Is Bournemouth at risk of flooding?

Bournemouth faces flooding from several directions at once, but rarely in the way people expect. The headline risk is surface water: a steep, heavily built-up town that drains quickly to the sea, where intense rain overwhelms drains, road gullies and the culverted Bourne Stream faster than a river ever rises. The sea bounds the town along Poole Bay, the River Stour runs along its northern edge, and groundwater sits in the sands beneath. Most sites here face more than one of these.

The Council's own evidence makes the point. The Bournemouth, Christchurch and Poole Strategic Flood Risk Assessment confirms that Bournemouth does not carry the same level of tidal and fluvial flood risk as Christchurch and Poole, which is why no Level 2 assessment is needed for Bournemouth itself. That is reassuring on paper and misleading in practice, because it is precisely the surface-water and groundwater risk — the sources the river map does not show — that decides most Bournemouth schemes. Reading the national mapping against real ground levels is the whole job, and national maps are not the same as the Flood Map for Planning a developer must rely on.

Bournemouth grew across soft Eocene sands and clays, and its cliffs are cut by the chines — Alum, Branksome, Durley, Middle and Boscombe — the steep valleys carved by streams running down to Poole Bay. Those streams, and the larger Bourne, are why surface water concentrates so sharply here. The Bourne Stream alone runs around 13 kilometres from Alderney through the Bourne Valley to the Lower Gardens and the beach at Bournemouth Pier, more than five kilometres of it culverted out of sight beneath the town. When a culvert that size is overwhelmed, the water surfaces in the streets above it.

  • Surface water (pluvial). Now the most widespread flood risk in England, with the Environment Agency putting around 4.6 million properties at risk from it. In a town as built-up and steeply drained as Bournemouth, it is the source most likely to drive an assessment — and since the 2025 guidance update, surface water on the Flood Map for Planning or in a critical drainage area can trigger one even in Flood Zone 1.
  • Coastal and tidal. The Poole Bay frontage is defended to "hold the line", but sea level rise over a 100-year lifetime means coastal and groundwater interactions have to be assessed for seafront and clifftop development.
  • River (fluvial). Confined largely to the northern edge of the town where the River Stour passes Iford, Tuckton and Throop on its way to Christchurch Harbour. Here a site can sit in Flood Zone 2 or 3 and need full flood modelling.
  • Groundwater. Bournemouth sits on permeable sands rather than chalk, so the risk is local emergence and high water tables rather than the deep chalk aquifer story seen further inland — but it still breaks soakaway assumptions and must be checked before infiltration drainage is relied on.

A history of flooding in Bournemouth

Dated events are why the Council and the Environment Agency scrutinise development here closely, and why a flood risk assessment in Bournemouth has to be evidence-led rather than generic. The pattern is consistent: surface water and the Stour, not a single dramatic river flood.

  • Winter 2013–14 — the Stour and Christchurch. The prolonged storms of that winter pushed the River Stour over its banks downstream of Bournemouth, and around 100 residents were evacuated at Christchurch where the Stour meets the Avon.   • Recurrent surface-water flash flooding. Intense summer downpours on hard, dry ground routinely overwhelm gullies and culverts across the urban area — the national "drought then deluge" pattern that makes pluvial risk the most common reason a Bournemouth site is flagged.
