The River Calder is one of the most flood-prone rivers in England, and Boxing Day 2015 is the reason people in the Calder Valley talk about flooding in a category of its own. When Storm Eva stalled over the Pennines on 26 December 2015, the Calder rose faster and higher than it ever had on record, swamping Todmorden, Hebden Bridge, Mytholmroyd, Sowerby Bridge, Elland and Brighouse in a single morning. On Boxing Day 2015 the River Calder reached 3.63 metres at Hebden Bridge, its highest level on record, and the flows it drove through Calderdale damaged more than 3,000 homes and around 1,500 businesses in a single day.

The Boxing Day 2015 flood and the Calder’s record of flooding
The River Calder floods often, and it floods severely. Boxing Day 2015 was the worst in living memory, but it sits in a long line of events, and the intervals between them are short. Anyone assessing a site near the river is not dealing with a remote, once-a-century risk; they are dealing with a river that has flooded its valley towns repeatedly within the last generation.
- Boxing Day 2015 (Storm Eva). The Calder reached 3.63 metres at Hebden Bridge at 1pm on 26 December 2015, its highest recorded level, and peaked at 189.7 cubic metres per second at the Elland gauge, the highest flow in a record that began in 1961. Across Calderdale more than 3,000 homes and around 1,500 businesses flooded, with the Environment Agency mapping close to 7,900 properties within the flooded extent.
- February 2020 (Storm Ciara). On 9 February 2020 the Calder rose to just below its 2015 peak, flooding an estimated 695 homes and 572 businesses even as new defences were being built. It was the wettest February on record in the Calder catchment, with over 100 millimetres of rain in under 18 hours, and Sowerby Bridge flooded for only the second time since 1968.
- The summer floods of 2012. Back-to-back flash floods in June and July 2012 hit Hebden Bridge and Mytholmroyd hard, a reminder that the Calder floods in summer as well as winter when intense rain falls on already-wet ground.
- A long history. The great flood of 1968 remains a benchmark across the Calder and Ryburn valleys, and Storm Babet in October 2023 again closed roads in Mirfield as the river rose. The pattern is one of frequent, damaging floods rather than isolated events.

Why the River Calder floods so fast
The River Calder floods because of the shape and surface of its catchment. It rises on Heald Moor above Cornholme and Todmorden, roughly 400 metres up in the south Pennines, and runs about 72 kilometres east to join the River Aire at Castleford, draining a catchment of around 957 square kilometres. The headwaters are steep, peat-covered Millstone Grit moorland that sheds water quickly, and the valley floor it drops onto is narrow and densely built up, so runoff concentrates fast and the river fills within hours of heavy rain.
Its tributaries add to the speed. Walsden Water joins at Todmorden, Colden Water and Hebden Water at Hebden Bridge, Cragg Brook at Mytholmroyd, the River Ryburn at Sowerby Bridge, Hebble Brook below Halifax, and the larger River Colne at Cooper Bridge near Mirfield. Each drains its own steep sub-valley, so several flood peaks can arrive close together. Around eighteen reservoirs in the upper catchment take some of the edge off the very largest events, but they do not change the essential character of the river: it is what hydrologists call flashy, and it is one of the flashier main rivers in the north of England.

Which areas the River Calder puts at risk
Flooding from the River Calder is concentrated on the valley floor, where the towns and their industry were built close to the channel. The Environment Agency runs a formal warning service along the river: a catchment-wide flood alert area, the Upper River Calder catchment, covers the river and its tributaries from Todmorden to Brighouse, and more precise flood warning areas sit at Mirfield, Dewsbury and Wakefield where the Environment Agency can warn individual communities. Is the River Calder a Main River, and what that means for your site
Yes. The Environment Agency has designated the River Calder a Main River along its length, which means the Environment Agency, rather than the local council, regulates the channel and its immediate margins. That distinction matters if you are developing nearby. Works within 8 metres of the top of the bank generally need a Flood Risk Activity Permit from the Environment Agency, and a site in the floodplain will normally need a flood risk assessment to support a planning application. Many of the brooks and ditches that feed the Calder are ordinary watercourses instead, regulated by the Lead Local Flood Authority and by the riparian owners whose land they cross, so establishing which watercourse you are dealing with is the first thing to settle.
- The 8 metre byelaw margin. Building, excavation or structures near the Calder usually require a Flood Risk Activity Permit, sought alongside planning permission rather than instead of it.
- Flood zones drive the assessment. A site in Flood Zone 2 or 3, or a larger site in Flood Zone 1 with other sources of risk, needs a flood risk assessment for planning.
- Defences do not remove the requirement. Even in Mytholmroyd, where a £41 million scheme now protects the town, land behind the defences is still assessed for residual risk.

Since 2015 the Calder Valley has seen one of the largest flood recovery programmes in the country, with more than £75 million invested in Calderdale alone. The Mytholmroyd Flood Alleviation Scheme, a £41 million project, opened in 2021 and now better protects around 400 properties; a scheme of similar scale is being delivered at Hebden Bridge, and further work has been funded at Sowerby Bridge and elsewhere along the valley. These defences reduce risk, but they do not remove it: Calderdale Council estimates that tens of thousands of homes across the wider area remain at risk without continued investment, which is why a proportionate flood risk assessment is still expected for development along the river.
Responsibility for flood risk on the Calder is shared. The river sits in the Humber River Basin District, within the Aire and Calder catchment. The Environment Agency regulates the Main River, publishes the flood map for planning and issues flood warnings. Calderdale Council, Kirklees Council and Wakefield Council act as the Lead Local Flood Authorities for surface water, groundwater and ordinary watercourses along successive reaches, each with its own strategic flood risk assessment that a site-specific report has to reflect.
