How does flooding happen in Fulham?

Fulham faces flooding from several directions at once, and a credible flood risk assessment in Fulham has to weigh every source rather than just the river. The London Borough of Hammersmith & Fulham lists four types of flooding that reach homes and businesses locally: surface water, sewers, the River Thames and burst water mains. The river itself is the source people picture first, and it matters most for waterfront schemes. Hammersmith & Fulham notes that only a few properties are now likely to flood directly from the Thames since the Thames Barrier was built. That barrier, operational since 1982, closes against North Sea surges and protects around 1.4 million people and £321 billion of property across the capital. Fulham's own defence is the raised river wall along the embankment. A history of flooding in Fulham

The clearest evidence of how Fulham floods is its recent record, and it is a record of rainfall rather than river. The summer of 2021 was the turning point that put west London's surface water problem back at the top of the agenda.

  • 12 July 2021. An intense, slow-moving storm flooded more than 600 properties across Hammersmith & Fulham in about four hours, making it one of the worst-hit London boroughs, with most damage caused by foul water backing up into basements.
  • 25 July 2021. A second severe downpour a fortnight later flooded parts of west London again, confirming that the July event was not a freak one-off.
  • Summer 2007. Heavy rainfall first exposed the scale of basement flooding in the Counter's Creek catchment straddling Fulham and neighbouring Kensington, prompting years of investment by Thames Water.
  • Around 4,257 basement properties. Hammersmith & Fulham estimates this many private and public basement properties are at risk in a very severe 1-in-1,000-year flood.

After July 2021, Thames Water installed non-return valves across the borough and set out to better protect several hundred of the most exposed properties with valves, pumped devices and sewer flaps. Basements, sewers and the Counter's Creek scheme

No account of flooding in Fulham is complete without Counter's Creek. It is one of London's lost rivers — a stream that once ran down the eastern edge of Fulham to meet the Thames at Sands End, long since buried and turned into a combined sewer. That old watercourse still shapes where water collects, and its Victorian sewer is at the heart of the area's basement flooding.

Following the 2007 floods, Thames Water developed the Counters Creek Flood Alleviation Scheme across Fulham and neighbouring Kensington and Chelsea. An early proposal for a large strategic relief sewer, which would have run from Hammersmith through Fulham to the Thames at Sands End, was dropped in 2018 once a programme of local protection had proved effective. In its place, the scheme installed pumped Flooding Local Improvement (FLIP) devices to individual basements — well over a thousand across the two boroughs — alongside sustainable drainage retrofit pilots at Mendora Road and Melina Road, completing in 2020.
