Flood risk in Plymouth: the sea, the Tamar and Plym, and surface water

Tidal and coastal flooding is the defining risk in Plymouth. The city wraps around Plymouth Sound, where the Tamar, Tavy, Lynher, Plym and Yealm estuaries meet the sea, so a high spring tide driven by a storm surge is the event that floods the waterfront. Rivers running off Dartmoor and surface water in the steep urban catchments add to it — and on the harbour edge all three can arrive at once.

Tidal and coastal flooding

The Sutton Harbour and Barbican waterfront is the part of Plymouth most exposed to the sea, and it sits inside an Environment Agency severe flood warning area covering Southside Street, Vauxhall Street, Sutton Road and the quays. The danger is a combination of a high spring tide, a storm surge and large waves — the conditions that, on 3 January 2014, sent a tidal surge over the Barbican and forced the harbour’s lock gates closed and flood boards out. The Plymouth Breakwater takes the edge off the worst waves in the Sound, but it does not remove tidal risk, and sea level rise is steadily raising the baseline.

River (fluvial) flooding

The River Plym and Tory Brook drain Dartmoor through the east of the city, and their flood alert area runs through Plympton, Marsh Mills, Coypool and Newnham Park up to Clearbrook and Meavy — broadly the land where the chance of flooding in any year is greater than 1%. The Tamar and Tavy bound the city to the west and north. Because these are short, steep, fast-responding catchments, river levels rise quickly after heavy rain on the moor, so timing against the tide can matter as much as the volume of water.

Surface water and “tide-locking”

Surface water is the most widespread risk across the city. Plymouth’s steep streets shed rainfall fast, and where the drainage outfalls sit below high-tide level they become “tide-locked” — when heavy rain coincides with a high tide the system cannot discharge, backs up and floods the road and nearby properties. Lipson Vale, and the junction at Bernice Terrace in particular, has flooded this way for years, with around 147 properties at risk, which is why the city, the Environment Agency and South West Water have brought forward flood-relief schemes there and at Trefusis Park. A history of flooding in Plymouth

These dated events are why the council scrutinises waterfront and low-lying development so closely, and why a flood risk assessment in Plymouth has to be evidence-led rather than generic. Each one shows how the city floods in practice.

  • 3 January 2014 — the Barbican tidal surge. A severe flood warning was issued as a large tidal surge reached Sutton Harbour on the morning’s high spring tide, overtopping the waterfront and closing the harbour lock gates. The same winter’s Atlantic storms famously severed the main railway line along the coast at nearby Dawlish.
  • Lipson Vale — persistent surface-water flooding. The Bernice Terrace junction has flooded repeatedly when heavy rain meets a high tide and the drainage tide-locks, putting around 147 properties at risk and prompting a partnership flood-relief scheme by the council, the Environment Agency and South West Water.
  • Trefusis Park flood relief. A further Plymouth scheme brought forward to reduce surface-water flooding to homes — a reminder that the city’s risk is as much about urban drainage as the open coast.
  • A wetter, higher-tide future. The council expects flooding to become more frequent as rainfall intensity and sea levels rise, which is why an assessment here is built around climate change allowances over a development’s lifetime.

A pattern runs through all of it: the sites that flood are the low, tide-locked and waterfront ones, and ground that has flooded once tends to flood again. A robust assessment treats this recorded history as evidence, not background colour.

Planning policy and your Lead Local Flood Authority in Plymouth

Two kinds of authority set the rules. The Environment Agency leads on Plymouth Sound, the tidal estuaries and the main rivers. Plymouth City Council, as the unitary Lead Local Flood Authority, leads on surface water, groundwater and ordinary watercourses — and is a statutory consultee on the surface-water drainage of major development.

Development and flood risk assessment in Plymouth

Plymouth’s growth is concentrated on its waterfront and its brownfield land, and the kind of site you bring forward shapes the assessment you need. The right scope is the difference between a clean approval and a drainage or flood objection that holds an application up for months.

  • Discharge of drainage conditions. The detailed stage to discharge a pre-commencement or pre-occupation drainage condition.
