How flood risk works in Rutland: rivers, the reservoir and geology

Flood risk in Rutland is shaped by three things at once: high, steeply sloping ground in the west, mudstone bedrock that sheds rain rather than soaking it up, and a network of small brooks feeding the River Gwash, the River Chater and the River Welland. The result is fast-rising surface water and brook flooding in storms, rather than the slow, broad river floods seen in larger lowland counties.

Rutland drains almost entirely towards the River Welland and, beyond it, The Wash. The River Gwash rises in the west of the county, is impounded to form Rutland Water at Empingham, and continues east through Tickencote, Great Casterton and Ryhall before joining the Welland below Stamford. The River Chater and the headwaters of the River Eye drain other parts of the county, while small ordinary watercourses such as the Barleythorpe Brook and the Whissendine Brook carry the local runoff behind most of Rutland's recent property flooding. Working out which watercourse drives the risk on a given site, and how quickly it responds, is the heart of a credible assessment for planning.

  • Surface water (pluvial). Now the most widespread flood risk in England, and the leading source in Rutland. Intense rain runs off saturated ground and overwhelms drains and culverts in Oakham, Barleythorpe, Langham and Whissendine. Since the 2025 PPG update, surface water on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.
  • Rivers (fluvial). The River Welland in the south and the River Gwash in the east have a long record of floodplain flooding, mainly of agricultural land and isolated property. These corridors hold the county's Flood Zone 2 and 3 land, where an assessment is almost always required.
  • Ordinary watercourses. Small brooks like the Barleythorpe Brook and Whissendine Brook punch above their weight. A blocked culvert or trash screen can back water up into homes, and they bring riparian ownership duties for anyone whose land contains or adjoins them.
  • Groundwater. Limestone and ironstone in parts of the county can hold water that rises into low ground and basements without showing on any national flood map. The county's geology is the thread running through all of this. Four of the worst-affected places in the 2023–25 floods — Oakham, Barleythorpe, Langham and Whissendine — sit on the predominantly mudstone ground of the north-west, where poor permeability means rain runs off rather than soaking away. Combine that with the steep slopes of the western county and water levels in the brooks can change rapidly during heavy rain. That same low permeability is why infiltration drainage so often fails here, a point we return to under drainage below.

A history of flooding in Rutland

Rutland's flood record is why the council scrutinises drainage so closely, and why a flood risk assessment in Rutland has to be evidence-led rather than generic. The county's best-known water story is a deliberate one — the flooding of the Gwash valley to create Rutland Water — but the natural floods are the ones that shape planning today.

  • 1970s — Rutland Water created. After parliamentary approval in 1970, the Gwash valley near Empingham was dammed to form what was first called Empingham Reservoir. The villages of Nether Hambleton and Middle Hambleton were cleared and submerged, leaving the Hambleton peninsula, and Normanton church was partly encased to survive at the water's edge. Completed in 1976 and owned by Anglian Water, it remains one of the largest artificial lakes in England and supplies around 500,000 people.
  • 1947 to 2004 — the Welland floods. Major floodplain flooding along the River Welland was recorded in 1947, 1975, 1998, 2000 and 2004, inundating agricultural land and property along the valley.
  • October 2023 — Storm Babet. Babet brought one of the wettest three-day periods on record to the Midlands, saturating catchments and overwhelming brooks and drains across the north-west of the county.
  • October 2023 to January 2024 — 57 properties flooded. Across Storm Babet, Storm Henk and an unnamed storm, 57 properties in six villages flooded, predominantly in the north-west. In Whitwell, collapsed pipes, broken gullies and pipework buried beneath private buildings left six homes flooded.
  • January 2025 — a major incident. Heavy rain on saturated ground and melting snow on 6 January led to a major incident being declared across Leicester, Leicestershire and Rutland, with hundreds of properties affected across the wider region.

A Section 19 flood investigation by Rutland County Council examined the Babet, Henk and January 2025 events and pointed to failing and poorly maintained infrastructure — constrained culverts, blocked trash screens and collapsed pipework — as much as rainfall totals. The recurring lesson is that the same combination of saturated ground and a blocked watercourse keeps producing the same flooding in the same places.

Do you need a flood risk assessment in Rutland?

  • Surface water risk in Flood Zone 1. Where the Flood Map for Planning or the council's Strategic Flood Risk Assessment shows surface water risk, an assessment can be required even on otherwise low-risk land — the common trigger in Rutland.
  • Critical drainage and cumulative impact. The council flags low-to-moderate surface water issues in and around Oakham; critical drainage considerations can raise the bar on attenuation and exceedance design.
  • Change of use or more vulnerable development. Introducing housing or other more vulnerable uses can require an assessment where a less vulnerable use would not.

Planning policy and your Lead Local Flood Authority in Rutland

Two kinds of authority set the rules. The Environment Agency leads on the main rivers and on Rutland Water; Rutland County Council, as Lead Local Flood Authority, leads on surface water, groundwater and ordinary watercourses, and is a statutory consultee on surface water drainage for major development.
