Being allocated in the Local Plan does not settle flood risk here. Who decides flood risk and drainage in South Holland?

Does South Holland require a flood risk assessment or a drainage strategy?
Most development in South Holland needs a flood risk assessment, and a great deal of it needs a drainage strategy too. Because so much of the district lies in Flood Zone 2 or 3, and because Policy 4 asks every application to show surface water can be managed, the question is usually not whether you need one but how far it has to go. South Holland's drainage and SuDS requirements
Drainage is where South Holland schemes are most often won or lost. On a floodplain this flat, with the water table high and the outfall controlled by pumps and drainage boards, surface water cannot simply run to the nearest ditch. Your drainage strategy has to follow the SuDS hierarchy, keep runoff within a rate the receiving system can accept, and be agreed in writing with whoever manages that system — the Lead Local Flood Authority, the Environment Agency or an Internal Drainage Board.
Lincolnshire County Council, as Lead Local Flood Authority, expects a drainage assessment demonstrating that a full range of sustainable drainage options has been considered and that the proposed scheme holds both the peak rate and the total volume of runoff to no more than the site produces in its undeveloped state. Greenfield runoff is calculated on a recognised basis (the IH124 or FEH methods, giving the QBAR mean annual flow), with betterment expected on previously developed land. The climate change allowance is applied to the proposed rate, not the greenfield baseline. Where calculated rates are very low, a minimum discharge of around 3 litres per second and a minimum orifice size are used to keep flow controls from blocking. The Internal Drainage Boards: Welland and Deepings, and South Holland
Internal Drainage Boards are the feature that most sets South Holland apart, and the one applicants most often overlook. The Welland and Deepings IDB covers Spalding and the western part of the district; the South Holland IDB covers the eastern fens around Holbeach and Long Sutton. Policy 4 — Approach to Flood Risk
Policy 4 of the South East Lincolnshire Local Plan requires that development in an area at risk of flooding is permitted only where the sequential test is passed, where any vulnerable use is justified, and where a site-specific flood risk assessment demonstrates the development will be safe for its lifetime. The assessment must cover flooding from all sources including the impacts of climate change, incorporate sustainable drainage unless it is shown not to be technically feasible, and demonstrate that the proposal will not increase flood risk elsewhere. Crucially, it must account for the district's defended nature: the policy is explicit that risk includes breach and overtopping scenarios shown in the Strategic Flood Risk Assessment, so a defended site still has to prove it stays safe if a defence fails.
Two local features of Policy 4 catch applicants out. First, the sequential test is applied within the district's settlement boundaries rather than across a wide area of search, and sites already allocated in the Local Plan are treated as having passed it — but they still need a site-specific assessment showing they are safe. Second, the policy requires every flood zone, and any Flood Zone 1 site over one hectare, to show that surface water can be managed without increasing risk to third parties. Surface-water connection to the public sewer is permitted only in exceptional circumstances. The NPPF and its climate change allowances sit behind the policy, and where a higher-risk site is involved the Sequential and Exception Tests and the right vulnerability classification have to be argued.
Policy 30 — Pollution and water quality
Policy 30 requires that development does not cause unacceptable harm to the environment, including water quality. For a drainage scheme that means treating surface-water runoff appropriately before it reaches a watercourse or drain — a live issue in the fens, where the drainage network feeds sensitive waters running out to The Wash. In practice your SuDS design has to show a treatment approach suited to the land use, which is why water quality is designed in from the start rather than bolted on.
The South East Lincolnshire Strategic Flood Risk Assessment
The South East Lincolnshire Strategic Flood Risk Assessment (2017) is the evidence base behind Policy 4, and it is the document a site-specific assessment in South Holland has to engage with. It maps flooding across the district — including the breach and overtopping hazard behind the defences — and it is the basis on which the council allocated sites and applied the sequential test.
The Strategic Flood Risk Assessment matters to an applicant for two reasons. What South Holland's validation list requires
South Holland District Council publishes a local validation list setting out what must accompany a planning application. Where flood risk or drainage is engaged, a flood risk assessment and, on major schemes, a drainage strategy are part of that list — and if they are missing or inadequate the application is not validated and the clock does not start.
- A site-specific flood risk assessment where the site is in Flood Zone 2 or 3, is one hectare or more, or is shown to be at risk of surface-water flooding.
- A surface-water drainage strategy for major development, demonstrating the SuDS hierarchy and a discharge rate the receiving system can accept.
- Evidence of the sequential test where it applies, framed to the council's settlement-boundary search area.
- Engagement with the drainage board where discharge is to an IDB drain, so the land drainage consent route is clear before determination.

How national flood risk policy applies in South Holland
National policy sets the framework the Local Plan builds on. The NPPF and its Planning Practice Guidance steer development away from flood risk through the sequential and exception tests, require development to be safe for its lifetime with climate change, and expect sustainable drainage on major schemes. South Holland is deep Fenland at the south edge of The Wash, drained by pumps and defended by embankments and sea walls. The dominant risks are tidal and fluvial flooding held back by defences, with surface water and groundwater close behind — a combination that means most sites face more than one source at once.

- Rivers (the Welland and the Glen). Spalding sits on the lower River Welland, protected by raised embankments through the town, the Coronation Channel relief channel (opened 1953) and washlands upstream at Crowland and Cowbit.
- Surface water and groundwater. On flat, pumped land with a high water table, rain has nowhere to drain by gravity and groundwater sits close to the surface — which is why infiltration drainage rarely works and why levels have to be set carefully.
