Flood risk in Dorset: rivers, the coast, chalk and surface water
No single map tells the whole story in Dorset. River flooding, tidal and coastal flooding, surface water and groundwater all occur here, often more than one on the same site, so a credible assessment has to weigh them together rather than read a flood zone in isolation.
The county's rivers — the Stour, the Frome, the Piddle and the Hampshire Avon — gather large rural catchments before reaching their floodplains and the coast. The Stour runs the length of north and east Dorset through Gillingham, Blandford Forum, Wimborne and on to Christchurch; the Frome and Piddle drain the chalk to Wareham and Poole Harbour; the Avon reaches the sea at Christchurch Harbour. Along the coast, low-lying land around Poole, Christchurch, Mudeford and Weymouth faces tidal flooding that worsens as sea levels rise. - Surface water (pluvial). Now the most widespread flood risk in England. Since the 2025 update to Planning Practice Guidance, surface water on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.
- Groundwater. The defining Dorset issue. The chalk that underlies much of the county fills like a sponge over winter and floods from below, away from any river — the source most often missed on a desktop report.
Groundwater flooding on the Dorset chalk
Dorset is one of the most groundwater-prone counties in England, and it is the source that most often catches a scheme out. After a wet winter the chalk water table rises until it reaches the surface, emerging through springs, stream beds and the floors of low-lying buildings. Because chalk has a very low effective porosity, the water table climbs fast and then drains slowly, so a groundwater flood can persist for weeks or months after the rain has stopped. The Winterbourne valleys, Martinstown, Sydling St Nicholas, the Piddle valley and Cranborne Chase see it most years. A dry-summer borehole reading on the Dorset chalk can sit several metres below the true winter peak, which is exactly why a single visit is never enough to clear a site of groundwater risk.

A history of flooding in Dorset
These dated events are why the authorities here scrutinise development so closely, and why a flood risk assessment in Dorset has to be evidence-led rather than generic. Each one shaped the policy and the defences a developer now has to design around.
- 1955 — the Martinstown storm. On 18 July 1955 around eleven inches of rain fell in a day at Martinstown, the largest official one-day rainfall ever recorded in the UK. Flooding ran from Upwey down to Weymouth, around 600 people were evacuated and two died.
- 1979 — the River Stour. Sudden floods hit Wimborne, Throop and Holdenhurst when the Stour burst its banks, with widespread damage through Blandford, Wimborne and Christchurch and around 800 caravan residents evacuated near Wimborne.
- 2013/14 — the chalk winter. A record-wet winter brought the worst groundwater flooding in Dorset and Wiltshire for over a decade, alongside severe coastal storms that battered Weymouth, Chiswell and the West Dorset coast.
- 2026 — Storm Chandra. Heavy rain on 26–27 January 2026 sent groundwater levels across the Dorset and Wiltshire chalk to, and in places above, the 2013/14 peaks, with dozens of groundwater flood warnings in force and the Environment Agency protecting thousands of properties across the wider region.
The financial scale is real, too. The 2014 winter floods that hit Dorset alongside Somerset, Devon, Cornwall and the Thames Valley led insurers to pay out around £426 million, with the cost to the UK economy put at roughly £1.1 billion. Planning policy and your Lead Local Flood Authority in Dorset
Two kinds of authority set the rules. The Environment Agency leads on the main rivers and the sea. A Lead Local Flood Authority (LLFA) leads on surface water, groundwater and ordinary watercourses — and since the 2019 reorganisation Dorset has two of them: Dorset Council and Bournemouth, Christchurch & Poole (BCP) Council.
Local government reorganisation in April 2019 abolished the old Dorset County Council and the district councils beneath it. Your assessment and drainage strategy must satisfy national policy — the NPPF and its Planning Practice Guidance — and the local framework: each council's Local Flood Risk Management Strategy, its Strategic Flood Risk Assessment and adopted Local Plan flood policies. Where a higher-risk site is involved, the Sequential and Exception Tests apply, and the right vulnerability classification has to be argued. On the chalk, Dorset Council's drainage guidance is unusually specific: it can expect up to a full year of groundwater monitoring to prove infiltration drainage will work, which is one of the most common reasons a Dorset application slips by six to twelve months when it is left until late.
