Flood risk in Poole: the harbour, the tide and surface water
Tidal flooding dominates Poole. The town wraps around Poole Harbour, so the main threat is a high spring tide driven by a storm surge, pushing water up through the harbour, Holes Bay and Lytchett Bay into the low-lying Old Town, the Quay and Lower Hamworthy. Surface water and rising groundwater add to it on the flat ground behind the shore, so most sites here face more than one source at once.
Poole Harbour is one of the largest natural harbours in the world, fed by the tidal reaches of the Rivers Frome and Piddle and draining to the sea through a single narrow entrance at Sandbanks. That shape means tides, not river flows, set the risk: when a surge coincides with a spring tide and an onshore wind, levels rise across the whole harbour at once. Reading how the tide behaves at a particular quayside or back-shore site is the heart of a credible tidal flood risk assessment.
- Tidal and coastal — the dominant source. The harbour, Holes Bay and the Quay flood from high tides and surges. The Old Town, Lower Hamworthy, Hamworthy Park, Baiter, Sandbanks and Lilliput all sit low against the water, and land in Flood Zones 2 and 3 along the shore almost always needs an FRA.
- Surface water (pluvial). Now the most widespread flood risk in England. Intense rain overwhelms drains on the flat ground behind the harbour, around Creekmoor, Sterte and Holes Bay. Since the 2025 PPG update, surface water on the Flood Map for Planning can trigger an assessment even on a Flood Zone 1 site.

The Quay is the textbook case for why a single map is never enough: the Old Town floods from the harbour on a high tide, while the ground immediately behind it floods from surface water that cannot drain by gravity until the tide drops. A history of flooding in Poole
These dated events are why BCP Council and the Environment Agency scrutinise waterfront development so closely, and why a flood risk assessment in Poole has to be evidence-led rather than generic. Each one reshaped how the town's defences and planning decisions are judged.
- 2013–14 — the winter storm surges. The stormy winter of 2013/14 brought repeated coastal flooding to the south coast; tidal surges over December 2013 and January 2014 pushed water onto the Quay and the low-lying Old Town, and the Poole Bay wave buoy recorded some of the largest waves of the period.
- A defended town on borrowed time. The Poole Bay, Poole Harbour and Wareham strategy warned that the existing system of rock armour, quays and floodwalls would begin to fail by 2030 if it was not maintained and improved — the finding that drove the new town-centre defence scheme.
- Recurring harbour warnings. Poole Harbour has Environment Agency flood warning areas at the Town Quay, at West Quay and Lower Hamworthy Quay, and at Hamworthy Park, which are triggered on the highest tides — most recently with warnings issued for the Old Town, the Quay and Hunger Hill during high-tide events.
- 573 and rising. Around 573 central Poole properties already face a better-than-1-in-100 annual chance of tidal flooding, with more than 2,000 expected to be at risk by 2110 — the clearest measure of how the risk grows with sea level.
A pattern runs through all of it: the same low ground around the harbour floods on the biggest tides, and rising sea levels are shortening the gap between them. A robust assessment treats this record as evidence, not background colour.
Flood defences and the Poole Bridge to Hunger Hill scheme
Major investment is under way around Holes Bay, and it changes what a development next to it has to prove. A new defence reduces the chance of flooding, but it never removes it, and planning policy still expects the residual risk to be assessed.
- Poole Bridge to Hunger Hill. A continuous tidal flood defence along about 1.5 km of the eastern side of Holes Bay — the last undefended waterfront in the town centre — built by BCP Council with the Environment Agency, working alongside the Creekmoor and Sterte channels and the raised Poole Quay wall.
- A £29.4 million scheme. Delivered in a single phase at around £29.4 million, with £22.1 million of Flood and Coastal Erosion Risk Management grant in aid secured from central government. Construction of the first zones begins in 2026.
- Built for a rising sea. Defences are raised to 2.65 m AOD now, with provision to lift them to 3.6 m AOD around 2071 as sea levels rise — an explicit, staged response to climate change set out in the rising sea levels evidence.
- An internationally protected harbour. Poole Harbour is a Ramsar wetland, a Site of Special Scientific Interest and a Special Protection Area, so the scheme — and any waterfront development — must satisfy Natural England and the Marine Management Organisation alongside planning.
The catch for developers is the one we set out in residual flood risk and why a site stays in a flood zone after defences are built: the Flood Map for Planning is drawn as if the defences are not there, so a defended Quay or Holes Bay site can still sit in Flood Zone 3. Climate change makes this sharper still, which is why an assessment applies the Environment Agency's allowances over the development's lifetime, and why the wider national flood defence funding rarely removes the need for a site-specific report.
