborough. Homes at Riverside Gardens and Thorpe Meadows were evacuated and Thorpe Road sat under around three feet of water — the benchmark river-flood event for the city.
  • January 2024 — Storm Henk and the Nene. Sustained rainfall across the Nene catchment pushed the river high through Peterborough, with flood warnings on the Nene and its washes and low-lying riverside roads and properties affected.
  • October 2024 — record river levels. Heavy autumn rainfall again brought flooding to Peterborough and the surrounding villages, with the Nene running high and flood warnings issued across the area.

A pattern runs through all of it: ground that flooded once tends to flood again. A robust assessment in Peterborough treats this recorded history as evidence, not background colour.

Flood defences, the Nene Washes and tide-lock in Peterborough

Peterborough is protected by one of the largest washland flood-storage systems in the country, and the schemes that keep it dry change what a development next to them has to prove. A defence reduces the chance of flooding, but it never removes it, and planning policy still expects the residual risk to be assessed.

  • The Nene (Whittlesey) Washes. A washland flood-storage reservoir on the south side of the Nene, east of Peterborough, around 20 km long and up to 1.4 km wide. It floods deliberately to store Nene water when the river tide-locks at the Dog-in-a-Doublet sluice, holding back vast volumes from the land behind it. It is also a Site of Special Scientific Interest, Special Protection Area and Ramsar wetland.
  • A landscape that relies on pumping. East and north of the city, internal drainage boards and the Middle Level system run drains and pumping stations to keep the fen edge workable, lifting water into rivers that often sit higher than the land.
  • The South Barrier Bank scheme. The Environment Agency has invested in the order of £26 million strengthening around 16 km of the washes’ South Barrier Bank, protecting hundreds of homes, roads and railways in and around Peterborough and thousands of hectares of farmland.
  • Defences reduce risk but never remove it. The Flood Map for Planning is drawn as if defences are absent, so a defended site beside the Nene or behind a fen bank can still sit in Flood Zone 3.

The catch for developers is the one we set out in residual flood risk: because the planning map ignores defences, a site protected by an embankment or the washes still has to demonstrate it is safe if that protection is overtopped or fails. The public long-term flood risk map cannot be used in place of the Flood Map for Planning, and climate change makes this sharper still, which is why an assessment applies the Environment Agency’s allowances over the development’s lifetime.

Planning policy and your Lead Local Flood Authority in Peterborough

Two kinds of authority set the rules. The Environment Agency leads on the River Nene as a main river. A Lead Local Flood Authority (LLFA) leads on surface water, groundwater and ordinary watercourses — and because Peterborough is a unitary authority, Peterborough City Council is both the planning authority and the LLFA, with internal drainage boards adding a third layer on the fen edge.
