Nearly the whole of the Isle of Dogs is in Flood Zone 3 and relies on the Thames tidal defences, so the flood risk that actually shapes a scheme here is the residual risk that remains behind those defences.
- Flood Zone 3. Most of the peninsula falls in Flood Zone 3a, the land with a 1% or greater annual chance of tidal flooding from the Thames before defences are taken into account.
- Defended, not risk-free. The Thames Barrier and the tidal walls and gates along the river currently protect the Island to a 1-in-1000-year standard, but that protection is what an assessment has to interrogate, not assume.
- Surface water and drainage. The Isle of Dogs contains recognised Critical Drainage Areas, and Thames Water has warned that the Victorian sewer network is under pressure from the scale of development here.
- Rapid growth. The Mayor's Opportunity Area framework anticipates around 29,000 new homes and 110,000 jobs on the Isle of Dogs and South Poplar by 2041, most of it very high density.
Which flood zone is the Isle of Dogs in?
The Isle of Dogs is predominantly in Flood Zone 3a. The Tower Hamlets Strategic Flood Risk Assessment maps the tidal floodplain of the Thames across the peninsula and, without the defences, a 1% or greater annual probability of flooding applies to most of it. That places nearly every development on the Island in the zone where a site-specific flood risk assessment is expected, and where the sequential and risk-based approach in national policy bites hardest.
The dominant source is tidal. The Thames wraps around three sides of the peninsula, from the Canary Wharf frontage at the north down past Millwall and Cubitt Town to the tip at Island Gardens, so the whole edge of the Island is a tidal frontage. Surface water and a high groundwater table are the secondary sources, and both matter more here than the headline "defended to 1-in-1000" figure suggests. The Thames tidal defences, the Barrier and residual risk
The Isle of Dogs is protected from tidal flooding by the Thames Tidal Defences: the Thames Barrier at Woolwich, together with the walls, embankments and gates that line the river frontage. The Tower Hamlets Strategic Flood Risk Assessment describes this as a world-class standard of protection, holding back the combined tidal and fluvial flood up to the 1-in-1000-year event. For most of the year that protection is invisible and complete. The reason it still governs planning here is that no defence removes risk entirely.
A defended site stays inside Flood Zone 3 precisely so the residual risk stays visible, and on the Isle of Dogs that residual risk is what a flood risk assessment has to model.
What matters for a scheme on the Island is the depth and speed of flooding that would follow if the defences were overtopped or breached, or if a flood larger than the design event arrived. That is residual flood risk, and it drives the mitigation an assessment recommends: raising finished floor levels above the modelled breach level, keeping ground-floor uses to less vulnerable functions, designing safe access and escape, and building in flood resilience so a property can recover quickly. The Environment Agency and Tower Hamlets both expect this to be demonstrated rather than asserted.
Sea level rise sharpens all of this. The Isle of Dogs falls within the Environment Agency's Isle of Dogs and Lea Valley policy unit under the Thames Estuary 2100 plan, where a "P5" policy applies: the Agency and its partners need to take further action to reduce flood risk, including raising and improving the tidal defences to keep pace with rising sea levels. The timetable for upgrading the estuary defences has since been brought forward, and by 2050 defence owners are expected to adapt and raise defences alongside new development. A well-run assessment reads flood levels against these future allowances, not just today's, so the mitigation still works over the lifetime of the building. Surface water, drainage and the Island's Critical Drainage Areas
Tidal risk gets the attention, but surface water and drainage are where most Isle of Dogs schemes actually meet resistance. Remodelling of the borough's surface-water network identified several new Critical Drainage Areas on the Isle of Dogs, meaning it is an area where surface water flooding is a recognised problem and where even smaller developments can be asked for a drainage assessment. The peninsula is flat, densely built and almost entirely hard-surfaced, so rainfall has nowhere to go except into a drainage system that is already stretched.
That system is old. Thames Water has publicly warned that the sewer and drainage network may not cope with the scale of redevelopment underway, pointing to sixteen major developments across the East End where capacity is a concern, ten of them on the Isle of Dogs alone. The network was largely built in the Victorian period and its capacity for rainwater is limited. On reclaimed marshland the water table also sits high, so basements and below-ground drainage can be affected by groundwater, and a very high tide arriving with heavy rain puts the whole system under pressure at once.
- Restrict runoff at source. A surface water drainage strategy has to show runoff is held back to the required discharge rate, following the drainage hierarchy set out in the London Plan.

The Thames Tideway Tunnel — the "super sewer" now connected beneath the river — will ease the combined sewer overflows that used to spill into the tidal Thames, but it does not add local surface-water capacity on the Island itself. A history of flooding on the Isle of Dogs
The Island's flood story is older than the docks. The peninsula was once Stepney Marsh, low-lying ground that lay several feet below the high-water level of the Thames and was reclaimed for use through a process of embanking known as inning. That reclaimed land was kept dry only by earthen banks and drainage ditches, and when the banks failed the water returned. A breach in 1448 is recorded as having drowned the marsh for around forty years before it was reclaimed again.
- 1448. A failure of the river banks flooded the reclaimed marsh, which is said to have stayed under water for roughly four decades.
- 1888. Serious flooding hit the Island in the late nineteenth century, by then a densely populated industrial district around the Millwall and West India Docks.
- January 1928. The Thames flood of 7 January 1928 overwhelmed defences along central London and the Island, with the river overflowing near Johnson's Drawdock; the same surge drowned fourteen people in central London basements.
That history is not just colour. It is why the Environment Agency runs two dedicated flood warning areas for the peninsula — the tidal Thames at the Isle of Dogs north of South Dock, and south of South Dock — and why the modern defences exist at all. A site here has been at risk for centuries; the defences manage that risk, they do not delete it.
Planning and drainage policy for a flood risk assessment in the Isle of Dogs
A development on the Isle of Dogs answers to several layers of flood risk policy at once: national policy through the NPPF and its Planning Practice Guidance, the London Plan and its drainage hierarchy, and Tower Hamlets' own evidence base and local plan policies. Where a scheme cannot be steered to lower-risk land, the sequential and exception tests may be needed to justify its location, and the September 2025 update to national guidance confirmed the sequential approach applies to surface water as well as tidal and river risk.
