Tidal and coastal flooding is the dominant risk in Lowestoft. North Sea surges raise levels at the harbour and push water up the tidal Lake Lothing into the town centre and Kirkley. Surface water collects in the same low ground because the drains and Kirkley Stream are tide-locked when the sea is high, and groundwater rises in places. Lake Lothing is the tidal heart of the town: a sea-connected lake running inland from the harbour, crossed now by the Bascule Bridge and the new Gull Wing. A history of flooding in Lowestoft
Lowestoft's flood record is dominated by North Sea storm surges, and the same coast and harbour have flooded twice within living memory. Dated, real events — not generic warnings — are the evidence the Environment Agency expects a credible flood risk assessment in Lowestoft to engage with, because they set the tidal levels your scheme has to design against.
- 31 January – 1 February 1953 — the great North Sea flood. Around 400 homes flooded in Lowestoft and 40 children had to be rescued by rowing boat from a flooded church. The town escaped loss of life on land, but the surge remains the benchmark coastal flood event for this stretch of the Suffolk coast.
- 5–6 December 2013 — the Cyclone Xaver surge. The largest North Sea surge since 1953 produced the highest still-water levels on record at several east-coast gauges. It flooded 158 homes and 233 businesses in Lowestoft and Oulton Broad, put the town-centre high street under several feet of water, and closed the A12 for around 36 hours.
- Repeated surface water flooding. Heavy rainfall regularly floods roads and properties on the low ground around Kirkley Stream and the inner harbour, the everyday risk behind the town's surface water and drainage work.

Flood defences in Lowestoft and what they mean for your site
Lowestoft now has formal tidal defences for the first time, but the scheme is only partly complete, and that matters for any application near the water. The Flood Map for Planning is drawn as if defences are absent, so a protected site can still sit in Flood Zone 3 and still need a site-specific assessment of the risk that remains.
For years Lowestoft was the only coastal town in England with no formal tidal flood defences. The Lowestoft Flood Risk Management Project has begun to change that: around 1.5 kilometres of tidal flood walls, demountable barriers and flood gates were completed in autumn 2023 along Hamilton Road, Waveney Road, Station Square, the South Pier and the yacht club, funded by a £43 million government award, and a pumping station and local flood wall were built around Kirkley Stream to deal with the tide-locked surface water risk. The walls were designed to work alongside a 40-metre tidal barrier at the entrance to Lake Lothing, on the seaward side of the Bascule Bridge, which would complete the scheme and, with the walls, better protect more than 1,500 homes and 800 businesses.
That barrier has not been built. In January 2024 the council paused construction after a funding gap of around £124 million opened up, driven by rising costs of materials, labour and design; about £15 million had been spent by then, and as of early 2026 East Suffolk Council is still working with the Environment Agency and Suffolk County Council to find a viable way forward. For a developer this is the central fact about flood risk in Lowestoft: the town is partly defended, the tidal barrier is not yet in place, and temporary barriers are deployed when a surge is forecast. A flood risk assessment here has to take the defences as they actually are, not as they are planned to be, which is exactly why a site behind new defences can remain in a flood zone. Where floor levels are raised, the report may also need to set out compensatory flood storage so displaced water is not pushed onto neighbours.
