If you are bringing a development forward in the Calder Valley, the council you have to satisfy is Calderdale Metropolitan Borough Council — and it wears two hats. It is the Local Planning Authority that decides your application, and it is also the Lead Local Flood Authority that judges your surface water drainage. Getting a flood risk assessment and a drainage strategy through Calderdale means answering both sides of the same council, against some of the most demanding local flood and drainage rules in England.

Boxing Day 2015 put Mytholmroyd, Hebden Bridge and Todmorden under water, and that history runs straight through the council's Local Plan, its adopted Flood Risk and Drainage SPD and the way its flood team reads a planning application. Calderdale is one council doing two jobs: it is both the planning authority and the lead local flood authority, so the same body sets your flood risk and your drainage tests — and in a valley that floods this hard, it applies them strictly.
Flood risk and drainage in Calderdale at a glance
- One unitary council, both roles. Calderdale Council is the Local Planning Authority that determines the application and the Lead Local Flood Authority for surface water, groundwater and ordinary watercourses. There is no separate county authority to deal with.

- Surface water is held to the greenfield rate. Discharge to a watercourse is limited to the greenfield runoff rate (QBAR); a previously developed site with a proven connection is restricted to its existing rate minus at least 30%.
- The valley floods, and the policy shows it. Storm Eva flooded around 3,000 homes and 1,500 businesses across Calderdale on Boxing Day 2015, which is why local scrutiny of drainage is unusually tight.
Who decides flood risk and drainage in Calderdale?
Most confusion on a Calderdale application comes from expecting the two-tier split you get in a county. There isn't one. As a metropolitan borough, Calderdale Council is a single unitary authority that carries both planning and flood-risk responsibilities in-house, so the people who decide your application and the people who judge your drainage sit under the same roof.
- Calderdale Council (Local Planning Authority). Determines the planning application and applies the Local Plan flood and drainage policies, guided by its adopted Local Planning Authority role on flood risk and SuDS.
- Calderdale Council Flood Risk Team (Lead Local Flood Authority). A statutory consultee on surface water drainage since 15 April 2015. It is consulted on all major developments and relevant minor applications, and reviews both the flood risk assessment and the drainage strategy. Its comments are where an LLFA objection can stall a scheme.

- Yorkshire Water. The sewerage undertaker for public foul and surface water sewers, and the body to approach where a connection or capacity check is needed — see how the water companies fit into planning.
- Canal & River Trust. The Rochdale Canal and the Calder & Hebble Navigation run through the borough, so a scheme discharging near them may need the Trust's involvement too.

Does a Calderdale application need a flood risk assessment or a drainage strategy?
The national triggers apply here, but Calderdale layers two local twists on top: its Critical Drainage Areas, and the reality that even a Flood Zone 1 site can be caught by surface water. A flood risk assessment and a surface water drainage strategy are two different reports, and many Calderdale schemes need both, submitted together.

The trap on a Calderdale application is assuming that a Flood Zone 1 site is a free pass. Since the 2025 Planning Practice Guidance update, surface water risk shown on the Flood Map for Planning can trigger an assessment on land the river map calls low risk — and in Calderdale, where steep valley sides push water off the moors fast, that happens more often than most applicants expect. Get the scope wrong and the application can be invalidated before it is even registered.
Calderdale's Local Plan flood and drainage policies
The adopted Calderdale Local Plan (22 March 2023) puts flood risk and drainage in Chapter 12, "Flooding and Water Resource Management", under four linked climate-change policies. These are the policies a planning officer will cite when they refuse or condition a scheme, so an assessment for Calderdale should answer them by name. Together with the Flood Risk and Drainage SPD, they form the basis of what the council requires.

Policy CC2 — flood risk management
Policy CC2 requires development to follow a sequential, risk-based approach and, where a site-specific flood risk assessment is needed, to demonstrate that the development will be safe for its lifetime, taking account of the vulnerability of its users, without increasing flood risk elsewhere and, where possible, reducing it overall. In a Critical Drainage Area the assessment must also show the development is not at risk from flooding from existing drainage systems or overflow routes. This is the policy that most often decides a Calderdale application, and it expects the right vulnerability classification to be argued, not assumed.
Policy CC3 — water resource management
Policy CC3 requires new development to enable or replicate natural water flows and reduce surface water runoff, particularly in Critical Drainage Areas, through sustainable drainage systems. The council will only regard SuDS as inappropriate in exceptional circumstances, and it expects a drainage strategy that follows the drainage hierarchy and protects water quality. This is the policy that gives Calderdale's drainage requirements their teeth.
Policy CC4 — catchment management
Policy CC4 requires development not to adversely affect river catchment areas, functional floodplains or flood storage, and encourages a catchment-scale approach that can include natural flood management. On the steep Calder catchment this matters: what a site does with its water changes the flood peak for the towns downstream, so the council wants runoff managed close to source and existing watercourses kept open rather than culverted.

Drainage is where Calderdale is at its most specific, and where most objections land. The adopted Flood Risk and Drainage SPD (24 July 2024) sets out the discharge rates, the design storms and the survey evidence the Lead Local Flood Authority wants to see — and it expands on the West Yorkshire Combined Authority (WYCA) SuDS guidance that applies across the region. A Calderdale drainage strategy that follows these numbers from the start is the surest way to avoid a drainage objection.

Two council-specific requirements catch applicants out. First, Calderdale operates a surface water drainage proforma: you can discuss the proposal with the council's Drainage Engineer and have the form counter-signed before you submit, or submit it and let the Drainage Engineer comment — either way it is the document the LLFA uses to sign off the strategy. Second, any works to a watercourse, whether open or culverted, need an Ordinary Watercourse Consent from the LLFA, which sits outside the planning system and is a common cause of delay if it is left until the end.
- Prove the connection. Calderdale will not assume a site drains to a downstream culvert. A condition or CCTV survey of the receiving watercourse, with details of the outfall and its capacity, is expected before the LLFA will approve or condition a watercourse connection.
- Test the ground before you rely on infiltration. Infiltration sits at the top of the hierarchy, so if you are proposing soakaways you need infiltration testing. - Design a full treatment train. The council expects the full range of SuDS to be considered on every site, including brownfield, with soft techniques prioritised and the four pillars of SuDS — quantity, quality, amenity and biodiversity — all addressed. A piecemeal handful of features will not satisfy CC3.
- Show your storage and exceedance. Storage must cater for events up to the 1 in 100 year annual probability plus climate change, and the strategy must map the flow paths and exceedance routes water will take when the system is overwhelmed.
- Plan maintenance from the outset. A maintenance plan for the lifetime of the development must accompany the strategy. Calderdale's SuDS Approval Body is not yet operating, so adoption and maintenance are handled through planning conditions or a Section 106 agreement.

Calderdale's Strategic Flood Risk Assessment
Calderdale's flood-risk evidence base is the Calder Catchment Strategic Flood Risk Assessment, produced jointly with neighbouring authorities across the shared Calder catchment. A Strategic Flood Risk Assessment is not a substitute for a site-specific report, but it is the map the council starts from, and a good assessment reads it before it does anything else.
- What it is. A Level 1 SFRA mapping flood risk across the catchment, with Level 2 refinement where development pressure meets higher risk. It informs the council's sequential testing of allocations and its Critical Drainage Area work.
- Critical Drainage Areas. The SFRA reviews where surface water problems concentrate. If your site sits in, or the council notifies it as, a Critical Drainage Area, a site-specific FRA is required for any new development and must show the site is not at risk from existing drainage or overflow routes.
- Climate change. It applies the Environment Agency's climate-change allowances for the catchment, which your assessment must carry through to floor levels, freeboard and attenuation volumes.
- Use it, don't repeat it. The SFRA gives the strategic picture; your report has to translate it to the plot — the actual levels, flow routes and depths on your site.
What a Calderdale application must include to validate
Calderdale publishes its requirements through its validation requirements and its Flood Risk and Drainage SPD, and applications that miss them are held at the door. On flood risk and drainage, the recurring reasons a Calderdale submission is delayed or invalidated are consistent and avoidable.
- A site-specific flood risk assessment where the site is in Flood Zone 2 or 3, is a hectare or more in Flood Zone 1, sits in a Critical Drainage Area, or has mapped surface water risk.
- A surface water drainage strategy developed alongside the FRA and submitted at the same time, with adequate hydraulic calculations and drawings showing pipe numbers and contributing areas.
- The completed surface water drainage proforma, ideally discussed with the council's Drainage Engineer in advance.
- Evidence for the discharge route — infiltration testing where soakaways are proposed, or a condition and capacity survey where a watercourse connection is relied on.
- A maintenance plan covering the SuDS features for the lifetime of the development.
Because the Lead Local Flood Authority is a statutory consultee, the drainage strategy is scrutinised as closely as the flood risk assessment. How national policy applies in Calderdale
Calderdale's local rules sit on top of the national framework, not instead of it. Your assessment still has to satisfy the National Planning Policy Framework and its Planning Practice Guidance, and where a higher-risk site is involved, the Sequential and Exception Tests apply.
- The NPPF and PPG set the flood-zone thresholds and the risk-based, sequential approach that Policy CC2 mirrors locally. The NPPF flood risk guidance explains when each report is triggered.
- The September 2025 PPG update sharpened how surface water is weighed, which is why a Flood Zone 1 Calderdale site can still need an assessment.
- Flood zones 1, 2 and 3 come from the Environment Agency's Flood Map for Planning, and a defended part of the valley can still sit in Flood Zone 3 because the map is drawn as if defences are not there.
- The 2025 national SuDS standards reinforce the infiltration-first hierarchy that Calderdale already applies through its SPD.
Flood risk in Calderdale's area
Calderdale runs the length of the upper Calder Valley, from the Pennine watershed above Todmorden down through Hebden Bridge, Sowerby Bridge and Brighouse, with Halifax on the Hebble Brook. It is steep, narrow and fast-draining, so the borough faces river and surface water flooding together, often within minutes of heavy rain on the moors.
- The River Calder and its tributaries — Walsden Water, Hebden Water, Colden Water, the River Ryburn and the Hebble Brook — drive fluvial risk on the valley floors where most of the towns sit.
- Surface water off the moors reaches the valley bottom quickly, so pluvial flooding is a leading risk even away from the main river.
- Boxing Day 2015 (Storm Eva) flooded around 3,000 homes and 1,500 businesses; the £41 million Mytholmroyd flood alleviation scheme opened in 2021 in response, alongside further schemes through the valley.

- Sustainable drainage strategy (SuDS). Surface-water engineering that calculates existing versus proposed runoff and holds discharge to Calderdale's greenfield rate.

- Discharge of drainage conditions. The detailed stage to discharge a pre-commencement or pre-occupation drainage condition.
