Paving over gardens is one of the quiet drivers of urban flooding in the UK. When grass and planting are replaced with concrete, tarmac or block paving, rainwater can no longer soak into the ground. It runs off into drains and streets instead, and across a whole street or neighbourhood that runoff adds up. New mapping from the Royal Horticultural Society shows that 42% of domestic garden space in Britain is now paved over, which has real consequences for how rainfall is managed where people live.

Why does paving over a garden increase flood risk?

Paving over a garden increases flood risk because hard surfaces stop rainwater soaking into the soil and force it to run off instead. A lawn or flower bed absorbs and slows rainfall; concrete and tarmac shed almost all of it straight into gullies, drains and the street. In older urban areas those drains often feed combined sewers that already struggle in heavy rain, so the extra runoff has nowhere to go.

The effect of any single driveway is small. The problem is cumulative. As government guidance on front-garden paving puts it, “although paving over one or two gardens may not seem to make a difference, the combined effect of lots of people in a street or area doing this can increase the risk of flooding.” This is why paving is so closely tied to pluvial, or surface water, flooding, now the most widespread source of flood risk in England. It is also a leading cause of urban flood risk from surface water, where rainfall that cannot be stored or infiltrated ends up on roads, in gardens and in basements.

Hard surfaces cause a second problem too. They collect oil, brake dust and other pollution that washes into drains and, in many areas, straight into streams and rivers, harming wildlife. Replacing planting with paving also removes the cooling effect of soil and vegetation, contributing to the urban heat island effect in dense neighbourhoods.

How much of the UK's garden space is paved over?

Around 42% of domestic garden space in Britain is now covered by hard surfaces, according to the RHS State of Gardening Report 2025. The figure is higher for front gardens, at 55%, than for back gardens, at 36%. The study, produced with the AI mapping firm Gentian, plotted 25.8 million gardens covering 959,800 hectares, or 4.6% of Britain's land area.

That paved-over area matters because gardens do far more than look tidy. The RHS found that domestic and cultivated gardens hold about 50 million trees and store significant amounts of carbon, while supporting habitats for a large share of Britain's butterflies, amphibians and reptiles. Every square metre lost to impermeable surfacing reduces a garden's capacity to absorb rainfall, cool its surroundings, capture pollution and support wildlife.

Access to that green space is also unequal. The RHS mapping found 41% of London classified as garden space, compared with 27% of Cardiff, 25% of Edinburgh and 19% of Leeds. Do you need planning permission to pave your front garden?

You do not need planning permission to pave a front garden of any size if the surface is permeable, or if rainwater is directed to a lawn or border to drain naturally. You do need planning permission if you lay more than five square metres of traditional, impermeable surfacing that drains straight to the road or a drain. These rules have applied across England since 1 October 2008, when permitted development rights were amended specifically to reduce the flooding and pollution caused by hard-paved front gardens.

In practice, that means a homeowner has a straightforward way to stay within permitted development: choose gravel, permeable block paving or porous asphalt, or send the water to a planted area or soakaway rather than the street. A standard impermeable driveway larger than five square metres needs a planning application, a scale plan and a fee.

Tighter rules apply in designated areas. If the property sits in a conservation area, a National Park, an Area of Outstanding Natural Beauty, a World Heritage Site or the Broads, or if it is a listed building, additional permissions may be needed. The safe step is always to check with the local planning authority before work begins. What can homeowners do instead of impermeable paving?

The most effective options are permeable surfaces, rain gardens, soakaways and rainwater harvesting, used alone or in combination. Each keeps rainfall on the plot and lets it soak away or be reused, rather than pushing it into the drainage network. None of them requires the garden to be left unpaved or unusable.

Permeable paving lets water pass through the surface into a stone sub-base that stores it before it soaks into the ground. Gravel, porous asphalt and permeable concrete blocks all achieve this. A rain garden is a shallow planted depression that collects runoff from a conventional driveway and lets it soak away slowly, doubling as an attractive landscape feature. A soakaway is an underground gravel-filled trench or crate that takes water and releases it into the ground, and its size should be based on a proper BRE 365 infiltration test rather than guesswork. Where soils are clay-heavy and infiltration is slow, a tanked or partial-infiltration design can still store water and release it at a controlled rate.

Rainwater harvesting, from a simple water butt to an underground tank, adds another layer by capturing rainfall for reuse and easing pressure on mains supply. Managing rainfall as close as possible to where it lands is the principle behind source control in drainage, and a front garden is exactly where that principle starts. Once a permeable system is in, keeping gullies and surfaces clear matters, which is the everyday side of maintaining drains to prevent surface water flooding.

How do paved gardens fit into wider flood and drainage policy?

Paved gardens sit at the household end of a policy direction that increasingly expects rainfall to be managed where it falls. The 2025 National Standards for Sustainable Drainage Systems put infiltration, reuse and green infrastructure at the top of a discharge hierarchy, with piped drainage as the last resort and a requirement to intercept the first five millimetres of rainfall on site. The wider risk picture is moving in the same direction. Heavier rainfall and increasing impermeable area are expanding the places at risk from surface water, a shift reflected in the Environment Agency's updated flood map for planning. Small, permeable choices in a single front garden count for little on their own, but across a street or a catchment they are among the cheapest forms of flood resilience a community has.

Does paving a garden cause flooding?
