Green SuDS are nature-based drainage features — swales, rain gardens, basins, green roofs and wetlands — that manage rainwater using vegetation and soil rather than buried pipes and tanks. Across England's planning system they have become the preferred form of sustainable drainage wherever a site allows, because they do more than control runoff. They improve water quality, create habitat, and turn drainage into usable green space. With surface water now the most widespread source of flood risk in England, designing drainage that works with the landscape rather than against it has shifted from good practice to a planning expectation.

What are green SuDS?

Green SuDS are sustainable drainage systems that copy natural processes, such as infiltration, filtration and evapotranspiration, to slow, store and treat rainwater close to where it falls. Rather than relying on pipes and storage tanks, they use planting, soil and surface flow. Typical components include swales, rain gardens, tree pits, filter strips, infiltration basins, green roofs and wetlands.

These features sit within the four objectives every modern scheme should deliver together: water quantity, water quality, amenity and biodiversity. How do green SuDS differ from engineered “grey” SuDS?

Engineered SuDS, often called “grey” systems, are usually hidden below ground, using storage tanks, large pipes or geocellular crates to hold water and release it at a controlled rate. They are compact and predictable, which suits tight urban sites, but they deliver little beyond drainage. Green SuDS are designed into the landscape itself, managing water at or near source while adding visible amenity and biodiversity.

In practice, most robust drainage strategies are hybrid. They use green SuDS where space and ground conditions allow, supported by engineered systems for extra capacity or on constrained areas.

Why are green SuDS preferred in planning?

Under the National Planning Policy Framework, local authorities expect SuDS to manage water quantity and to improve water quality, amenity and biodiversity. Green SuDS deliver against all four, which is why Local Planning Authorities and Lead Local Flood Authorities increasingly apply a “green first” principle.

Flood and climate resilience

Green SuDS reduce runoff rates and volumes by holding water close to source, which eases pressure on sewers and watercourses. They also build in adaptive capacity for climate change, helping a development cope with the heavier rainfall expected over the coming decades. Where ground conditions allow, infiltration cuts the volume discharged off site, in line with the five-tier discharge hierarchy in the 2025 Standards: rainwater reuse first, then infiltration, then a surface water body, then a surface water sewer, and a combined sewer only as a last resort. Managing rainfall at plot level through source control and rainwater harvesting is how schemes start at the top of that hierarchy.

Water quality and pollution control

Vegetated SuDS naturally filter sediments and pollutants, improving water quality before runoff reaches rivers or groundwater. This supports wider integrated water management and helps meet Water Framework Directive objectives at the local planning level, a benefit that buried pipes and tanks cannot match.

Amenity and biodiversity

By doubling as landscaped open space, green SuDS lift the character of a development and feed directly into biodiversity net gain. Basins, rain gardens and wetlands provide habitat for wildlife while improving the look of a place and the wellbeing of the people who use it. Green infrastructure of this kind contributes to quality of place, a growing focus in local plan policy and design codes.

Policy and practice alignment

The 2025 National Standards make the “green first” principle explicit: cost alone cannot justify skipping a higher-priority destination for runoff. The Standards also require schemes to intercept the first 5mm of rainfall on site for most events, which source-control green features are well suited to. At the surface water drainage strategy stage, developers are therefore expected to show that green SuDS have been considered and included wherever feasible, with clear justification where they are not.

When are green SuDS not feasible?

Green SuDS are preferred in principle, but they are not always practical. Space constraints, poor infiltration, contamination or shallow groundwater can all limit their use, and the SuDS components chosen have to suit the site. Maintenance and adoption responsibilities must also be defined clearly to protect long-term performance, a particular focus of the new Standards. Where infiltration is constrained, permeable paving can still work as a tanked system, and hybrid solutions that pair green and engineered elements are often the most robust answer.

What does the “green first” shift mean for planning in 2026?

National policy points one way: drainage is moving from hidden infrastructure towards multifunctional, nature-based systems that manage water while creating habitat and usable space. This shift is being driven through the planning system rather than a separate statutory regime. The Government has confirmed it intends to improve SuDS delivery through planning policy and the National Standards rather than commencing Schedule 3 of the Flood and Water Management Act 2010, which remains uncommenced in England. The December 2025 draft NPPF, out for consultation until 10 March 2026, reinforces the trend by treating flood risk as a primary spatial constraint.
