Do you need a flood risk assessment in Christchurch?
You need a flood risk assessment for most development in Christchurch that sits in Flood Zone 2 or 3, for any site of one hectare or more even in Flood Zone 1, and increasingly for smaller Flood Zone 1 sites where the Environment Agency maps surface water risk. Because so much of the town lies close to the harbour and the tidal rivers, a large share of sites here fall into one of these categories.

- Surface water on a Flood Zone 1 site. Since the 2025 NPPF and Planning Practice Guidance changes, mapped surface water risk can trigger an assessment in low streets well back from the harbour.
- A more vulnerable use. Turning a commercial building near the quay into housing raises the vulnerability classification and usually brings flood risk into the application.
- A minor householder extension. A small extension of no more than 250 square metres may be able to rely on Environment Agency standing advice, though a coastal or harbour-side plot rarely stays that simple.
Flood risk in Christchurch: the harbour, the rivers and the coast
Tidal and coastal flooding is the defining risk in Christchurch. The town wraps around a low harbour fed by two rivers and connected to the sea through a single narrow channel, so a high tide and a high river flow together can raise water levels across the quays, the marshes and the streets behind them. River and surface water risk sit on top of that, and on the gravels and chalk-fed catchments groundwater matters too.
The Environment Agency runs a dedicated Christchurch Harbour flood alert area, which covers the harbour and the tidal stretches of the lower Stour and Avon. Knowing which source drives the risk on a given plot, and how the sources combine, is the heart of a credible assessment here.
Tidal and coastal flooding
Christchurch Harbour, Mudeford, Stanpit, the Quomps, Wick and the riverside around the Quay are the parts of the town most exposed to the tide. Flooding is possible for around two hours either side of high water, and a storm surge or a strong onshore wind on top of a spring tide is what turns a high tide into a flood. Hengistbury Head shelters the harbour from the open bay, but the low ground around its edge floods readily, and the sandbank and spit are themselves moving features.
River flooding from the Stour and the Hampshire Avon
The River Stour winds through nine large meanders from Wimborne down to Christchurch Harbour, where it is joined by the Hampshire Avon before the combined flow reaches the sea. The lower reaches around Christchurch have seen some of the most severe flooding anywhere on the Stour, because the wide, flat floodplain here has little fall and the tide can hold the river back. When a wet catchment upstream coincides with a high tide, water has nowhere to go.
Surface water and groundwater
Surface water is now the most widespread source of flooding in England, and in Christchurch it shows up where intense rain overwhelms drains in the low streets and where runoff cannot get away against a high tide. Groundwater is a quieter risk: the Avon and Stour catchments are largely chalk-fed, and through the winter of 2025–26 the Dorset and Wiltshire chalk saw its worst groundwater flooding in over a decade, prompting the Environment Agency to launch a dedicated groundwater warning service. A history of flooding in Christchurch
These dated events are why the local authorities scrutinise development around the harbour so closely, and why a flood risk assessment in Christchurch has to be evidence-led rather than generic. Each one shows the town flooding from a different combination of tide, river and rainfall.
- 1979 — the Stour in flood. When the Stour rose suddenly, damage spread through the lower valley and around 800 caravan residents had to be evacuated from a riverside park near Christchurch — an early reminder of how quickly the floodplain fills.
- 2013–14 — the winter floods. The Stour burst its banks at Christchurch during the wet winter of 2013–14 and around 100 residents were evacuated, the benchmark recent river-flood event for the town.
- Repeated tidal alerts. The Environment Agency issues flood alerts for Christchurch Harbour whenever high tides, surge and river flow line up, and the Quay and low riverside roads flood on the larger events.
- 2025–26 — groundwater. Sustained rainfall through January and February 2026 gave the Dorset and Wiltshire chalk their highest groundwater levels in more than a decade, a risk that is slow to arrive and slow to drain away.
Flood defences and the coastal strategy for Christchurch
Christchurch is partly defended, but defences reduce the chance of flooding rather than remove it. BCP Council and New Forest District Council have adopted a Christchurch Bay and Harbour Flood and Coastal Erosion Risk Management strategy that sets out how the frontage from Hengistbury Head to Hurst Spit will be managed over the next 100 years, in partnership with the Environment Agency.
- Around £1 billion of damage if nothing is done. Over 100 years the Christchurch Bay and Harbour strategy estimates roughly £1 billion in flood and erosion damage without further action.
- More than 3,500 properties at risk. The strategy puts around 1,600 properties at risk of coastal erosion and more than 2,200 at risk of coastal flooding as defences age and sea levels rise.
- About 1.03 m of sea level rise. The strategy plans for roughly a metre of sea level rise over the next century, which steadily widens the area at risk.
- Targeted works at Stanpit and Mudeford. The plan includes new and repaired defences around Stanpit and property-level protection for homes at risk in Mudeford.
- Defended does not mean removed from a flood zone. The Environment Agency maps the floodplain as if defences were not there, so a protected site can still sit in Flood Zone 3 and must address residual flood risk over its lifetime.
Flood risk planning policy and your Lead Local Flood Authority in Christchurch
Two kinds of authority set the rules in Christchurch. The Environment Agency leads on the Stour, the Avon and the sea. Bournemouth, Christchurch and Poole (BCP) Council is the Lead Local Flood Authority, leading on surface water, groundwater and ordinary watercourses, and it is a statutory consultee on drainage for major development. A development is assessed against national policy and BCP's own evidence base.
BCP published a Level 1 Strategic Flood Risk Assessment in June 2024 covering the whole of Bournemouth, Christchurch and Poole, used alongside the more detailed Christchurch Level 2 SFRA. Improved modelling has actually reduced part of the mapped high-risk area in the town, and the assessment projects flood risk forward to 2086 and 2126 so that climate change is built in. Town-centre, west Christchurch and harbour-side sites are often already defended, which is exactly where residual risk has to be argued carefully.

A site-specific assessment has to state the design flood level for the relevant event plus a climate change allowance, set finished floor levels at least 600mm above it where it can, and show safe access and egress — all referenced to Ordnance Datum.
